This July, Kingsport is celebrating Parks and Recreation Month. A variety of activities are planned for residents of all ages and abilities — including a social media campaign requesting stories and pictures from the community, various summer camp activities and a free outdoor movie at Miracle Field.
Other programs and events offered by Kingsport Parks and Recreation this month include: an Outdoor Volleyball Tournament at Eastman Park at Horse Creek, the Eagles Nest Disc Golf Tournament at Borden Park, a One-Pitch Adult Softball Tournament at Brickyard Park, the Spin, Sprint and Splash Triathlon at V.O. Dobbins Sr. Complex, Allandale Mansion Open House & Tours, Croquet at Allandale Mansion and Pickle In The Park Pickleball Tournament at Riverview Park.
Kingsport is celebrating Parks and Recreation Month, an initiative of the National Recreation and Park Association (NRPA), by inviting our community to share their experiences, memories and stories about what parks and recreation means to them. “Kingsport Parks and Recreation strives to make our community a great place to live by providing opportunities for physical activity, family fellowship, experiences with nature and community engagement,” said Kitty Frazier, parks and recreation manager. “Keeping yourself active is key to a healthy lifestyle and we encourage everyone to enjoy our many wonderful city parks throughout the summer and year-round.”
To close out a month of celebrating, join Kingsport Parks and Recreation on July 30 for a free showing of the movie The Sandlot (rated PG) at Miracle Field. The event will begin at 8:00 p.m. with the movie starting as soon as the sun goes down. Free popcorn and water will be available, along with games and prizes, prior to the start of the movie.
NRPA encourages people that support parks and recreation to share their park and recreation story, as well as why their local parks and recreation professionals are important to them, with the hashtag #OurParkAndRecStory.

| GENERAL NARRATIVE | ||||
| On June 2, 2021, between the hours of 12:00 Noon and 4:30 PM, a silver Ford 500 sedan was stolen from a parking lot, located in the 1600 block of East Stone Drive in Kingsport, while the owner was at work at an adjacent business. Also stolen along with the vehicle was the owner’s purse which contained, among other things, her credit card.
The car was recovered the next day, parked at the Westside Inn, located at 1017 West Stone Drive; however, on the same day that the vehicle was taken, the stolen credit card was used to make two fraudulent purchases. One of these was for $273.75 at Walmart, located at 3200 Fort Henry Drive, and the other for $19.44 at Sonic, located at 3845 Fort Henry Drive. The suspect was captured on surveillance video during the Walmart incident. A photo taken from that footage has been included in this release. The suspect appears to have a bandage on his left calf which might help identify him. Anyone who recognizes him is asked to contact the K.P.D. Criminal Investigations Division at 423-229-9429 or call Kingsport Central Dispatch at 423-246-9111. Alternatively, if an individual who is able to supply information related to this or any other case wishes not to be identified, tips can be submitted anonymously via online “Citizen Feedback” forms available at the following link: https://www.kingsporttn.gov/city-services/police-department/contact-us In this incident, the vehicle had been left unlocked and unattended for several hours, and valuables as well as a spare key to the vehicle had been left inside it unsecured. The occurrence of the crimes of Motor Vehicle Theft and Auto Burglary can easily be lessened or even prevented altogether by utilizing the following common sense measures: 1) Never leave your vehicle unlocked while unattended. 2) Never leave the key inside your parked and unoccupied vehicle. 3) Never leave your car key in any unsecure location. 4) Never leave your vehicle running unless you are actually in it. 5) Never leave items of real or perceived value in plain sight inside your vehicle. Following these simple steps will go a long way toward deterring these crimes in our city, and reducing your chances of becoming the next victim of the crimes of Motor Vehicle Theft or Auto Burglary. |

Spend Friday the 13th at Bays Mountain Park… if you dare! Knoxville TVA Credit Union presents Cinema Under the Stars: Friday the 13th (1980, R) on Friday, August 13.
Come out and watch this classic slasher flick in the Bays Mountain Amphitheatre, surrounded by the spooky woods. Think you can survive the night? Pick up an “I Survived Friday the 13th at BMP” t-shirt to commemorate the evening!
Tickets are available via Eventbrite here and are $10 per person. Please note that children under 17 must be accompanied by a parent or adult guardian in order to attend an R-rated movie.
The amphitheatre is bench seating, and you are welcome to bring stadium chairs for your comfort. Bag/lawn chairs and outside food are not allowed at Cinema Under the Stars.
Entrance to the outdoor amphitheatre opens at 7:45 p.m. The movie will begin around 8:45 p.m. Run time is 1 hour 35 minutes.

| SUBJECT: | Kingsport Police Investigating Shots Fired at Miller Village Apartments (Update: Suspects Charged) | |||

| GENERAL NARRATIVE | ||||
| Update: The July 5, 2021 shots fired incident at Miller Village Apartments has been under constant investigation by the K.P.D. Criminal Investigations Division since the time it occurred. The findings thus far are as follows:
Shortly before midnight, two suspects, now identified as Darius Woodbury and Curtis Thompson, exchanged gunfire in the parking lot of the apartment complex. The suspects were already known to one another prior to the altercation. During the incident, Mr. Thompson sustained a non-life threatening gunshot wound to the leg. Also during the incident, a stray bullet shattered the window of an apartment leased to, and occupied by, an uninvolved person. The projectile entered the apartment, went through a television, and lodged in an interior wall. Fortunately, no innocent bystanders sustained injury. On July 7, 2021 Detectives obtained warrants charging both suspects for their roles in the incident. Mr. Woodbury has been charged with Aggravated Assault (3 counts) and Possession of a Firearm by a Convicted Felon. Mr. Thompson has been charged with Felony Reckless Endangerment. As of the time of issuance of this news release, both suspects remain wanted and at large. Both should be considered armed and dangerous. Anyone who knows where either suspect can be located is asked to contact Detectives in the K.P.D. Criminal Investigations Division at 423-229-9429 or call Kingsport Central Dispatch at 423-246-9111. Alternatively, if an individual who is able to supply information related to this or any other case wishes not to be identified, tips can be submitted anonymously via online “Citizen Feedback” forms available at the following link: https://www.kingsporttn.gov/city-services/police-department/contact-us As this remains an active investigation, and in the interest of future prosecution, absolutely no further details can or will be released at this time. As previously released: On July 5, 2021, just before midnight, Kingsport Central Dispatch received multiple reports of shots fired at Miller Village Apartments, located in the 3800 block of Eastline Drive in Kingsport. Kingsport Police Department Patrol Officers and Detectives responded to the scene. Based upon their preliminary findings, it is believed that two individuals exchanged gunfire in the parking lot. This remains an open and active investigation by the K.P.D. Criminal Investigations Division. As such, no further details are available for release at this time. Additional information will be shared as it becomes available, but only at an appropriate point in the associated investigation. |

Kingsport is pleased to announce it has received the Government Finance Officers Association (GFOA) Distinguished Budget Presentation Award for its budget.
The award represents a significant achievement by the city. It reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting. In order to receive the budget award, Kingsport had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well a city’s budget serves as a/an:
Budget documents must be rated “proficient” in all four categories, and in the fourteen mandatory criteria within those categories, to receive the award.
When a Distinguished Budget Presentation Award is granted to an entity, a Certificate of Recognition for Budget Presentation is also presented to the individual(s) or department designated as being primarily responsible for having achieved the award. City Manager Chris McCartt and Budget Director John Morris received the certificate.
“This award represents the hard work, knowledge and dedication of our budget staff,” said McCartt. “Being recognized for exceeding the highest national standards for our budget, even under the pressure of a pandemic, is well deserved.”
There are over 1,600 participants in the Budget Awards Program. The most recent Budget Award recipients, along with their corresponding budget documents, are posted quarterly on GFOA’s website. Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America.
