Operations Bureau

The organizational structure of the Kingsport Police Department is divided into the Operations Bureau and the Administrative Bureau. The Operations Bureau consists of enforcement oriented units such as Patrol, Criminal Investigations, and Strategic Operations.

Captain Micah Johnston

Captain Micah Johnston

Captain Johnston began his law enforcement career in 1999 as a Reserve Officer for the Mount Carmel Police Department. He attended Walters State Police Academy the following year. He studied criminal justice at Northeast State Community College and has a bachelor’s degree in criminal justice from Bethel University. He joined the Sullivan County Sheriff’s Office as a full-time officer in 2002, where he served in the Patrol Division, and as a member of the S.W.A.T. Team. He was sworn in at the Kingsport Police Department in 2007. During his tenure at KPD, he has served as a Patrol Officer, Field Training Officer, Vice Detective, Hostage Negotiator, and as a member of the Honor Guard. He has supervised the Training Unit, Professional Standards Unit, Traffic Unit, Power Shift, and Strategic Operations. In 2025, he was promoted to Captain and now oversees the Operations Bureau.

Patrol Division

Lieutenant Justin McConnell

Lt. Justin McConnell – 1st Platoon

Lieutenant Justin McConnell received his Bachelor of Science in Criminal Justice from East Tennessee State University. He was an active member of the Police Explorer Post at the Sullivan County Sheriff’s Office during his high school and college years and launched his law enforcement career as a S.C.S.O. Reserve Deputy in 2005. He was sworn in as a Kingsport Police Patrol Officer the following year. He soon transferred to the Criminal Investigations Division where he served as a Detective. While assigned to C.I.D., he served on the Sexual Assault Response Team (SART) and the Vulnerable Adult Protective & Investigative Team (VAPIT). He is a graduate of the National Forensic Academy (NFA) and a recipient of the Mark Vance Domestic Violence Investigator of the Year Award. He has served on the Honor Guard and as an Explorer Advisor, instructed in Taser and Criminal Investigations, and previously supervised Criminal Investigations Division and the Professional Standards Unit. He was promoted to Lieutenant in January of 2023 and is currently assigned to the Patrol Division as Watch Commander for 1st Platoon.

Lieutenant Darell Johnson

Lt. Darell Johnson – 2nd Platoon

Lieutenant Darell Johnson served seven years in the United States Air Force prior to entering into the law enforcement profession. He has also attended Central Carolina Community College. He began his law enforcement career in 1999 as a Corrections Officer for the Hawkins County Sheriff’s Office. He was promoted to Deputy and attended the Police Academy the following year. He has also served with the Rogersville Police Department (2001) and Hawkins County Emergency Communications Dispatch (2006). He was sworn in at the Kingsport Police Department in 2007 and has served in the Patrol Division and the Criminal Investigations Division. His past specialized assignments include Detective, Honor Guard, Meth Task Force, and Field Training Officer. He currently serves on the Bomb Squad. He promoted through the ranks of Corporal and Sergeant while on Patrol and C.I.D. He was promoted to the rank of Lieutenant in May of 2021 and currently serves as Watch Commander for 2nd Platoon.

Lieutenant Seth Brumfield

Lt. Seth Brumfield – 3rd Platoon

Lieutenant Seth Brumfield was sworn in at the Kingsport Police Department in 2004. He graduated from the Walters State Regional Law Enforcement Training Academy and has also attended East Tennessee State University. After a period assigned to the Patrol Division, Lieutenant Brumfield worked in the Community Policing Unit, and later served as a Detective in the K.P.D. Criminal Investigations Division. During his tenure, he has served in a variety of specialized roles to include being a member of the Honor Guard Team, a Weapons Armorer, and a Firearms Instructor. He has supervised in both the Professional Standards Unit, where he oversaw the Field Training Program, and the Patrol Division, where he served as a Shift Sergeant. He has extensive experience as a Special Weapons and Tactics (SWAT) Operator and currently serves as the K.P.D. SWAT Team Commander. He was promoted to Lieutenant in January 2023 and is currently assigned to the Patrol Division as Watch Commander for 3rd Platoon.

Lieutenant Dustin Jackson

Lt. Dustin Jackson – 4th Platoon

Lieutenant Dustin Jackson began his law enforcement career after graduating from the Walters State Regional Law Enforcement Academy (Class 38) in the fall of 2000. He initially served with the Mount Carmel Police Department before joining the Kingsport Police Department in 2006, where he was assigned to the Patrol Division. In 2012, Lieutenant Jackson was selected as a Traffic Specialist and reassigned to the Traffic Unit. He was promoted to the rank of Corporal in 2017, continuing his service within the Patrol Division. The following year, he was promoted to Sergeant, taking on supervisory responsibilities across multiple units, including Patrol, Crime Analysis, the Records Division, and the Traffic Unit. Throughout his career, Lieutenant Jackson has held several specialized roles, including Driving School Instructor, Emergency Vehicle Operations Instructor, and member of the department’s Honor Guard.  He holds a Bachelor of Science in Criminal Justice Administration from Bellevue University (2012) and an Associate of Applied Science in Criminal Justice from Walters State Community College (2004). During his career Lieutenant Jackson has been awarded the Medal of Valor, Purple Heart, Medal of Meritorious Service and Medal of Commendation. In February 2025, he was promoted to the rank of Lieutenant and currently serves as the Watch Commander for the 4th Platoon within the Patrol Division.

Lieutenant Craig Dunworth

Lt. Craig Dunworth – 5th Platoon

Lieutenant Dunworth was sworn in to the Kingsport Police Department in 2010.  He is a graduate of Centre College (Danville, KY), where he double majored in Computer Science and German.  In his tenure with Kingsport, he served as a Field Training Officer before being assigned to the Criminal Investigations Division in 2016.  Lieutenant Dunworth worked as a specialized investigator, managing the Kingsport Sex Offender Registry, and Internet Crimes Against Children (ICAC) cases.  Lieutenant Dunworth also worked as a regional specialist in digital and computer forensics, offering expert courtroom testimony in such cases. He was promoted to Corporal and served as the Property Crime supervisor in C.I.D. in 2020.  He was subsequently promoted to Sergeant in 2021 and was assigned to 1st Platoon.   Lieutenant Dunworth also currently serves as a Firearms Instructor, SWAT operator, Less Lethal and O/C instructor, and has previously served as the General Department Instructor.  He was promoted to Lieutenant in September of 2025 and is currently assigned to the 5th Platoon of Kingsport’s Patrol Division.

Criminal Investigations Division

The Kingsport Police Department’s Criminal Investigations Division encompasses the traditional investigations of crimes against persons and property crimes, as well as the specialized investigations of vice and narcotics-related crimes. The CID Commander manages three supervisors and over a dozen detectives who collectively investigate all major crimes reported to KPD. Detectives employ a range of methods, including conventional techniques, state-of-the-art technology, and traditional police work, to process crime scenes, identify perpetrators, and bring criminals to justice.

Lieutenant Martin Taylor

Lt. Martin Taylor – CID

Lieutenant Martin Taylor received his Associate of Science in Criminal Justice from Walters State Community College. He is also a graduate of the National Forensic Academy (NFA). He began his law enforcement career in 1989 as a Patrol Officer with the Church Hill Police Department. In the late 1990s he moved to the Hawkins County Sheriff’s Office where he rose through the ranks to the position of Patrol Sergeant and served on the S.W.A.T. Team. In 2007, he was sworn in as a Patrol Officer at the Kingsport Police Department. He soon transferred to the K.P.D. Criminal Investigations Division where he helped establish the department’s Internet Crimes Against Children (ICAC) Unit. He rose through the supervisory ranks as a Detective, eventually serving as Detective Sergeant. He was promoted to Lieutenant in February 2021, and after a brief tenure back on Patrol as a Watch Commander, he returned to the Criminal Investigations Division as CID Commander.

Strategic Operations

The Kingsport Police Department’s Strategic Operations Unit consists of several specialized divisions of the Operations Bureau. These include the Directed Patrol Officer, the School Resource Officers, Parking Enforcement, and the department’s Social Worker, whose primary focus is to navigate the multitude of issues associated with homelessness and help direct that population to various community resources designed to assist them. The Strategic Operations Unit Commander also oversees various special projects and events such as security for Kingsport’s annual Fun Fest and other concerts and festivals held throughout the year, and traffic control for various parades and road races.

Lieutenant Ray Mailloux

Lieutenant Mailloux has been a law enforcement officer since 2006 and was sworn in at the Kingsport Police Department in 2011. He graduated from the Riverside County Sheriff’s Academy and attended Bethel University, where he majored in Criminal Justice. Upon joining the Kingsport Police Department, Lieutenant Mailloux served as a patrol officer, a Field Training Officer, and as an Operator on the K.P.D. SWAT Team. After a period serving in the Patrol Division, Lieutenant Mailloux was assigned to the K.P.D Criminal Investigations Division as a Detective. As a Detective, he conducted investigations into a substantial number of cases and was eventually promoted to the ranks of Corporal and Sergeant within C.I.D. During his C.I.D. tenure, Lieutenant Mailloux specialized in Internet Crimes Against Children and was appointed to be a Task Force Officer for the Department of Homeland Security. He was promoted to Lieutenant in January 2025 and was assigned to the Patrol Division as Watch Commander for 1st Platoon. He currently oversees the Strategic Operations Unit.

School Resource Officers

The School Resource Officers are assigned to various Kingsport City Schools. They provide essential security for the school and its faculty, staff, and students. They are present on campus throughout the school day as well as during numerous after hours extracurricular events.  They help to maintain the strong cooperative working relationship between the police department and the school system. Kingsport Police Patrol Officers also supplement the School Resource Officer program by logging numerous daily walk-throughs at all Kingsport City School campuses.
