THIRD UPDATE:
Haley Locke is in custody. The juvenile suspect has not yet been located.
SECOND UPDATE:
The white 2010 Ford Fusion has been recovered. The juvenile and Haley Locke have not yet been located.
FIRST UPDATE:
A petition has been obtained for the arrest of the juvenile suspect involved in this incident; the juvenile has been charged with Attempted 1st Degree Murder. An arrest warrant has been obtained for twenty-five (25) year-old Haley Locke. Haley has been charged with Accessory After the Fact. The juvenile and Haley were last seen in a white, 2010 Ford Fusion that had Tennessee license plate 975 BQGD affixed to the rear bumper. The Ford had a black hood. These individuals should be considered armed and dangerous. Anyone with any information is asked to call our Criminal Investigative Division at (423) 229-9429.

INITIAL RELEASE:
On February 11, 2026, at approximately 6:30 P.M., patrol officers with the Kingsport Police Department responded to Robertson Street about a shooting. Detectives have been called to the scene and are investigating the incident. Both the victim and the suspect are believed to be juveniles. This appears to be an isolated incident, and there is no ongoing threat to the public. This is an active investigation, and no further information will be released at this time.
