Annexation

Annexation involves incorporating a property into the City of Kingsport’s municipal limits.  Due to state law requirements, property owners are advised to contact Planning staff to discuss their annexation intent before submission of a request to be annexed.

Following a meeting with Planning staff, these items will be requested:

• Annexation Petition Application signed by property owner(s)
• A survey of the property/parcel requested for annexation
• A legal description of the property/parcel requested for annexation

The Planning Division will conduct a feasibility study for each annexation request prior to Planning Commission consideration.  All annexations are required to be reviewed and approved by the Planning Commission and the Board of Mayor and Aldermen.  At the time of annexation, the property will be zoned in accordance with City zoning regulations and subject to the General Plan of Services designated for that specific annexation.
