GENERAL NARRATIVE | |||
On March 21, 2020 at approximately 3:45 AM, what are believed to be two white male suspects vandalized and attempted to burglarize Andy’s Market, located at 4121 Fort Henry Drive in Kingsport.
The pair of suspects appear to have arrived on foot. One of the suspects was walking a small dog on a leash and appeared to be serving as a lookout while the other suspect damaged several surveillance cameras, shattered a window with a rock, and reached inside to open it. A resultant alarm caused the suspects to flee emptyhanded; however, the value of property damage they inflicted was nearly $2,500. Photos of the two suspects and their dog, taken from store surveillance footage, have been included in this release. Anyone who recognizes any of them, or who may have any additional information to help solve this case, is asked to contact Detectives in the K.P.D. The City of Kingsport 2020 Fourth of July Celebration will be a drive-in fireworks extravaganza! The fireworks will begin Saturday, July 4, around 9:45PM for a 10-15 minute display. They will be set off in two areas, a downtown vicinity and an Eastman Road vicinity, to maximize the viewing area. Fireworks will be visible from many surrounding homes and parking lots.
In accordance with Sullivan County Regional Health Department recommendations, you are asked to remain in your vehicles while viewing the fireworks. If necessary to be outside of vehicles, safe social distancing should be maintained. Also, viewers are encouraged to wear masks.
Tune your car radio to 98.5 WTFM to enjoy patriotic music along with the fireworks displays.
Due to the drive-in nature of the show, road closures will apply – see below map. The following closures will be in place by 9:30PM until the conclusion of the event: Eastman Road between East Center Street and Ft Henry Drive, Berry Street from Fuller Street to Eastman Road, East Center Street from Park Street to Eastman Road (Fort Henry Drive will remain open).

This July, Bays Mountain Park is bringing back its ever-popular paddling programs with even more dates for guests to enjoy the park’s iconic lake from a new perspective. From beginners to experienced paddlers, there’s a program for everyone!
“With kayak sales increasing, now’s the time for us to provide for paddling programs,” Senior Naturalist Megan Krager said. “There’s also greater opportunity for social distancing on the water.”
Programs include Kayak Lessons, Evening Canoe/Kayak Tours, and lake tours focused on the beavers and waterfowl that live in and around the reservoir. For all programs, attendees must provide their own kayak/canoe, paddle, and TYPE III PFD (personal flotation device). These programs are best suited for children 10 and up, and children under 18 must be accompanied by an adult.
Kayak Lessons
9 a.m. to 2 p.m. | July 17 and Aug. 21
$10 per non-member and $5 per member
This program is designed to help beginners establish a base set of skills, or for intermediate paddlers to gain confidence in their expanding skillset. The lesson will cover parts of a kayak, what to wear and pack, types of PFDs and kayak, as well as basic padding strokes. Registration now open.
Evening Canoe/Kayak Tours
6 to 8 p.m. | July 1 & 15, Aug. 5 & 19, Sept. 2 & 16, Oct. 7 & 21
$10 per non-member, free to members
Come explore the reservoir on this naturalist-led tour! Experience the sights and sounds of the lake in the evening. For public health and safety purposes, each session is limited to 20 boats. Registration now open.
Beaver Ecology
6 to 8 p.m. | July 8 & 22, Aug. 12 & 26
$5 per non-member, free to members
On this naturalist-led paddling tour, learn about beavers, how they live and their effect on other wildlife. Enjoy a guided evening paddle around the reservoir to see beaver lodges, dams and other signs beavers leave behind! Reservations open June 29.
Waterfowl

On this naturalist-led paddling tour, learn about the natural history of the many birds that call Bays Mountain Reservoir home. This guided tour lets attendees experience birding from the comfort of their own canoe or kayak. A quieter boating adventure lets you observe waterfowl closely! Reservations open June 29.

Each program will meet at the dam, and the park advises attendees to be mindful of social distancing will unloading and launching their boats.
Bays Mountain is committed to the health and safety of both guests and park staff. The park is following recommendations and best practices from the CDC, the Sullivan County Regional Health Department and Tennessee Pledge. BMP will continue to monitor any developments on the COVID-19 pandemic and how these might affect operations.

Reminder: The City of Kingsport is still accepting applications for the position of Police Officer. Only a few days remain to apply.
As previously released: The City of Kingsport Human Resources Department will be accepting applications for the position of Police Officer from June 13 through 28, 2020. The Kingsport Police Department is hoping to hire several new officers out of this application process to fill any existing and upcoming vacancies. Those interested must submit a new application regardless of whether or not they have applied or tested with K.P.D. in the past. Individuals who are interested in a career in law enforcement are encouraged to apply. All applicants must be a United States citizen and either already be at least 21 years of age or be turning 21 by no later than January 14, 2021. Applicants are asked to only submit their application once, as weeding out duplicate applications hampers efficiency. All applications must be submitted online using the following link: https://www.GovernmentJobs.com/Careers/Kingsport Following the June 28th deadline, all applicants will receive a confirmation email, as well as a letter by traditional mail, containing further instructions regarding the upcoming Police Applicant Testing procedures, as well as the exact date that they are to report for testing. PLEASE NOTE THAT THERE WILL NOT BE A WRITTEN EXAMINATION AS PART OF THIS TESTING PROCESS. All applicants will begin the testing process with a physical agility evaluation. The physical agility evaluation will be administered on both Monday, July 13 and Tuesday, July 14, 2020. Applicants will be divided alphabetically and will be assigned one of these two dates and will be notified accordingly. These sessions will be conducted at Domtar Park, located at 1414 Riverport Road in Kingsport. The physical agility evaluation will consist of a timed one-mile run and a timed roughly one-quarter-mile obstacle course designed to measure fitness, strength, agility, and endurance as related to the duties of a Police Officer. Individuals must have an application on file and sign a waiver of liability in order to be eligible to participate. The applications of those candidates who successfully pass the physical agility evaluation will be reviewed for eligibility and suitability to move forward to the interview panel phase. General criteria to be considered for selection for an interview will be outlined in the confirmation email and letter each applicant will receive to notify them of their testing date. Those applicants with the highest combined scores on the physical agility evaluation and interview panel will then be interviewed by the Chief of Police to determine the final selections. Those ultimately selected will also be subject to a medical examination, psychological evaluation, and a thorough background investigation prior to actual hiring. The current starting salary for Police Officer Trainee is $16.32 per hour or $33,946 annually. Applicants who are already certified law enforcement officers may be eligible for a salary adjustment to compensate for prior experience if certain criteria are met. Academy training and all essential equipment including uniforms, firearms, body armor, and duty gear are provided by the department. K.P.D. also issues take-home police cruisers to officers meeting specific residency requirements.
