SUBJECT: Kingsport Vice Detectives Requesting Citizen Tips in Locating Two Wanted Fugitives
DATE: February 28, 2020
GENERAL NARRATIVE
On February 19, 2020 Detectives with the Kingsport Police Department Vice and Narcotics Unit presented the facts of an extensive ongoing investigation into the trafficking of illegal narcotics to a Sullivan County Grand Jury which returned true bills of indictment on two suspects.

Marina Michelle Horton and Lawrence Wycliff Long have each been charged with 1) Criminal Conspiracy to Possess 26 Grams or More of Cocaine for Sale or Delivery within 1,000 Feet of a City Park and 2) Sale or Delivery of Less than ½ Gram of Cocaine within 1,000 Feet of a City Park. As of the time of issuance of this news release, both individuals remain wanted and at large.

Anyone who sees either suspect, or may know their current whereabouts, is asked to contact the K.P.D. Vice and Narcotics Unit at 423-229-9367 or call Kingsport Central Dispatch at 423-246-9111.

SUBJECT: Kingsport Police to Conduct Two Traffic Safety Checkpoints Next Week
DATE: February 28, 2020
GENERAL NARRATIVE
In partnership with the Tennessee Highway Safety Office (THSO), the Kingsport Police Department will be conducting two separate traffic safety checkpoints next week. On Wednesday, March 4, 2020 K.P.D. will be holding a Seatbelt Checkpoint, and on Friday, March 6, 2020 K.P.D. will be holding a Sobriety Checkpoint. Each of these checkpoints will take place at an undisclosed time and location within the City of Kingsport.

In the State of Tennessee, violations of occupant protection laws are considered primary offenses, meaning that if an officer observes a motorist not wearing a seatbelt, or a child not properly restrained in a child passenger safety seat, the officer may stop and cite the motorist for the seatbelt or child passenger safety seat violation without observing any other criminal or traffic offenses.

Occupant protection laws apply not just to the driver, and not just to the front seat, but to every individual in the automobile. At the age of 16, a passenger assumes personal responsibility for the wearing of their seat belt and would receive their own citation for not wearing one; however, the driver would be cited for each passenger under the age of 16 who is not properly restrained.

Wearing a seat belt can easily make the difference in a motorist being seriously injured or killed in a crash versus walking away from the crash with minor injuries or no injuries whatsoever. The Kingsport Police Department encourages ALL occupants of ALL motor vehicles to wear their seatbelt ALL of the time. It is the law, but more importantly, it might just save your life.

Beyond the risk of serious injury or death associated with impaired driving, being convicted of driving under the influence of alcohol and/or drugs can impact your life in many ways, including loss of employment, prevention of employment in certain jobs, higher insurance rates, serious financial setbacks, personal and family embarrassment, and incarceration.

The Kingsport Police Department continues to stress that Tennessee D.U.I. laws apply not just to alcohol, but to any substance that impairs the ability to drive, including illegal drugs, over-the-counter (OTC) medications, as well as prescription drugs, even if they are prescribed by a physician.

The Kingsport Police Department is stressing the dangers of driving impaired to our community. Impaired driving is a massive problem in the United States, with more than 10,000 people dying annually. If you are out on the roads and you see someone driving impaired, please report it. You could help save a life.

Final Reminder: There are only three (3) days left to participate in the Kingsport Police Department’s 2020 Citizen Survey. The survey will be available online through the last day of February. To take the survey, please visit:

Throughout the month of February 2020, the Kingsport Police Department will be conducting a citizen survey as part of the accreditation process. K.P.D. is internationally accredited through the Commission on Accreditation for Law Enforcement Agencies (CALEA).

K.P.D. was first accredited through CALEA in 1992. The department has maintained accreditation now for over 25 consecutive years, being reaccredited in 1997, 2002, 2005, 2008, 2011, 2014, and 2017. The benefits of CALEA accreditation include greater accountability within the agency, reduced risk and liability exposure, stronger defense against civil litigation, staunch support from government officials, and increased community advocacy.

CALEA requires that an accredited agency must be in compliance with nearly 500 individual professional standards. One such standard requires that the agency conduct a documented survey of citizen attitudes and opinions at least once every two (2) years.

The survey is designed to be used as a platform for organizational learning, asking specific questions about the quality of policing in the community. The survey questions are constructed so as to gauge citizen feedback with respect to:

1) Overall agency performance,

2) Overall competence of agency employees,

3) Citizens’ perception of officers’ attitudes and behavior,

4) Community concern over safety and security within the agency’s service area, and

5) Citizens’ recommendations and suggestions for improvements.

Highlighting Heroes: Corder Family

Corder FamilyEvery time you take a sip of clean water, every time you drive safely down a street in Kingsport, you have the Corder family to thank.

Mike and Tony Corder are brothers who both work for the City of Kingsport and have been serving the community for 21 and 20 years, respectively. Before entering into employment with the city, they worked together at the cotton mill. Now, as they continue their tradition of working together, a new generation joins them. Mike’s son, Clay, has been working for the city for 3 years now, following in his father’s footsteps. Though the three Corder men work in different divisions of Public Works, there are times when their jobs overlap, giving them the opportunity to work alongside family.

Mike Corder is a Traffic Maintenance Technician and as such, he realizes the importance of road safety. “Safety first is my main goal,” says Mike. “To know the streets are properly marked and the signs are visible is the first step in keeping drivers and pedestrians safe.”

Part of his job with the city includes installation and maintenance of roadway markings and signs, but he also sets up work zones and message boards. These are essential to ensure that any sudden traffic changes can be carried out safely, with no accidents. Without people like Mike, roads would not be correctly marked and would certainly become unsafe.

Clay Corder, Mike’s son, is a Technical Service Worker in Water Services. The water meters he installs, maintains, and reads daily help to regulate the water to Kingsport homes and businesses. He knows the importance of a water meter working properly, and the accuracy involved with that. “I want to do the best I can,” Clay said. “I want to know the meters are reading accurately for both the customer and the city.”

Tony Corder is a Crew Leader in Water Services System Maintenance. His job usually revolves around the installation and upkeep of waterlines around the city. Whether new installations or repairs, Tony and his team may be the ones performing this work. “I feel our crew does a good job,” Tony said. “I want to do as good a job for our customers as I would do at home.”

When you think of water being our most valuable resource, remember people like Tony who are dedicated to the installation and maintenance of your waterlines. “Water is essential. It’s like you don’t miss it until it’s not there,” Tony said.

These three men do their very best every day to provide essential services for the City of Kingsport. All of them are very appreciative of the opportunities they have been afforded with the city. The hard work and dedication of these three heroes is highly valued and their ongoing efforts help the City of Kingsport to continue to thrive.
