SUBJECT: Two Men Killed in Head-On I-81 Collision
DATE: June 29, 2019

GENERAL NARRATIVE
On June 29, 2019 just before 2:00 PM, Kingsport Police Patrol Officers were dispatched to a multi-vehicle collision on southbound Interstate 81 near the 62 mile-marker. Due to the seriousness of the crash, the K.P.D. Traffic Unit, with assistance from the Sullivan County F.I.R.S.T. (Fatal Incident Response and Support Team), responded to the scene to investigate. Their findings thus far are as follows:

A silver 2008 Honda Ridgeline 4-door mid-size pickup, driven and solely occupied by William Henry Carpenter, Jr. of Bristol, VA, was northbound on I-81 when for unknown reasons it veered left, crossed the grass median, and began traveling north in the southbound lanes.

Meanwhile, a green 1995 Ford F-150 full-size pickup, driven and solely occupied by Jeffrey L. Goode of Limestone, TN, was southbound on I-81 when it was struck head-on by the Honda Ridgeline. As a result of the crash, the Ford F-150 caught fire and became fully involved until extinguished by responding Firefighters from the Kingsport Fire Department.

A third vehicle, a black 2009 Ford F-250 full-size pickup, driven and solely occupied by Blake E. Lucas of Bristol, TN, was traveling southbound behind the Ford F-150, and with no time to react, was involved in a secondary collision with the Honda Ridgeline immediately following the initial impact.

Both Mr. Carpenter and Mr. Goode were killed in the crash. Mr. Lucas was not injured. All three vehicles were completely disabled and had to be towed from the scene. Interstate 81 was completely closed for an extended period of time to allow for the thorough investigation of the crash and the safe removal of all involved vehicles and associated debris. The roadway has since reopened, and normal traffic patterns have resumed.

The Kingsport Police Department would like to thank the Sullivan County Sheriff’s Office, the Tennessee Highway Patrol, and the Tennessee Department of Transportation (TDOT) for their assistance with this investigation and management of any subsequent traffic congestion.

This remains an open and active investigation by the K.P.D. Traffic Unit. As such, additional details neither can nor will be released at this time.

On the afternoon of June 27, 2019 Laura L. Amos was reported as a missing person to the Kingsport Police Department by her mother. Her mother told officers that her daughter had been out of contact with her since May 15th which is out of character for her. Based on this and other factors relayed to officers, there is reasonable cause to be concerned for her health and welfare.

Ms. Amos has been entered into N.C.I.C. as a missing person. She is a 41 year old white female adult with brown hair and blue eyes. She is approximately 5 feet 4 inches tall and weighs roughly 139 pounds. A photograph of Ms. Amos has been included with this release.

Sales Tax Exemption on Water Used for Agriculture Purposes

Per a new state law that goes into effect on July 1, the City of Kingsport will not charge sales tax on water furnished exclusively for agriculture and farming purposes. Qualifying customers will need to notify the Customer Service Department and provide a copy of their State of Tennessee Agricultural Exemption Certificate.

SUBJECT: Kingsport Police Investigating Shooting Incident at Meadowview Convention Center (Update #3)

GENERAL NARRATIVE
On June 23, 2019, shortly before midnight, Matthew Phillips was taken into custody as a result of a traffic stop near the intersection of Highway 11W and Silver Lake Road in Hawkins County, TN. He was promptly turned over to the Kingsport Police Department and transported to the Kingsport City Jail, where he remains confined in lieu of a $500,000 bond.

The Kingsport Police Department would like to thank the Hawkins County Sheriff’s Office for their diligence and assistance in the apprehension of Mr. Phillips on the outstanding warrant. As this incident still remains under active criminal investigation, and in the interest of a successful future prosecution, no further information can nor will be released at this time.

As previously released:

On June 9, 2019 as of approximately 9:30 AM, the following is the current status of the investigation into the shooting incident at Meadowview Conference Resort and Convention Center:

The incident has been determined to have been initiated by a robbery attempt that occurred inside the hotel portion of the facility. It was not a random act of violence. It was a drug related crime with specific people being targeted accordingly.

The previously mentioned victim has been treated and released for a non-life threatening gunshot wound.

Three suspects have been officially charged with the following:

Deonte Bristol

Mr. Bristol and Ms. Stafford have both been arrested and remain housed in the Kingsport City Jail pending arraignment.

Mr. Phillips remains wanted and at large and should be considered armed and dangerous.

As previously released:

On June 8, 2019 as of approximately 10:30 PM, Meadowview Conference Resort and Convention Center is believed to have been rendered safe and has resumed normal business routines. With the exception of one hallway where the aforementioned incident took place, the facility is back open.

Having said that, people are still being asked to stay away from the facility unless they have a specific need to be there, as an active criminal investigation is still underway.

No further details are available for release at this time. Additional information will be released as it becomes available and at the appropriate point in that investigation.

As previously released:

On June 8, 2019 at approximately 7:30 PM the Kingsport Police Department was notified of a shooting incident at Meadowview Conference Resort and Convention Center, located at 1901 Meadowview Parkway in Kingsport. The preliminary investigation has revealed the following:

1) A criminal incident has transpired which has resulted in at least one gunshot being fired and at least one victim being struck by gunfire.

2) That victim has been transported to an area healthcare facility for medical treatment.

3) The suspect is still at large, but is believed to have already left the scene.

4) There is currently still a strong police presence at the facility.

Anyone not at the facility is asked to please stay away to allow the police to investigate the incident without interference. Anyone at the facility is instructed to please specifically follow all instructions from the police and hotel staff to the letter.

The K.P.D. Criminal Investigations Division is in the preliminary stages of their investigation into the incident. No further details are available for release at this time. Additional information will be released as it becomes available and at the appropriate point in that investigation.

Kingsport Aquatic Center Begins Construction on New Outdoor Pool

Construction will begin on the expansion to the Kingsport Aquatic Center this Monday, June 24.

The expansion, which includes a new outdoor pool, shaded pavilion, additional restrooms and more, will be built by BurWil Construction Company and should be complete before the summer 2020 season.

The Kingsport Aquatic Center has worked closely with Burwil to ensure the safety and convenience of all guests as construction gets underway this summer. That said, the KAC asks its guests to please be safety conscious and wear shoes when walking from cars to the indoor or outdoor pools.

As a reminder, overflow parking is available at MeadowView if it’s needed. Construction will not affect handicap parking. Please visit swimkingsport.com and the KAC’s social media regularly to stay on top of any construction updates.

The Kingsport Aquatic Center will begin construction on a new outdoor pool this year.

The City of Kingsport Board of Mayor and Alderman approved the design and construction at its February 5 business meeting. The pool comes as part of a larger expansion, which includes a shaded pavilion outside, additional outdoor restrooms, an administrative area, and other amenities.

“We’re really excited about this project,” said [then Community Services Business Manager, current City Recorder/CFO] Sid Cox. “This is something our customers have requested, and we expect people to really enjoy it. It’s going to make the overall facility more attractive and more adaptable beyond just swimming.”

The new outdoor pool is will cater to adults and teens. With a 180-person capacity and a four to five foot depth, it’s designed for multipurpose use. The pool will include three 25-yard lanes for outdoor lap swimming, a circular social area with hydrotherapy jets, a seated bench area for outdoor water aerobics classes, and an area for water basketball and volleyball. Around the pool, there will be room for additional seating of up to 60 lounge chairs.

The new pavilion will provide shaded seating at 16 picnic tables for waterpark guests to enjoy their lunch, or simply get out of the sun for a while. It will attach to the existing roof of the outdoor lifeguard office/gate area. This building expansion will include a new walk-in freezer for the Oasis concession stand, as well as three family changing restrooms.

An extension from the Aquatic Center’s Legion Room toward the parking lot will provide a centralized office space for operational, programming and support staff.

The Kingsport Aquatic Center first opened in 2013 and committed to the mission of providing year-round swim programming for all ages and abilities. This new expansion will help the Aquatic Center better cater to its existing customers and new ones alike.

Lose & Associates, Inc., the company that designed the Kingsport Aquatic Center facility, provided design services for this expansion. The BMA awarded the project bid to BurWil Construction Company in the amount of $2.04 million. As part of the bid, BurWil Construction will clearly mark the designated construction area to ensure that guests visiting the Aquatic Center or YMCA will stay safe despite the project.

The Aquatic Center expects to complete this expansion in time for its 2020 summer season.

SUBJECT: The City of Kingsport is Currently Accepting Applications for Corrections Officer with the Kingsport Police Department

GENERAL NARRATIVE
The City of Kingsport Human Resources Department is currently accepting applications for the position of Corrections Officer, also commonly referred to as Jailer, with the Kingsport Police Department. Applications will be accepted until June 30, 2019. Individuals 18 years of age or older who are interested in a criminal justice career are encouraged to apply. SUBJECT: K.P.D. Searching for Hit-and-Run Vehicle that Struck Pedestrian (Update #2)

GENERAL NARRATIVE
On June 14, 2019 at approximately 9:45 PM, Kingsport Police Patrol Officers responded to a motor vehicle collision involving a pedestrian in the 4200 block of Fort Henry Drive in the Colonial Heights area of Kingsport. Due to the severity of the crash, a certified Crash Reconstructionist was called to the scene to investigate. His subsequent findings are as follows:

A red 2007 Toyota Yaris compact 2-door hatchback, driven by Joseph C. Dick (of Kingsport), was northbound on Fort Henry Drive when it struck a pedestrian, Brenda L. Tyree (of Rocky Mount, VA), as she was crossing the road. Rather than stop to render aid, Mr. Dick fled the scene of the crash to the parking lot of a nearby business where he stopped to inspect the damage to his vehicle.

Mr. Dick tore loose a dangling front bumper cover, discarded it in the grass, and then completely fled the area in his vehicle. Ms. Tyree was critically injured in the collision and was transported to an area hospital by Sullivan County E.M.S. for emergency medical treatment. She succumbed to her injuries and was pronounced deceased shortly after arriving at the hospital.

Officers were quickly able to track down Mr. Dick at his residence, located at 1444 Warpath Drive in Kingsport, where his damaged vehicle was found parked in his own driveway. After extensive further investigation, to include an inspection of the vehicle, a review of the statements of multiple eye-witnesses, and an interview with Mr. Dick himself, he was ultimately arrested and charged with the following:

1) Vehicular Homicide by Intoxication

2) Driving Under the Influence

3) Leaving the Scene of a Motor Vehicle Collision Resulting in Death

4) Failure to Render Aid/Give Information

5) Failure to Report a Motor Vehicle Collision

6) Criminal Attempt to Tamper with Evidence

7) Possession of Unlawful Drug Paraphernalia

As of the time of issuance of this news release, he remains incarcerated in the Kingsport City Jail, pending arraignment, in lieu of a $50,000 bond as specified by the presiding Magistrate. On June 15, 2019, shortly after midnight, the Kingsport Police Department is still on the scene of a hit-and-run motor vehicle collision involving a pedestrian that occurred at approximately 9:45 PM earlier this evening in the 4200 block of Fort Henry Drive in the Colonial Heights area of Kingsport. The pedestrian was transported by Sullivan County E.M.S. to an area hospital for emergency medical treatment.

The individual and vehicle in the included photo are believed to be involved. The vehicle appears to be a red, approximately 2010 model, Toyota Yaris compact 2-door hatchback. It should have front-end damage and a missing front bumper cover. The driver appears to be a tall (approximately 6 feet), slim, white male adult in his mid to late 40s.

Anyone who witnessed this crash, or who can potentially identify or provide a current location for either the driver or the vehicle is asked to contact Kingsport Central Dispatch at 423-246-9111 as soon as possible.

Kingsport is launching a new Customer Information System (CIS) at the end of April. The current system will enter maintenance mode, and services – such as account changes and taking payments – will be temporarily unavailable after 5 p.m. on April 23 through 8 a.m. on April 27.

Note – payment due dates that fall within this downtime have been changed to April 28.
