Annual Action Plans

Each year, the City receives federal funds from the U.S. Department of Housing and Urban Development (HUD). The City is required to develop an Annual Action Plan to show how the funds will be used to support affordable housing and community development. The Annual Action Plan:

Serves as an application to HUD for annual entitlement funding for the following federal program: Community Development Block Grant (CDBG)
Provides a budget and framework for production goals
Directly aligns with the City’s 5-year Consolidated Plan (ConPlan), which is an assessment of local housing and community development needs and outlines how federal funds will be used to address them.

The FY 2023-2024 Annual Action Plan was adopted by The Board of Mayor and Alderman on May 1,2023. The FY 2025-2026 Annual Action Plan is underway!

Consolidated Annual Performance Evaluation Report (CAPER)

Each year, the City submits a Consolidated Annual Performance and Evaluation Report (CAPER) to the United States Department of Housing and Urban Development. This report summarizes how the City used federal Community Development Block Grant (CDBD) in carrying out its housing and community development programs. A summary of the reports are below:

Consolidated Plan (ConPlan)

Every five years, the City of Kingsport creates a Consolidated Plan (ConPlan). The ConPlan serves as an application for funding to (HUD) and provides a budget and framework for production goals during this period. To develop the Consolidated Plan, staff incorporates input from public meetings and hearings, surveys, as well as data analysis determine housing and community development needs and concerns within the city. To address these identified needs, the plan establishes priority goals and the funds and resources available. Once the Consolidated Plan has been approved by The Board of Mayor and Alderman, it is submitted to HUD for review and approval before implementation.

Public Hearings

It is intended to establish procedures through which the Community Development staff and the City of Kingsport may solicit and receive input from citizens, nonprofit organizations, and other interested
parties and to give them an adequate opportunity to review and comment on the Community
Development program and the goals, objectives and projects in the Consolidated Plan/Action Plan. The
City of Kingsport shall make available to citizens, public agencies, and other interested parties information that
includes the amount of assistance expected to be received (including grant funds and program income)
and the range of activities that may be undertaken, including the estimated amount that will benefit
