There will be a Public Meeting of the Kingsport Metropolitan Transportation Planning Organization (MTPO) Executive Board on Thursday, November 3, 2022 at 1:30 pm in the Kingsport City Hall Board Room at 415 Broad Street in Kingsport, Tennessee. Copies of the agenda and supporting documentation can be found at the Kingsport Public Library, the lobby of City Hall, the MTPO office, or here. The primary items for this meeting include adoption of the FY23-26 Transportation Improvement Program (TIP), annual ranking of priority projects, adoption of the Local Road Safety Plan, and the FY22 federal funds obligation report. Time is also allotted for the Executive Board to receive comments on these or other items pertaining to the Kingsport Metropolitan Transportation Planning Organization. The meeting will be in-person and members of the public are welcome to attend. We also plan to offer live public access to the meeting through a Zoom webinar. Members of the public who are interested in attending remotely should send an email to MTPO@KingsportTN.gov to request the log in information for the meeting. In order to allow time to respond, your request must be received by 12:00 pm on November 2, 2022. The primary items for this meeting include an amendment to the FY22-23 Unified Planning Work Program, a Resolution of Support for Scott County Virginia SMART SCALE project applications, a functional classification amendment and SR-126 designation change, adoption of the 2045 Long Range Transportation Plan, and a presentation on the Local Road Safety Plan. Time is also allotted for the Executive Board to receive comments on these or other items pertaining to the Kingsport Metropolitan Transportation Planning Organization. FY23-26 Transportation Improvement Program Call for Projects

The Kingsport Metropolitan Transportation Planning Organization (MTPO) is in the process of developing a new Transportation Improvement Program (TIP) for fiscal years 2023-2026. The TIP is a four-year financially constrained priority list of projects within the MTPO planning area funded with federal, state, and local dollars. This is the opportunity to submit potential projects to be funded with Federal Surface Transportation Block Grant (STBG) funds. Most projects require a 20 percent local match and shall be sponsored by a governmental entity that can demonstrate a financial commitment to the project. Completed applications must be received by the MTPO no later than May 6, 2022. To be eligible for funding, projects must be included in the 2045 Long Range Transportation Plan (LRTP). The draft 2045 LRTP is currently out for public review and can be viewed at www.kingsport2045lrtp.com. Lists of projects can be found in Table 38/Page 90-91 and Table 42/Page 106 (illustrative/vision projects are shown in Figure 74/Page 120). Click here for the TIP Project Application.

Kingsport 2045 Long Range Transportation Plan – Public Review Period

The Kingsport Metropolitan Transportation Planning Organization (MTPO) is responsible for carrying out the region’s transportation planning efforts, including the development of the region’s Long Range Transportation Plan (LRTP). The Kingsport MTPO planning area includes the City of Kingsport, City of Church Hill, and Town of Mount Carmel, Tennessee; Town of Weber City and Town of Gate City, Virginia; and portions of Hawkins County, Sullivan County, Greene County, and Washington County, Tennessee as well as a portion of Scott County, Virginia. The LRTP is a federally required document that outlines a high-level, comprehensive, and multimodal transportation vision for the Kingsport region and identifies specific and conceptual projects to address current and future year mobility needs. Over the past 18 months, MTPO staff, along with a consultant team, have worked with numerous partners, stakeholders, and interested parties to develop the draft 2045 LRTP. State and Federal review has been completed and the draft 2045 LRTP is available for final public review from April 6, 2022 through May 6, 2022.  Draft copies of the LRTP can be found at the Kingsport Public Library, the lobby of City Hall, the MTPO office, or online at www.kingsport2045LRTP.com. All interested parties are encouraged to review the draft LRTP and send comments to MTPO@KingsportTN.gov or by mail to Kingsport MTPO, 415 Broad Street, Kingsport, TN 37660 by 5:00 pm EDT May 6, 2022. The 2045 LRTP will be considered for adoption at the May 12, 2022 MTPO Executive Board meeting (full agenda will be available closer to the meeting date).
