Northeast Tennessee / Virginia HOME Consortium
The Northeast Tennessee / Virginia HOME Consortium consists of contiguous units of general local government from Bluff City, Bristol Tennessee, Bristol Virginia, Johnson City, Kingsport, Sullivan County, and Washington County. The Consortium has concentrated on the following HOME objectives:
- Provide decent affordable housing to lower-income households;
- Expand the capacity of nonprofit housing providers;
- Expand the ability of state and local governments to provide housing; and
- Leverage private sector participation
- Homeownership (down-payment and closing cost assistance)
- Owner-occupied rehabilitation/reconstruction activities for low and moderate-income households
The HOME Consortium’s main purpose is to establish policies and direct the program delivery for funds granted by the U. S. Department of Housing and Urban Development for the purpose of improving regional housing opportunities. This board shall establish all policies and procedures, determine funding allocations, control all activities and will instruct the Lead Entity during implementation of the program. The Lead Entity shall be the City of Bristol, Tennessee and shall serve as Chair of the Governing Board

Affordable Home-Ownership Program
The Northeast Tennessee/Virginia HOME Consortium has initiated an Affordable Home-ownership Program designed to increase housing opportunities for low and moderate-income families. The Consortium has agreed to utilize Federal HOME funds from the U.S. Department of Housing and Urban Development and other grant programs to provide assistance in the form of a due-on-sale deferred payment loan that can be used for a down payment, and/or closing cost. The amount of assistance will be between $1,000 and $15,000 and will be based on the applicant’s need. A Subsidy Analysis will be prepared to determine need. Assistance is subject to the availability of funding.
