City of Kingsport earns $1.85 million in state grants for Brickyard Park bridge

City News

The City of Kingsport has been awarded a $1.85 million state grant to support the construction of the Brickyard Park pedestrian and bicycle bridge to increase accessibility to the park and connect it with downtown.

Kingsport earned the grant through the Tennessee Department of Transportation’s (TDOT) Transportation Alternative Program (TAP).

“This TDOT grant award means that the bridge project is moving forward,” said Lesley Phillips, transportation planner. “The state investment confirms the potential of the overall development to improve the City of Kingsport. We appreciate the support of state, local and community leaders for this impactful pedestrian safety infrastructure project.”

Brickyard Park’s current and future amenities include a four-field baseball and softball complex; Miracle Field, which is designed for youth and young adults with mental and physical disabilities; all-accessible playground; bicycle pump track; expanded Scott Adams Memorial Skate Park; public greenspace; a housing community and more. On the north end, pedestrians and bicyclists will be able to access downtown Kingsport’s many parks, businesses, retail shops, restaurants and residences.

The bridge’s location also is convenient to access the Kingsport Area Transit Service (KATS) facility, an extensive sidewalk system connected to State Route 126 (Wilcox Drive) and the Kingsport Greenbelt; a nine-mile linear park that connects residential neighborhoods, traditional parks, downtown, commercial districts, schools and activity centers.

“The Brickyard Park bridge will immensely improve pedestrian safety and connectivity within the city,” said Phillips. “It also will have a positive effect on the local economy by providing an essential link between neighborhoods and downtown jobs and amenities. This project is vital to fuel growth through accessibility.”

The TAP grant is intended for the construction phase of the pedestrian safety bridge project. Currently, city officials are using TDOT’s Surface Transportation Block Grant (STBG), which is 80% funded by the federal government and 20% by local government, to cover the preliminary costs of the project.

Construction is estimated to cost $3 million. Funds from the state will pay a portion of the cost for the project, and the City of Kingsport will provide the remainder.

City News

Next week, Kingsport Parks and Recreation is inviting all amateur sleuths and pumpkin patch private-eyes to participate in their 2021 Pumpkin Hunt. Each day, from October 25 through the 28, Pete the Pumpkin will make his way to a different park across the city and lie in wait for the savviest searcher to come and find him. Clues to Pete’s whereabouts will be posted each morning on the Kingsport Parks and Recreation Facebook page.

The first person to find Pete and send a picture of him on Facebook will be declared that day’s winner and will receive a special prize.

NEWS RELEASE
SUBJECT: Citizens Urged to Take Basic Preventative Measures Due to Surge in Motor Vehicle Thefts and Auto Burglaries
DATE: October 21, 2021
CASE #: Multiple
GENERAL NARRATIVE
The City of Kingsport has been experiencing a surge in the crime of Motor Vehicle Theft. Having said that, it is important to note that in the vast majority of Motor Vehicle Thefts, the vehicle that was stolen had been left unlocked with the key (or electronic key fob) left in the vehicle (often times with the key actually in the ignition and the vehicle running).

Auto Burglaries are also on the rise. Again, it is important to note that in the vast majority of Auto Burglaries, the vehicle had either been left unlocked, or the owner had left an item of obvious real or perceived value in plain sight inside the vehicle.

To reiterate, very few cars that are being stolen or burglarized are actually being forcibly broken into. In nearly all of the cases, had the owner of the vehicle taken a few basic preventative measures, the crimes could have easily been deterred.

This particular problem is by no means unique to Kingsport. When sharing criminal intelligence information with other agencies, feedback indicates that similar trends are being experienced in other jurisdictions.

K.P.D. has prioritized investigating and preventing these types of crimes, but we are asking for some additional help from the public. To that end, the good news is that the occurrence of these two crimes can easily be lessened or even prevented altogether by utilizing the following common sense strategies:

1) Never leave your vehicle unlocked while unattended.

Your vehicle was designed with locking doors for a very good reason. It should be locked at all times. A vehicle is obviously much less likely to be burglarized or stolen if it is locked.

You should lock your vehicle even when you are in close proximity to it while pumping gas, or at a self-service car wash, and especially when you leave it even briefly for a quick trip into a store. It is always better to be safe than sorry.

You should even lock your doors while you are in the vehicle while parked or in motion. Tests have shown that a locked door is much less likely to pop open during a crash, and a locked door will certainly lessen the possibility of someone with ill intentions opening your door from the outside while you are in the vehicle.

2) Never leave the key (or electronic key fob) inside your parked and unoccupied vehicle.

Leaving the key (or electronic key fob) inside your parked and unoccupied vehicle (even if it is locked) is asking for trouble. It allows undeterred access to the vehicle by criminals. It also allows curious children to potentially get behind the wheel, which could obviously lead to tragic results.

3) Never leave your car key (or electronic key fob) in an unsecure location.

Even if your key is not actually inside the vehicle, it is important to make sure that it is stored securely and cannot be easily accessed by unauthorized individuals.

4) Never leave your vehicle running unless you are actually in it.

The only thing worse than leaving your key in your vehicle is leaving the key in the ignition with the engine running. Again, it allows undeterred access to the vehicle by criminals, and it also allows curious children to potentially get behind the wheel, which could obviously lead to tragic results.

With colder weather approaching, it is important to point out that it is not uncommon for vehicles to be stolen while left running, unlocked, and unoccupied while they are defrosting in the morning.

5) Never leave items of real or perceived value in plain sight inside your vehicle.

Other than leaving your vehicle unlocked, the best way to get it broken into is to leave something valuable inside of it. Purses, backpacks, duffle/tote bags, electronics, cell phones, portable GPS devices, radar detectors, medications, firearms, money, shopping bags and packages, etc. should never be left inside your vehicle, especially not in plain view.

And remember, it doesn’t even have to be valuable to you as long as it appears potentially valuable to a criminal peeking into a window.

Following these simple steps will go a long way toward deterring these crimes in our city, and reducing your chances of becoming the next victim of Motor Vehicle Theft or Auto Burglary.

NEWS RELEASE
SUBJECT: K.P.D. to Participate in National Drug Take-Back Day Event on Saturday October 23rd
DATE: October 20, 2021
GENERAL NARRATIVE
On Saturday, October 23, 2021 from 10:00 AM until 2:00 PM, the Kingsport Police Department will be participating in a community drug take-back event. This event will take place in the parking lot in front of Dobyns-Bennett High School, located at 1 Tribe Way, in Kingsport. This event is sponsored by the United Way of Greater Kingsport, the Kingsport Police Department, and the Sullivan County Anti-Drug Coalition.

Between now and Saturday, October 23rd, all area residents are encouraged to go through their medicine cabinets and inventory their medications. Now is the time to safely dispose of any leftover, expired, or otherwise unwanted medications. This community drug take-back event is open to the public and is a prime opportunity and the preferred method to safely dispose of any medications that are no longer needed.

The U.S. Department of Justice Drug Enforcement Administration (DEA) sponsors two National Prescription Drug Take-Back Days each year, in April and October. National Prescription Drug Take Back Days aim to provide a safe, convenient, and responsible means of disposing of prescription drugs, while also educating the general public about the potential for abuse of medications.

While the DEA does recognize these two annual days, at the Kingsport Police Department, we like to think of every day as Drug Take-Back Day. K.P.D. has been participating in drug take-back initiatives since 2010 and installed a permanent drug collection box in the lobby of the Kingsport Justice Center, located at 200 Shelby Street in Downtown Kingsport, in 2012. Our box is accessible 24 hours-a-day, 7 days-a-week, 365 days-a-year. To date, K.P.D. has been able to safely incinerate over 18,000 pounds (9 tons) of leftover, unwanted, or expired medications.

The goals of this program are to keep drugs off the street, prevent overdoses and accidental poisonings, and avoid environmental contamination. Drugs that can be accepted include prescription, over the counter (OTC), vitamins, herbals, supplements, and veterinary medications. Items that are not accepted through this program include needles or sharps, biohazard materials, and illegal drugs.

Kingsport’s new Customer Information System (CIS) is now live for customers to use. Residents can now pay bills, report issues and access their account information easier than ever before.

Please note – if you pay your bill via bank draft or auto-pay, you will need to re-enroll through the new portal.

No actions are needed if you pay in person, over the phone, by check, or use the drop box or JACK kiosk.

You can pay bills, report issues, access the customer portal, download the Kingsport Utilities app and access your account information by going to www.kingsporttn.gov/billpay.

Report Non-Emergency

To report a non-emergency, please use the new ConnectKingsport app.

ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.

You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!

To download the free app, please search for it on the Apple App Store or on Google Play. You can also use the online portal below.

Please note that the use of ConnectKingsport is intended for the reporting of non-emergency issues only. If you need immediate Police or Fire response, please call 911.
