Kingsport Comprehensive Plan
The City of Kingsport is developing a comprehensive plan to guide the long-term development of the community. This plan must reflect the aspirations of our community, but this is only possible with your participation!
We need your help to identify the biggest challenges facing our city: What are the changes and improvements needed to help our community thrive? What are the things that should be preserved and protected? How do we build on the things that make Kingsport special?

The first Public Meeting will occur on April 30, 2025 from 6:30 – 8:30 PM at Kingsport City Hall in the Montgomery-Watterson Boardroom. Come by to learn more about the comprehensive planning process, give your thoughts on the issues and opportunities facing the community, and share your vision for what Kingsport’s future should look like!
What is a comprehensive plan and how is it used?
A Comprehensive Plan is a document that states a community’s desired vision for the future. It outlines the community’s goals and consists of a plan or coordinated set of plans to support those goals, which may include strategies for housing, transportation, economic development, and quality of life. The foundation of this plan is a future land use strategy to guide the long-term development of a community. It does not constitute zoning regulations or establish zoning district boundaries, but rather provides a basis for future zoning decisions and development decisions. The plan helps to guide public investments in infrastructure to aide in shaping future development and outlines a path for implementation with a list of near- and long-term actionable items to achieve the community’s goals.
Why are we creating a comprehensive plan?
The City of Kingsport’s most recent Land Use Plan was last updated in 2010. The Kingsport Comprehensive Plan will renew the city’s long-term vision and provide a policy framework to guide long-term investment and decision making by city officials to implement this vision. The updated plan will allow the city to respond to current challenges like population growth, infrastructure demands, and take advantage of economic opportunities while preserving the City’s unique character and resources.
How can I get involved?
We want your input! For this plan to be successful, it is critical that we hear from the community. The planning process will provide a variety of ways for you to be involved, both virtually and in-person.
The planning process will include three rounds of community engagement taking place in the spring, summer, and fall. We will be hosting a community workshop, creating an online survey and platform for virtual input, and visiting places around the city to hear more about community issues and needs.
