Food Truck Inspection Program

With the popularity of food trucks and trailers rising, as the result, adoption of fire codes and standards surrounding these types of vehicles to provide for the minimum fire safety requirement

To ensure the safety of customers and operators, all food trucks and food trailers operating in Kingsport must and have a yearly inspection by the Kingsport Fire Marshal’s Office. Call 423-229-9440 to set up an Inspection Appointment.

7th Annual Drool Pawty Hosted At Kingsport Aquatic Center

It’s a doggy takeover at the Kingsport Aquatic Center! Registration for the KAC’s 7th Annual Drool Pawty is now open.

On Saturday, October 3 from 1 to 4 p.m., bring your best pals to the pools for some aquatic fun at the Outdoor Water Park. Dogs get to swim, play and make new puppy friends in the toddler play area for a real dog day afternoon.

Admission is $5 per dog and free to owners. Limit two dogs per person, and dogs’ handler must be over 18 and bring leashes with them. Your dogs must be up-to-date on all vaccines, and vaccination records are required to register. While on site please take the health and safety of your fellow participants and staff into consideration and practice social distancing, wear a mask, and wash your hands and/or use hand sanitizer frequently.

SUBJECT: Suspect Sought in Scheme Involving Pre-Paid Visa Cards

GENERAL NARRATIVE
Kingsport Police Detectives are attempting to identify a black female suspect who is believed to be responsible for swindling two local store clerks into loading nearly $1,000 in funds onto pre-paid Visa cards without actually paying for either transaction. The suspect was obviously educated on the process of activating and funding the cards and used this knowledge to deceive the clerks.

One of these incidents occurred on September 8, 2020 at approximately 2:00 PM at the Roadrunner Market, located at 101 Hospitality Place in Kingsport, while the other incident occurred on September 9, 2020 at approximately 4:30 PM at Dollar General, located at 1649 East Stone Drive in Kingsport. The suspect is believed to be traveling in a white Audi 4-door sedan, possibly a mid-2000s model.

On September 5, 2020 at approximately 9:15 PM, nearly $6,000 in personal property (power tools, fishing gear, and clothing) was stolen from where it had been left unsecured in the bed of a pickup truck that was parked in the parking lot of Walmart, located at 3200 Fort Henry Drive in Kingsport.

Surveillance video captured footage of a white male suspect believed to be responsible for the crime. He was traveling in a white Ford Expedition sport utility vehicle, that was driven by a white female accomplice. Photos taken from that footage have been include in this release, while a clip of the actual video has also been made available for viewing on the K.P.D. YouTube channel via the link below:

Kingsport Public Library to Begin Circulation of Video Games

Next time you visit the Kingsport Public Library, you can check out a video game. Just like borrowing a DVD, video games may be checked out by adults for 1 week. The initial collection includes titles for Xbox One and PS4. Switch games will be added to the collection later this Fall.

The collection is currently small, so check outs are limited to 2 video games per Adult library card. Check outs are for one week and there are no renewals.

“We are excited to add video games to the collection,” said Chris Markley, Manager of Kingsport Public Library. “We have had popular video game events, so circulating the games felt like something the community would be interested in.”

SUBJECT: Fairview Avenue Crash Involving a Pedestrian Under Investigation by K.P.D. Traffic Unit

GENERAL NARRATIVE
On September 15, 2020 at approximately 8:20 PM Kingsport Police Patrol Officers responded to a motor vehicle collision involving a pedestrian in the 1500 block of Fairview Avenue in Kingsport. Due to the serious nature of the crash, the K.P.D. Traffic Unit was called to the scene. Their investigation thus far has revealed the following:

A white 2002 Chevrolet Tahoe full-size sport utility vehicle, driven and solely occupied by Anthony S. White, was southbound on Fairview Avenue when two pedestrians, one of whom was Melissa D. Brandon, crossed the road in his path. Ms. Brandon was struck by the Tahoe. She was transported by Sullivan County E.M.S. to an area medical facility for emergency treatment of serious/life-threatening injuries. Mr. White was not injured.

This incident occurred after sunset, and the pedestrians appear to have crossed Fairview Avenue mid-block, neither at a crosswalk nor at an intersection. As of the time of issuance of this news release, Ms. Brandon remains hospitalized in critical condition.

This crash remains under active investigation by the K.P.D. Traffic Unit. As such, no further details are available for release at this time.

On the afternoon of September 9, 2020 a red Trek road bicycle ($1,000 value) was stolen from a vehicle-mounted bike rack while the owner was inside Food City, located at 1205 North Eastman Road in Kingsport.

A passerby provided the included photo, taken of a white male suspect in the act of stealing the bicycle. The suspect appears to have a tattoo on his left elbow and a fixed blade sheath knife on his belt. The stolen bicycle has not been recovered.

Future Scott Adams Memorial Skatepark: Asking For Community Input

The City of Kingsport is seeking input from individuals who frequently use the current skatepark for recreational activities such as skateboarding, BMX bike riding, or inline skating.

A new and improved Scott Adams Memorial Skatepark is going to be built at Brickyard Park, the city park that currently houses 4 ball fields, Miracle Field and adaptive playground. The future skatepark will follow the latest design trends and incorporate features to accommodate multiple user groups, as well as varied skill levels. The city is seeking input for the park to ensure that it will serve the community in the best ways possible.

Within the recent agreement with Domtar, the city acquired the 40 acres behind the train station, commonly called Cement Hill, and Domtar acquired the land that the skatepark and Cloud Park currently sit on. Domtar will also be contributing to the new skatepark construction per the agreement.

Currently, the city is in the process of acquiring professional design services, in order for planning of the new skatepark to begin this fall.  Public involvement will be an important aspect of designing and implementing the new Scott Adams Memorial Skatepark project.

SUBJECT: K.P.D. Providing Public Education Regarding Legalities of Golf Cart Operation on the Roadway

GENERAL NARRATIVE
The Kingsport Police Department routinely receives citizen inquiries regarding the legalities of operating golf carts on the roadway. There has been a great deal of misinformation and misunderstanding on this subject, so some education and clarification is certainly in order.

Tennessee state law recognizes three categories of vehicles related to this issue:

1) Traditional Golf Cart which is defined as a motor vehicle that is designed and manufactured for operation on a golf course for sporting or recreational purposes that is not capable of exceeding speeds of twenty miles per hour (20 mph)

2) Low Speed Vehicle which is defined as any four-wheeled electric vehicle (excluding traditional golf carts), whose top speed is greater than 20 miles per hour (20 mph) but not greater than twenty-five miles per hour (25 mph)

3) Medium Speed Vehicle which is defined as any four-wheeled electric or gasoline-powered vehicle (excluding traditional golf carts), whose top speed is greater than thirty miles per hour (30 mph) but not greater than thirty-five miles per hour (35 mph)

Per Tennessee state law, a vehicle meeting the above definition of a “traditional golf cart” IS NOT street legal and may not be titled and registered for on-road use, UNLESS it has been modified to meet all of the low or medium speed vehicle requirements in Tennessee state law and related federal safety standards.

A golf cart that has been designed and manufactured for on-road use, or is modified to meet all of the low or medium speed vehicle requirements and federal safety standards does not meet the above legal definition of a “traditional golf cart.” Since this vehicle is legally not a “traditional golf cart,” it may be legally registered as a low or medium speed vehicle if all necessary requirements are met.

To register a low or medium speed vehicle, designed and manufactured for on-road use, applicants should provide to their local county clerk’s office a copy of the vehicle’s MSO (manufacturer’s statement of origin), as proof that the vehicle meets all statutory requirements and safety standards, along with the traditional documentation required for vehicle registration.

Individuals modifying a traditional golf cart to meet low or medium speed vehicle requirements must submit a low or medium speed vehicle affidavit (see links below) that certifies that the vehicle has been sufficiently modified to meet the necessary legal requirements. The affidavit must be submitted with the registration application as a condition of registration.

In order to be street legal, a low or medium speed vehicle must meet the following requirements:

– Must have headlamps

– Must have stop lamps

– Must have front and rear turn signals

– Must have tail lamps

– Must have reflex reflectors (one on each side near the rear and one on the rear)

– Must have a parking brake

– Must have one exterior mirror on the driver side and one additional mirror (either on the passenger side or in the interior)

– Must have a windshield that conforms to the federal motor vehicle safety standard on glazing materials

– Must have seat belts (type 1 or 2) located at each seating position

– Must have a Vehicle Identification Number (VIN)

– Must be registered and have license plate displayed

– Must be insured with proof of insurance available

– Must be operated by a licensed driver with a valid Class D driver license in their possession

A street legal low speed vehicle may be operated on streets where the posted speed limit is thirty-five miles per hour (35 mph) or less. A street legal medium speed vehicle may be operated on streets where the posted speed limit is forty miles per hour (40 mph) or less. While low and medium speed vehicle may not be driven on streets that exceed the respective 35 and 40 mph limits, they may cross such streets, but only at intersections. Drivers of all street legal low and medium speed vehicles must obey all traffic laws and rules of the road.

Also, pursuant to City of Kingsport Municipal Ordinance, vehicles (to include traditional golf carts as well as low and medium speed vehicles) MAY NOT be operated on a sidewalk.

Finally, Tennessee D.U.I. laws apply to any motor vehicle, to include traditional golf carts as well as low and medium speed vehicles.

It is important to note than anyone who chooses to ignore the above regulations concerning traditional golf carts and low and medium speed vehicles may be subject to significant criminal penalties and civil liabilities.

SUBJECT: New Evidence Exonerates Former Suspect in Ash Street Shooting Incident
DATE: September 11, 2020

GENERAL NARRATIVE
On September 10, 2020 at approximately 4:00 AM, Kingsport Police Patrol Officers and Detectives responded to a shooting incident in the 1300 block of Ash Street in Kingsport. Upon arrival, they located Jacob T. Durham, with apparent gunshot wounds, outside of the residence.

Mr. Durham was transported by Sullivan County E.M.S. to an area medical facility for emergency medical care. He was treated for serious injuries but later discharged from the hospital.

During the subsequent investigation, Mr. Durham repeatedly insisted that he had been shot by his acquaintance, Jacob R. Hayes, following an argument. He further alleged that Mr. Hayes fled the scene, prior to police arrival, in a green box-style vehicle. Detectives were able to corroborate his accusations and develop the necessary probable cause to obtain a warrant for the arrest of Mr. Hayes.

While at that time, Detectives did have sufficient probable cause to believe that Mr. Hayes was responsible, new exculpatory evidence has now surfaced that completely exonerates him of any involvement in the aforementioned shooting. Mr. Hayes is no longer in law enforcement custody, and Detectives are in the process of having all charges against him dismissed.

Detectives have now arrested Jacob T. Durham for the crime of Felony False Reporting. As of the time of issuance of this news release, he remains incarcerated in the Kingsport City Jail, pending arraignment.

Kingsport is launching a new Customer Information System (CIS) at the end of April. The current system will enter maintenance mode, and services – such as account changes and taking payments – will be temporarily unavailable after 5 p.m. on April 23 through 8 a.m. on April 27.

Note – payment due dates that fall within this downtime have been changed to April 28.

Report Non-Emergency

To report a non-emergency, please use the new ConnectKingsport app.


ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.

You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!
