GENERAL NARRATIVE |
On November 20, 2014 at approximately 11:30 PM, detectives from the Kingsport Police Department’s Vice and Narcotics Unit observed an individual operating a Mazda 626 sedan in the parking lot of Food City, located at 300 Clinchfield Street in Kingsport. From previous encounters, the detectives knew this individual to be Shelborne J. Mason, and they were also aware that Mr. Mason did not possess a valid driver license.
The vehicle exited the parking lot by turning left onto Clinchfield Street, crossing the travel lane and entering into the bicycle lane. As the detectives were attempting to catch up to the vehicle, it turned left onto Lovedale Drive and immediately accelerated to over 50 miles per hour in a 30 mile per hour zone. Just as the detectives were preparing to initiate a traffic stop, the vehicle pulled into the driveway of 605 Lovedale Drive. As the detectives pulled in and activated their blue lights, Mr. Mason stepped out of the vehicle. When the detectives approached, they could smell the odor of marijuana emanating from the vehicle. Mr. Mason immediately became argumentative and confrontational with the detectives. He was promptly arrested for driving without a license, speeding, and failure to maintain his vehicle in the proper lane of travel. During a search of Mr. Mason’s person incident to arrest, detectives located and seized a rock of crack cocaine, a small amount of marijuana, and nearly $300 in cash believed to be profits from drug sales. Detectives subsequently seized the vehicle for being used to transport illegal narcotics. During an inventory search of the car, a large bag containing over ½ gram of crack cocaine was found. In addition to the aforementioned traffic offenses, Mr. Mason was charged with possession of over ½ gram of crack cocaine for resale within 1,000 feet of a school (Andrew Jackson Elementary School), simple possession of marijuana, and maintaining a dwelling where narcotics are sold, stored, used, or distributed. He was transported to the Kingsport City Jail where he is being held pending a $25,000 bond. |
