Kingsport Carousel Celebrates 6th Birthday with Free Rides on July 17

To celebrate the Carousel’s birthday, all rides will be free on Saturday, July 17! Enjoy some birthday giveaways throughout the day to celebrate the occasion.

The Carousel will be open for free rides on Saturday, July 17 beginning at 11 a.m. Come early and pick up your favorite produce or baked goods from the Kingsport Farmers Market, which opens at 7 a.m. The free cooking demo series, Saturdays with the Chef, will begin at 9 a.m. with free samples and recipes.

Event Schedule

  • Kingsport Farmers Market: 7 a.m. – 1 p.m.
  • Birthday Giveaways: 11 a.m. – 1 p.m.
  • Free Carousel Rides: 11 a.m. – 5 p.m.

The Kingsport Carousel is a volunteer-led project completed in 2015. Over 300 volunteers worked over 5 years to hand-carve and hand-paint platform and sweep animals for the working 1956 vintage Herschell carousel.  Since opening in July 2015 the Carousel has hosted over 225,000 riders. The Carousel is open to the public year-round and all rides are $1. Private parties and birthday parties start at $100 and can be booked by calling 423-392-8414.

GENERAL NARRATIVE
Update: On the evening of July 13, 2021 Darius Woodbury turned himself in on the outstanding arrest warrant (charges: Aggravated Assault (3 counts) and Possession of a Firearm by a Convicted Felon) without incident at the Sullivan County Sheriff’s Office. As of the time of issuance of this update, he remains incarcerated in the Sullivan County Jail in Blountville.

As this remains an active investigation, and in the interest of future prosecution, absolutely no further details can or will be released at this time.

As previously released:

Update: On the morning of July 13, 2021 Curtis Thompson turned himself in on the outstanding arrest warrant (charge: Felony Reckless Endangerment) without incident at the Kingsport Justice Center. He is currently incarcerated in the Kingsport City Jail, awaiting arraignment.

As of the time of issuance of this news release, the other suspect, Darius Woodbury, remains wanted and at large. His charges include Aggravated Assault (3 counts) and Possession of a Firearm by a Convicted Felon. He should be considered armed and dangerous.

Update: The July 5, 2021 shots fired incident at Miller Village Apartments has been under constant investigation by the K.P.D. Criminal Investigations Division since the time it occurred. The findings thus far are as follows:

Shortly before midnight, two suspects, now identified as Darius Woodbury and Curtis Thompson, exchanged gunfire in the parking lot of the apartment complex. The suspects were already known to one another prior to the altercation. During the incident, Mr. Thompson sustained a non-life threatening gunshot wound to the leg.

Also during the incident, a stray bullet shattered the window of an apartment leased to, and occupied by, an uninvolved person. The projectile entered the apartment, went through a television, and lodged in an interior wall. Fortunately, no innocent bystanders sustained injury.

On July 7, 2021 Detectives obtained warrants charging both suspects for their roles in the incident. Mr. Woodbury has been charged with Aggravated Assault (3 counts) and Possession of a Firearm by a Convicted Felon. Mr. Thompson has been charged with Felony Reckless Endangerment.

As of the time of issuance of this news release, both suspects remain wanted and at large. Both should be considered armed and dangerous.

GENERAL NARRATIVE
The City of Kingsport Human Resources Department is currently accepting applications for the position of Corrections Officer, also commonly referred to as Jailer, with the Kingsport Police Department. Applications will be accepted until July 25, 2021. Individuals 18 years of age or older who are interested in a criminal justice career are encouraged to apply. Applicants are asked to only apply once, as weeding out duplicate applications hampers efficiency.

As Tennessee Corrections Institute (TCI) regulations require an equal number of male and female Corrections Officers on staff, the current vacancy is only for a male Corrections Officer. Female Corrections Officer positions are presently fully staffed.

Customer Service Center Now Open at 415 Broad Street

The City of Kingsport Customer Service center is now open at 415 Broad Street. Residents may now pay their utility bills at the new location.

Previously released:
Kingsport residents accustomed to paying utility bills or property taxes or applying for a business license in person will do so at a more convenient location starting next week.

The City of Kingsport Customer Service center will open in the first floor of the new City Hall at 415 Broad St. on Monday, July 12. This move is a major milestone in the city’s consolidation of four government buildings and multiple departments into one location to better serve the community.

Residents should note that the existing Customer Service center at 225 W. Center St. will close on Thursday, July 8, at 5 p.m. for the transition. The Payment Annex at 109 Clay St. will be open through Friday, July 9, from 8:30 a.m.-4:30 p.m. and close after that date, consolidating with the Customer Service center in City Hall starting July 12.

“When Customer Service opens in our new City Hall on July 12, it will mark the completion of moves for the majority of our teams, allowing us to better serve residents in one convenient location,” Kingsport Deputy City Manager Ryan McReynolds said. “I appreciate the patience and support from the community and the diligence of our city employees for making this transition as smooth as possible.”

The new location is ADA-compliant with more than 270 nearby parking spots, including 75 at the new City Hall building. Parking is also available on Clay Street and New Street and at Kingsport Library and 5 Points.

All departments except the Building Division and Maps will be open in the new City Hall building by July 12 in the following locations:

4th Annual Storm Drain Art Contest Now Accepting Entries

Are you a local artist with a passion for keeping the environment and Kingsport clean? Do you have an artistic talent for conveying a message within your art? The City of Kingsport Stormwater Department, with the help of the Office of Cultural Arts and Engage Kingsport, is seeking local artists and creative minds to paint five storm drains to raise awareness about the importance of protecting our rivers, stream habitat and aquatic wildlife.

To enter the contest:

  • Send a color sketch of your proposed artwork around a storm drain. Entries will be accepted via mail or email.
  • Artwork may include the street, sidewalk or both.
  • Text is encouraged to convey the educational stormwater message.
  • Be sure to include name, phone number and email.

The deadline to submit entries is August 20. Five winners will be selected by September 3. The five winning artists will receive $100 and the chance to leave their artistic talents on the streets of local Kingsport locations.

Sponsors for this year’s contest include Barge Design Solutions, LDA Engineering, Mattern & Craig and Now or Never Tattoo Gallery.

The artists will each receive one quart of red, yellow, blue, white and black paint. Painting will begin the week of September 13. For complete rules and guidelines, please visit this link.

“Most people don’t think about storm drains,” said Amanda McMullen, stormwater quality control technician for Kingsport Public Works. “The goal of storm drain art is to get people to notice them. Where do they lead? Are pollutants or litter going into the drain?”

What is Stormwater?
As Kingsport grew, the ground became covered with asphalt, concrete and buildings. Without realizing it, an important part of the water cycle was disturbed. Instead of rain naturally filtering into the ground, it flows over roofs, driveways and streets as stormwater. Stormwater can pick up pollutants and transport them into local waterways via the storm drain system. Pollutants include everyday items like pesticides or fertilizers in our yards, oil in our cars and even soap. When introduced into the waterway, pollutants have a harmful effect on aquatic life and the health of our rivers.

Kingsport Celebrates Parks and Recreation Month

This July, Kingsport is celebrating Parks and Recreation Month. A variety of activities are planned for residents of all ages and abilities — including a social media campaign requesting stories and pictures from the community, various summer camp activities and a free outdoor movie at Miracle Field.

Other programs and events offered by Kingsport Parks and Recreation this month include: an Outdoor Volleyball Tournament at Eastman Park at Horse Creek, the Eagles Nest Disc Golf Tournament at Borden Park, a One-Pitch Adult Softball Tournament at Brickyard Park, the Spin, Sprint and Splash Triathlon at V.O. Dobbins Sr. Complex, Allandale Mansion Open House & Tours, Croquet at Allandale Mansion and Pickle In The Park Pickleball Tournament at Riverview Park.

Kingsport is celebrating Parks and Recreation Month, an initiative of the National Recreation and Park Association (NRPA), by inviting our community to share their experiences, memories and stories about what parks and recreation means to them. SUBJECT: Suspect Identity Sought in Motor Vehicle Theft and Subsequent Credit Card Fraud

GENERAL NARRATIVE
On June 2, 2021, between the hours of 12:00 Noon and 4:30 PM, a silver Ford 500 sedan was stolen from a parking lot, located in the 1600 block of East Stone Drive in Kingsport, while the owner was at work at an adjacent business. Also stolen along with the vehicle was the owner’s purse which contained, among other things, her credit card.

The car was recovered the next day, parked at the Westside Inn, located at 1017 West Stone Drive; however, on the same day that the vehicle was taken, the stolen credit card was used to make two fraudulent purchases. One of these was for $273.75 at Walmart, located at 3200 Fort Henry Drive, and the other for $19.44 at Sonic, located at 3845 Fort Henry Drive.

The suspect was captured on surveillance video during the Walmart incident. A photo taken from that footage has been included in this release. The suspect appears to have a bandage on his left calf which might help identify him. Anyone who recognizes him is asked to contact the K.P.D. In this incident, the vehicle had been left unlocked and unattended for several hours, and valuables as well as a spare key to the vehicle had been left inside it unsecured.

The occurrence of the crimes of Motor Vehicle Theft and Auto Burglary can easily be lessened or even prevented altogether by utilizing the following common sense measures:

1) Never leave your vehicle unlocked while unattended.

2) Never leave the key inside your parked and unoccupied vehicle.

3) Never leave your car key in any unsecure location.

4) Never leave your vehicle running unless you are actually in it.

5) Never leave items of real or perceived value in plain sight inside your vehicle.

Following these simple steps will go a long way toward deterring these crimes in our city, and reducing your chances of becoming the next victim of the crimes of Motor Vehicle Theft or Auto Burglary.

Bays Mountain Park to Host ‘Cinema Under the Stars’

Spend Friday the 13th at Bays Mountain Park… if you dare! Knoxville TVA Credit Union presents Cinema Under the Stars: Friday the 13th (1980, R) on Friday, August 13.

Come out and watch this classic slasher flick in the Bays Mountain Amphitheatre, surrounded by the spooky woods. Think you can survive the night? Pick up an “I Survived Friday the 13th at BMP” t-shirt to commemorate the evening!

Tickets are available via Eventbrite here and are $10 per person. Please note that children under 17 must be accompanied by a parent or adult guardian in order to attend an R-rated movie.

The amphitheatre is bench seating, and you are welcome to bring stadium chairs for your comfort. Bag/lawn chairs and outside food are not allowed at Cinema Under the Stars.

Entrance to the outdoor amphitheatre opens at 7:45 p.m. The movie will begin around 8:45 p.m. Run time is 1 hour 35 minutes.

SUBJECT: Kingsport Police Investigating Shots Fired at Miller Village Apartments (Update: Suspects Charged)

GENERAL NARRATIVE
Update: The July 5, 2021 shots fired incident at Miller Village Apartments has been under constant investigation by the K.P.D. Criminal Investigations Division since the time it occurred. The findings thus far are as follows:

Shortly before midnight, two suspects, now identified as Darius Woodbury and Curtis Thompson, exchanged gunfire in the parking lot of the apartment complex. The suspects were already known to one another prior to the altercation. During the incident, Mr. Thompson sustained a non-life threatening gunshot wound to the leg.

Also during the incident, a stray bullet shattered the window of an apartment leased to, and occupied by, an uninvolved person. The projectile entered the apartment, went through a television, and lodged in an interior wall. Fortunately, no innocent bystanders sustained injury.

On July 7, 2021 Detectives obtained warrants charging both suspects for their roles in the incident. Mr. Woodbury has been charged with Aggravated Assault (3 counts) and Possession of a Firearm by a Convicted Felon. Mr. Thompson has been charged with Felony Reckless Endangerment.

As of the time of issuance of this news release, both suspects remain wanted and at large. Both should be considered armed and dangerous.

As this remains an active investigation, and in the interest of future prosecution, absolutely no further details can or will be released at this time.

As previously released:

On July 5, 2021, just before midnight, Kingsport Central Dispatch received multiple reports of shots fired at Miller Village Apartments, located in the 3800 block of Eastline Drive in Kingsport.

Kingsport Police Department Patrol Officers and Detectives responded to the scene. Based upon their preliminary findings, it is believed that two individuals exchanged gunfire in the parking lot.

This remains an open and active investigation by the K.P.D. Criminal Investigations Division. As such, no further details are available for release at this time. Additional information will be shared as it becomes available, but only at an appropriate point in the associated investigation.
