Kingsport is pleased to announce it has received the Government Finance Officers Association (GFOA) Distinguished Budget Presentation Award for its budget.
The award represents a significant achievement by the city. It reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting. In order to receive the budget award, Kingsport had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well a city’s budget serves as a/an:
- Policy document
- Financial plan
- Operations guide
- Communications device
Budget documents must be rated “proficient” in all four categories, and in the fourteen mandatory criteria within those categories, to receive the award.
When a Distinguished Budget Presentation Award is granted to an entity, a Certificate of Recognition for Budget Presentation is also presented to the individual(s) or department designated as being primarily responsible for having achieved the award. City Manager Chris McCartt and Budget Director John Morris received the certificate.
“This award represents the hard work, knowledge and dedication of our budget staff,” said McCartt. “Being recognized for exceeding the highest national standards for our budget, even under the pressure of a pandemic, is well deserved.”
There are over 1,600 participants in the Budget Awards Program. The most recent Budget Award recipients, along with their corresponding budget documents, are posted quarterly on GFOA’s website. Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America.

| On July 5, 2021, just before midnight, Kingsport Central Dispatch received multiple reports of shots fired at Miller Village Apartments, located in the 3800 block of Eastline Drive in Kingsport.
Kingsport Police Department Patrol Officers and Detectives responded to the scene. Based upon their preliminary findings, it is believed that two individuals exchanged gunfire in the parking lot. This remains an open and active investigation by the K.P.D. Criminal Investigations Division. As such, no further details are available for release at this time. Additional information will be shared as it becomes available, but only at an appropriate point in the associated investigation. |

| Update: As already released by the Tennessee Bureau of Investigation, the suspect in this morning’s officer involved shooting incident at West Side Inn in Kingsport has succumbed to her injuries and died. She is identified as Lisa A. Short.
As is standard operating procedure in situations such as this, the Officers directly involved have been granted paid administrative leave. This remains an active investigation by an outside agency; therefore, no additional details can or will be released at this time. As previously released: On July 1, 2021 at approximately 5:20 AM, Kingsport Central Dispatch received a call for help from a resident of West Side Inn, located at 1017 West Stone Drive in Kingsport. The complainant stated that a white female suspect was banging on his door and was armed with a firearm. Multiple K.P.D. Patrol Officers responded to the scene. Upon their arrival, the Officers encountered the suspect in question who was armed with a pistol and presenting a clear and present threat to the Officers and others in close proximity. After numerous commands to the suspect for her to drop her weapon which went unheeded, the Officers were left with no choice but to neutralize the threat for their own safety and the safety of others. An Officer discharged an issued firearm, striking the suspect. The suspect has been transported to an area medical facility for treatment. Her current condition is unknown. Fortunately, no Officers or innocent citizens were injured during this incident. As is protocol in Officer involved shootings, and in the interest of complete transparency with the public, the Kingsport Police Department has contacted the Tennessee Bureau of Investigation (TBI) with a request for them to conduct an independent investigation into this incident. As this is now an active investigation by an outside agency, no additional details can or will be released at this time. |

The City of Kingsport will not be adjusting garbage or yardwaste routes due to the 4th of July holiday. Monday’s garbage and yardwaste routes will be picked up on the normal schedule.
This will include the black and blue-lidded carts due to the pause of the recycle pickups. All garbage and recycle carts are currently being picked up with the same truck.
City landfill changes will be as follows: The landfill will be closed on Monday, July 5 and reopen on Tuesday, July 6 at 7:30 a.m.
City offices will also be closed Monday, July 5 and reopen on Tuesday at 8 a.m.

| SUBJECT: | Motorcyclist Killed in North John B. Dennis Highway Motor Vehicle Collision | ||

| On June 30, 2021 at approximately 6:00 PM, Crash Reconstructionists with the Kingsport Police Department Traffic Unit were called to the scene of a motor vehicle collision in the 2600 block of North John B. Dennis Highway in Kingsport. Their subsequent investigation revealed the following:
A blue 2004 Yamaha sport-type motorcycle, operated and solely ridden by John W. Williams, was southbound on North John B. Dennis Highway when it crashed into the driver’s side of a white 2018 Chevrolet Express work van, occupied by driver, David J. Helton, and passenger, Jeffery C. Wolfe. Mr. Williams was killed in the crash. Neither Mr. Helton nor Mr. Wolfe sustained injuries. When the collision occurred, the van was exiting a private parking lot and crossing southbound traffic in order to complete a left turn to northbound North John B. Dennis Highway. While the van did in fact pull into the path of the motorcycle, other contributing factors are believed to be involved. Based upon multiple eyewitness statements and evidence recovered at the scene, investigators have reason to believe that excessive speed on the part of the motorcycle played a significant role in the crash. The southbound lanes of North John B. Dennis Highway remained closed for three and a half hours to allow for a thorough and safe investigation and removal of the vehicles involved. The scene has since been cleared, and normal traffic patterns have resumed. This crash remains under open and active investigation by the K.P.D. Traffic Unit. As such, no further details are available for release at this time. |

| On June 30, 2021 as of 9:30 PM, the crash scene on North John B. Dennis Highway in Kingsport is clear, and normal traffic patterns have resumed. The associated investigation is still ongoing. Additional information regarding the crash will be released as soon as possible.
As previously released: On June 30, 2021 as of 6:00 PM the 2600 block of North John B. Dennis Highway (near Mama’s House restaurant), particularly the southbound side, is effectively closed to traffic due to a serious crash that has the roadway blocked. This incident will likely take a few hours to investigate and clear. All area motorists are asked to please avoid the area and seek an alternate route for the time being. Anyone already in the immediate area is asked to exercise caution and patience and obey all traffic instructions. As the investigation remains underway, no further details regarding the crash itself are available at this time. Additional information will be released as it becomes available, but only at an appropriate point in the investigation |
