On April 3, 2016 at approximately 2:00 PM, a white male suspect obscenely exposed himself to two ladies in the parking lot of Wal-Mart, located at 2500 West Stone Drive in Kingsport. The victims were sitting in their car when the suspect pulled into a parking space beside them. He was driving a bronze colored Honda CRV compact sport utility vehicle.
He stared at them, exited his car, and waved as he approached their vehicle. As the victims glanced back in the direction of the man, they noticed that he had his genitalia out of his pants and was masturbating. When the suspect realized that the victims had noticed his vulgar actions, he lewdly shook his genitalia at them, re-entered his vehicle, and fled the scene.
During the course of the investigation by K.P.D. Detectives, and as a direct result of tips stemming from an earlier news release, Richard E. Ball was positively identified as the suspect in question. A warrant was issued for his arrest, charging him with Indecent Exposure. On April 13, 2016 at approximately 10:00 AM, Mr. Ball turned himself in at the Kingsport Justice Center. He was confined in the Kingsport City Jail in lieu of a $1,500 bond as set by the presiding judge.

The victims wisely used a cell phone to photograph the suspect after he got back in his vehicle, and those photos have been included in this release.
