NEWS RELEASE
SUBJECT: Riverport Road Temporarily Closed Due to Overturned Tractor Trailer
DATE: January 4, 2017
CASE #: 17-000235
GENERAL NARRATIVE
On January 4, 2017 at approximately 12:15 PM, a 2015 International Prostar tractor trailer, owned by Royal Trucking of West Point, Mississippi, was negotiating a low-speed right turn from Tilthammer Drive onto Riverport Road. The trailer left the right edge of the roadway and slipped down an embankment causing the entire rig to overturn.

The trailer had two pre-existing flat tires on the trailer that potentially helped facilitate the rollover. The driver was aware of the flat tires and was attempting to drive to another location to have them repaired.

The driver, Christine Brookins, was transported to Holston Valley Medical Center by Sullivan County EMS for a precautionary evaluation of potential injuries. She was later cited for Failure to Maintain Control of the vehicle.

Riverport Road has been closed to through-traffic since the time of the crash and will likely remain closed for the extent of the evening to allow for the safe removal of the overturned tractor trailer and its cargo.

Motorists are encouraged to make themselves aware of this inconvenience, plan ahead, and seek an alternate route to avoid unnecessary congestion and delays.

NEWS RELEASE
SUBJECT: Kingsport Police Attempting to Identify Person of Interest in Case Involving Stolen and Fraudulently Used Debit Card
DATE: January 4, 2017
CASE #: 16-026096
GENERAL NARRATIVE
On December 1, 2016 at approximately 2:15 PM, a woman accidentally left her wallet behind after paying for her groceries at Price Less Foods, located at 1328 South John B. Dennis Highway in Kingsport. By the time she realized her mistake and returned to retrieve it, the wallet had already been stolen. Among the items in her wallet were her driver license, her debit card, and some cash.

She immediately canceled her debit card, but not before an unidentified suspect used it fraudulently at an unknown Redbox DVD rental kiosk. Investigating officers were able to obtain the included photo from surveillance video of a person of interest believed to be involved in the theft of the wallet and/or fraudulent use of the debit card. She appears to be a white female with dark hair.

While the photograph is of rather inferior clarity, K.P.D. is asking for anyone who recognizes her to contact Detectives in the K.P.D. Criminal Investigations Division at 423-229-9429 or call Kingsport Central Dispatch at 423-246-9111.

Alternatively, if an individual who is able to supply information related to this or any other case wishes not to be identified, tips can be submitted anonymously via online “Citizen Feedback” forms available at the following link:

Learn About Kingsport With Fun Stories and Pictures!

City News
Kingsport’s 100th year has begun!

To help everyone celebrate and learn about the past 100 years, there are two centennial publications everyone should pick up and read.

An Unconventional History of Kingsport

This hardbound coffee-table book is written by Vince Staten, noted Kingsport historian and storyteller.  Through 192 pages, tells Kingsport’s truly unique history like no other. The book takes the reader through the years with amusing, amazing, interesting stories of real people who played their parts – delightful, unconventional accounts of colorful characters and a growing city.

Readers learn about special golden nuggets in Kingsport’s history such as a visit from Elvis, J. Peterman (yes, of the catalog) once lived in Kingsport, John Palmer’s high school prank and the FBI, and of a spy who allegedly stole secrets from Holston Ordinance during WWII.

To purchase your copy of the official centennial publication, call 423-246-8121 or 1-800-251-0328 to order, or order online at www.timesnews.net/historybook. The book is also available at multiple Kingsport locations: Kingsport Times-News (701 Lynn Garden Drive), I Love Books Bookstore (Kingsport Town Center), Wallace News (205 Broad Street) and Up Against The Wall Gallery (316 E. Market Street).

On This Day In Kingsport History

An illustrated book with a story for each day, City of Kingsport Archivist Brianne Wright brings to life the significant places, people and happenings of Kingsport.

From its early days as a boatyard to the modern day Kingsport, the city’s history was shaped through exciting and sometimes frightening occurrences.

Charley Grubb, charged with forgery, evaded his prison sentence when he slyly escaped from the courtroom during the jury deliberations in 1929.
In June of 1936, the Rotherwood Bridge collapse nearly claimed five lives.
After four decades, the State Theater officially aired its last film on March 26, 1978.
Kingsport’s first ‘Fun Fest’ was held on a single day, August 8, 1981, aimed to bolster community unity.

Kingsport’s history was shaped one day a time by colorful characters and lively events. Pick up your copy of ‘On This Day In Kingsport’ at the Kingsport Public Library, I Love Books Bookstore (Kingsport Town Center) or online at Amazon.com.

NEWS RELEASE
SUBJECT: Suspect Apprehended Following Dual New Year’s Eve Convenience Store Armed Robberies
DATE: January 2, 2016
CASE #: 16-028319 (USA Mart)

16-028374 (Zoomerz)

GENERAL NARRATIVE
On New Year’s Eve, December 31, 2016 at approximately 8:00 AM, Kingsport Police Patrol Officers and Detectives responded to the USA Mart, located at 1571 North Eastman Road in Kingsport, in reference to an armed robbery. The subsequent investigation revealed the following:

A black male suspect had entered the store wielding a pair of scissors, grabbed the female clerk, threatened to stab her, and demanded that she open the register. The suspect eventually used the scissors to pry open the register and fled the store with several packs of cigarettes and an unspecified amount of cash.

Later that same day, on December 31, 2016 at approximately 11:00 PM, Kingsport Police Patrol Officers and Detectives responded to a second armed robbery, this time at Zoomerz, located at 3717 Memorial Boulevard. The ensuing investigation determined the following:

A black male suspect had entered the store armed with a utility knife and demanded cash. In fear, the female clerk handed over an unspecified amount of cash. The suspect grabbed several packs of cigarettes but then ordered the clerk to go into the back of the store.

The suspect briefly looked away, allowing the clerk the split-second opportunity to retrieve a hidden baseball bat and strike the suspect in clearly justifiable self-defense. The suspect dropped the utility knife and the cigarettes, but was able to flee the scene with the cash.

During the course of the investigation, Detectives determined that the suspect in both robberies was in fact the same individual. He was soon positively identified as Patrick J. Maxwell, with a warrant being obtained for his arrest, charging him with two counts of Aggravated Robbery.

The following evening, on January 1, 2017 at approximately 10:30 PM, Kingsport Police Patrol Officers caught up with Mr. Maxwell at Holston Valley Medical Center, located at 130 West Ravine Road. He had arrived at the hospital seeking treatment for a potentially broken arm believed to have been sustained during the second robbery.

Following medical treatment by hospital personnel, Mr. Maxwell was discharged into the custody of the Kingsport Police Department and promptly arrested. He was transported to the Kingsport City Jail, where he remains confined, awaiting arraignment, in lieu of a $30,000 bond as set by the presiding judge.

Please note – if you pay your bill via bank draft or auto-pay, you will need to re-enroll through the new portal.

No actions are needed if you pay in person, over the phone, by check, or use the drop box or JACK kiosk.

You can pay bills, report issues, access the customer portal, download the Kingsport Utilities app and access your account information by going to www.kingsporttn.gov/billpay.

Report Non-Emergency
