SUBJECT: Two Juvenile Suspects Identified and Charged in Bomb Threat at Andrew Jackson Elementary School
DATE: April 24, 2015
GENERAL NARRATIVE
Two male juvenile suspects, a nine year old and an eleven year old, have been arrested and charged with Filing a False Report by Making a Bomb Threat, a Class C Felony, in connection with the Friday morning bomb threat at Andrew Jackson Elementary School.

The Kingsport Police Department and the Kingsport City School System take this criminal activity very seriously and wish to stress that this behavior will not be tolerated and those responsible are being held accountable.

As previously released:

On April 24, 2015, shortly after 9:00 AM, The Kingsport Police Department was notified of a bomb threat at Andrew Jackson Elementary School, located at 600 Jackson Street in Kingsport. All students, faculty, and staff have been temporarily evacuated while K.P.D. clears the school. This threat comes in the wake of three other bomb threats at John Sevier Middle School over the past two days. Felony arrests have been made in all of those instances. The Kingsport Police Department and the Kingsport City School System take this criminal activity very seriously and wish to stress that this behavior will not be tolerated and those responsible are being held accountable.

SUBJECT: Victim Locks Culprit in Garage Upon Catching Him During Burglary
DATE: January 10, 2017

GENERAL NARRATIVE
On January 9, 2017 at approximately 5:00 PM, Kingsport Police Patrol Officers were called to the 1600 block of Newbern Road in Kingsport to investigate a burglary. Upon arrival, they spoke with a resident who reported the following:

The resident exited his home and happened to notice that the lock on his garage was missing. He opened the garage door and observed a suspect, later identified as Justin Lawson, in the act of stealing his tools. Mr. Lawson was stuffing the tools into bags preparing them for transport.

The resident quickly turned the table on Mr. Lawson by making the shrewd decision to shut the garage door and lock him inside for safe-keeping while he called the police. Responding officers promptly opened the door and detained Mr. Lawson.

Further investigation revealed that Mr. Lawson had brought additional stolen goods with him to this garage that he had stolen from a neighbor’s garage on Fairfield Avenue just prior to this incident. The property stolen during that earlier burglary was positively identified by the neighbor and determined to have a value in excess of $1,000.

A subsequent search of Mr. Lawson’s person revealed a baggie in his sock that contained a crystal substance, believed to be methamphetamine, as well as two different types of pills. A glass pipe, typically associated with the ingestion of methamphetamine, was located among his loot.

Mr. Lawson was arrested for 2 counts of Burglary, Possession of Stolen Property over $1,000, Simple Drug Possession, and Possession of Unlawful Drug Paraphernalia. He was transported to the Kingsport City Jail for processing and then transferred to the Sullivan County Jail in Blountville for confinement.

He currently remains incarcerated pending arraignment. This marks Mr. Lawson’s fifth arrest by the Kingsport Police Department since September 2015 with all of his previous charges involving burglary, theft, and drug possession.

SUBJECT: Thieves Recorded by Surveillance Cameras in the Act of Stealing Surveillance Cameras

GENERAL NARRATIVE
On December 17, 2016 at approximately 4:00 AM, two unidentified suspects shoplifted over $1,800 in merchandise from Wal-Mart, located at 2500 West Stone Drive in Kingsport. The stolen merchandise consisted of a home security system and five home surveillance cameras.

The merchandise had been secured with electronic anti-theft devices, which the suspects disabled and destroyed to facilitate their crime. The vandalized devices had a value of an additional $500 on top of the value of the merchandise for a total loss of over $2,300.

The suspects exited the store with their loot through a fire door where they had a getaway vehicle staged. They fled the scene in that vehicle which appeared to be a full-size GMC pickup truck or similarly styled vehicle.

In an ironic twist, the theft of these surveillance cameras was captured by Wal-Mart surveillance cameras, with photos of both suspects and their vehicle included in this release. A clip of the actual footage has been made available for viewing on the K.P.D. YouTube channel via the link below.

GENERAL NARRATIVE
In the early morning hours of December 1, 2016 an unknown suspect burglarized Friends in Need, a charitable healthcare center, located at 1105 West Stone Drive in Kingsport. The suspect broke an exterior window to gain entry and destroyed a set of blinds in the process. Upon entering the building, the suspect inadvertently tripped an alarm and immediately fled the scene prior to police arrival.

Responding officers searched the area and utilized a K-9 in an attempt to track the suspect, but that ultimately proved unsuccessful. While nothing appears to have been stolen, the damage to the window and blinds were estimated to be approximately $300.

SUBJECT: Kingsport Police Issue Winter Weather Travel Advisory
DATE: January 6, 2017
GENERAL NARRATIVE
The National Weather Service has issued a Winter Weather Advisory that remains in effect from 7:00 PM this evening until 10:00 AM Saturday morning. Snow accumulations of between 1 and 4 inches are expected across the region. Travel may become hazardous once the wintry precipitation begins. Motorists need to be prepared for snow covered roads and limited visibility and use caution while driving. Motorists need to be especially careful on bridges and overpasses where slippery spots often develop first.

The Kingsport Police Department would like to suggest the following winter weather driving tips to area motorists.

1) When in doubt, STAY HOME. If the roads are covered with snow and/or ice and travel is not an emergency, the answer is simple…STAY OFF THE ROAD! Be patient and let Public Works crews do their job and get the roads cleared for safe travel.

2) If you absolutely must travel, slow everything down. Everything should be done slower…slower acceleration, slower braking, slower steering, etc. Also, plan ahead. If you know that you are going to need to stop or turn ahead, don’t wait until the last second to start the process. Motorists should also seek a route that incorporates the most level streets and the least amount of incline. And yes, this advice applies to seemingly invincible 4 wheel drive vehicles as well.

3) If you absolutely must travel, stock your car with emergency items such as a charged cell phone with charger, a flashlight with extra batteries, jumper cables, warm clothing, blankets, food, water, boots, gloves, a shovel, sand or cat litter for traction, etc.

4) Turn on your headlights…not just your corner parking lights, but your actual headlights. Your headlights should be on so that you can see, but even more importantly, so that you can be seen by other motorists. This suggestion is even more critical for automobiles that are the same color as snow (white) or the same color as the pavement (silver, gray, charcoal, black, etc.)

5) If your car becomes stuck and it is safely off the roadway, and you need to temporarily abandon it, call Kingsport Central Dispatch at 423-246-9111 and let them know who you are, the make, model, color, and license plate number of your vehicle, and a number where you can be reached. The vehicle will then need to be moved as soon as conditions improve sufficiently to allow doing so safely.

6) If your car becomes stuck and it is still in the roadway, do not abandon it. Turn on your hazard lights, call Kingsport Central Dispatch at 423-246-9111, and stay with your vehicle until a police officer and wrecker arrive to remove it from the traffic lane.

On December 27, 2016 at approximately 4:00 AM, an unidentified white male suspect shoplifted a felonious amount of merchandise from Wal-Mart, located at 2500 West Stone Drive in Kingsport. The suspect selected over $1,200 in merchandise and proceeded to surreptitiously leave the store through a fire exit with no attempt to pay for the items.

The suspect was wearing long baggy shorts, a green and gray plaid shirt over what appears to be a hooded sweatshirt, and white high-top athletic shoes. SUBJECT: Detectives Attempting to Identify Suspect Who Stole $8,000 Jewelry Display from Kmart

GENERAL NARRATIVE
On October 30, 2016 an unidentified white male suspect stole an estimated $5,000—$8,000 in jewelry from Kmart, located at 1805 East Stone Drive in Kingsport. The jewelry, which consisted of approximately 50-75 gold necklaces and an additional 50-75 silver necklaces, was enclosed in a locked rotating countertop display.

The suspect paced around the display for several minutes and then walked away, only to return shortly thereafter. He then used an unknown tool or device to cut a security cable attached to the display. The suspect grabbed the entire display and ran out the front door. He fled the scene in what is believed to be a green Pontiac Sunfire.

Report Non-Emergency

To report a non-emergency, please use the new ConnectKingsport app.


ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.

You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!
