Pavement Management Technology of Cleveland, Ohio plans to perform an asphalt preservation project in the Eastern Star area of Kingsport and then move onto the asphalt roadways in the Upper Sevier Terrace neighborhood.

Weather permitting, the work will begin on April 24 with an estimated completion date of May 17.

In Upper Sevier Terrace, the asphalt preservation will take place on neighborhood streets including Fairview Avenue between West Stone Drive and Allen Drive.

Kingsport Senior Center hits membership milestone

City News

For the first time in its history, the Kingsport Senior Center has reached a membership milestone with 5,000 active members on its roster.

“All senior center staff worked hard on this goal, and we are all thrilled to have met it,” said Senior Center Director Shirley Buchanan. “We had to struggle and adapt to make it through the pandemic, but we’ve seen steady growth since then and we’re hoping to keep growing throughout the coming year.”

The Kingsport Senior Center had just over 3,200 members during the pandemic, but through the hard work of staff, the facility increased its membership to 4,000 in 2022 and 4,800 in 2023. As of last week, the senior center topped 5,000 members for the first time in its history.

Located on the first floor of Kingsport Renaissance Center (1200 E. Center Street), the Kingsport Senior Center offers membership for those ages 50 and older and provides a wide range of activities, classes and programs every day of the week, including ones for arts and crafts, games, sports, fitness and cooking.

The Kingsport Senior Center has five branch sites – Lynn View Community Center, V.O. Dobbins Center, First Broad Street United Methodist Church, Colonial Heights United Methodist Church and the Kingsport Aquatic Center.

For more information about the Kingsport Senior Center and its services, please visit seniors.kingsporttn.gov.

KPD e-News Release: Human Remains Found Identified As Missing Man

Police Blog

SUBJECT: Human Remains Found Identified As Missing Man

DATE:  April 16th, 2024

CASE #: 20-010511

GENERAL NARRATIVE

Update:

The human remains that were discovered on Wadlow Gap Road in Sullivan County on April 7th, 2024, have been identified as missing person, Nicholas L. Massengill, by the Jenkins Forensic Center in Johnson City, TN. The Sullivan County Sheriff’s Office investigated the call of remains and notified Kingsport detectives.

The remains were sent to the University of Tennessee Anthropology Department for further analysis.

Nicholas was last seen on April 27th, 2020, walking away from Indian Path Hospital. Nicholas was not a patient at the hospital but was there visiting a friend. After Nicholas was reported missing, Kingsport Police detectives and search and rescue searched the area around Indian Path Hospital. Drones were also used in the search for Nicholas and the photographs were submitted to the Tennessee Bureau of Investigation for analysis.

This is an active and ongoing investigation.

Previously released:

On the morning of May 19, 2020, Nicholas L. Massengill was reported as a missing person to the Kingsport Police Department by a family member who advised that he had not been seen or heard from by relatives, friends, or coworkers since April 27, 2020. While there is no known reason to suspect foul play at this time, being out of contact for an extended period of time such as this is reportedly out of character for him.

He was last seen on foot in the area of Brookside Drive in Kingsport, allegedly walking back toward his residence in the Surgoinsville area of Hawkins County. Mr. Massengill is a 38 year old white male. He is approximately 5 feet 9 inches tall and weighs roughly 200 pounds. He has brown hair and green eyes. An array of photos is included with this release.

Anyone who sees him, or who may know his current whereabouts, is asked to contact Detectives in the K.P.D. Criminal Investigations Division at 423-229-9429 or call Kingsport Central Dispatch at 423-246-9111.

Alternatively, if an individual who is able to supply information related to this or any other case wishes not to be identified, tips can be submitted anonymously via online “Citizen Feedback” forms available at the following link:

ConnectKingsport app hits 10,000 download milestone

City News

To date, nearly 23,000 issues have been resolved through the app

The ConnectKingsport app – the quickest and easiest way to report an issue within the City of Kingsport – has recently reached a download milestone! More than 10,000 people have downloaded the app.

The ConnectKingsport app allows residents to have a direct line of communication to the city to report a variety of non-emergency concerns in more than three dozen categories, including drainage issues, dead animal removal, graffiti, potholes, water leaks, renter complaints, high grass and sewer backups.

To date, nearly 23,000 issues have been resolved.

The app also provides links to the city’s website, animal services, CivicRec, KATS, an events calendar and the building and planning department.

ConnectKingsport uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from when submitting a request. The app allows you to upload pictures or videos to accompany your request. Residents can then track the status of reports they or other members of the community have submitted until the issue is resolved.

Back at the office, city staff will leverage powerful dashboards and reporting tools to identify hot spots, increase productivity, prioritize projects and spend tax dollars smarter.

This application not only allows citizens to report problems, but also to view, comment on, and vote to fix problems submitted by their neighbors. Citizens can even create their own “watch areas” to receive notifications about the issues reported in their community, enabling them to follow the progress of all service requests—not just the ones they report.

“ConnectKingsport is the best way to report issues you see in the city,” said Administrative and Communications Coordinator, Sara Nowell. “Plus, it gives you a direct link to This Is Kingsport, the website that answers the question ‘What is there to do in Kingsport?’ by providing a comprehensive calendar full of events throughout the city.”

To download the free app, go to the App Store or Google Play and search “ConnectKingsport” to find the app. You can also access the tool via kingsporttn.gov/city-services/public-works/connectkingsport/ or seeclickfix.com. Download the free app today to be a part of making Kingsport a great place to live, work and play.

Kingsport’s new Customer Information System (CIS) is now live for customers to use. Residents can now pay bills, report issues and access their account information easier than ever before.

Please note – if you pay your bill via bank draft or auto-pay, you will need to re-enroll through the new portal.

No actions are needed if you pay in person, over the phone, by check, or use the drop box or JACK kiosk.

You can pay bills, report issues, access the customer portal, download the Kingsport Utilities app and access your account information by going to www.kingsporttn.gov/billpay.

Report Non-Emergency

To report a non-emergency, please use the new ConnectKingsport app.

ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.

You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!

To download the free app, please search for it on the Apple App Store or on Google Play. You can also use the online portal below.

Please note that the use of ConnectKingsport is intended for the reporting of non-emergency issues only. If you need immediate Police or Fire response, please call 911.
