NEWS RELEASE
SUBJECT: Community Partners Join Together for Common Goal of Encouraging Seatbelt Use
DATE: November 15, 2019
GENERAL NARRATIVE
The Kingsport Area Safety Council (KASC) has partnered with local Hardee’s restaurants and the Kingsport Police Department to encourage seatbelt use. Signs are being placed on area Hardee’s properties at the parking lot exits to remind patrons to buckle up as they leave.

On November 14, 2019, one of these signs was placed at the Hardee’s located at 1401 South John B. Dennis Highway in Kingsport. Pictured in the accompanying photos are members of the KASC Board of Directors, Hardee’s employees, and Kingsport Police Officers along with a close-up of the actual sign.

The Kingsport Area Safety Council, of which the Kingsport Police Department is a member agency, was formed in 1944 with a mission similar to the National Safety Council, but at the local level. KASC conducts monthly community safety awareness meetings, facilitates an annual educational safety seminar, and supports numerous safety-oriented community projects throughout the year. For additional information about the Kingsport Area Safety Council, please visit: http://www.kptasc.org/

NEWS RELEASE
SUBJECT: Kingsport Police Aim to Reduce Injuries and Save Lives by Conducting Seatbelt Checkpoint
DATE: November 15, 2019
GENERAL NARRATIVE
On Wednesday, November 20, 2019, the Kingsport Police Department will be emphasizing seatbelt education and enforcement by holding a seatbelt checkpoint. This checkpoint will be conducted at an undisclosed period of time and location within the city limits of Kingsport. The ultimate goal of this effort is to reduce injuries and save lives in motor vehicle collisions that inevitably occur.

In the State of Tennessee, violations of occupant protection laws are considered primary offenses, meaning that if an officer observes a motorist not wearing a seatbelt, or a child not properly restrained in a child passenger safety seat, the officer may stop and cite the motorist for the seatbelt or child passenger safety seat violation without observing any other criminal or traffic offenses.

Occupant protection laws apply not just to the driver, but to every individual in the automobile. At the age of 16, a passenger assumes personal responsibility for the wearing of their seatbelt and would receive their own citation for not wearing one; however, the driver would be cited for each passenger under the age of 16 who is not properly restrained.

Wearing a seatbelt can easily make the difference in a motorist being seriously injured or killed in a crash versus walking away from the crash with minor injuries or no injuries whatsoever. The Kingsport Police Department encourages ALL occupants of ALL motor vehicles to wear their seatbelt ALL of the time. It is the law, but more importantly, it might just save your life.

NEWS RELEASE
SUBJECT: Traffic Advisory Issued for I-26 Due to Serious Crash (2nd Update)
DATE: November 11, 2019
CASE #: 19-026495
GENERAL NARRATIVE
On November 11, 2019 K.P.D. Crash Investigators learned that Jeremiah S. Fields had died earlier that morning while still hospitalized following the I-26 collision in which he was involved.

The crash remains under investigation by the K.P.D. Traffic Unit. As such, no further details will be released at this time.

As previously released:

On November 9, 2019 at approximately 7:45 PM, Kingsport Police Patrol Officers responded to a rollover motor vehicle collision, involving an occupant ejection, on eastbound Interstate 26 at mile-marker 1.4 in Kingsport. Due to the seriousness of the crash, the K.P.D. Traffic Unit was called to the scene to investigate. Their findings thus far are as follows:

A gray 2013 Chrysler 200 4-door sedan, driven and solely occupied by Cecilia M. Haynes (19 year old white/female adult of Greeneville, TN), was traveling lawfully on I-26 in the centermost of three eastbound lanes when it was overtaken by a red 2000 Chevrolet Cavalier 4-door sedan traveling behind her in the same lane and direction, but at a significantly higher rate of speed.

The Chevrolet, driven and solely occupied by Jeremiah S. Fields (37 year old white/male adult of Kingsport, TN), rear-ended the Chrysler as Mr. Fields swerved the vehicle to the left in an attempt to avoid a collision with and/or pass the Chrysler. After hitting the Chrysler, the Chevrolet veered out of control into the cable barrier and overturned, coming to rest upside down in the adjacent median.

As the Chevrolet rolled, Mr. Fields, who was not properly restrained by a seatbelt as required by law, was ejected from the vehicle. Mr. Fields was transported by Sullivan County EMS to an area hospital for emergency medical treatment of serious injuries. Ms. Haynes was not injured in the collision.

Due to heavy traffic congestion following the crash, a traffic advisory was issued at the time to allow first responders to safely carry out their duties. The scene has since been cleared, and normal traffic patterns have resumed.

This crash remains under open and active investigation by the K.P.D. Traffic Unit with charges pending. As such, no additional details are available for release at this time.

As previously released:

On November 9, 2019 at approximately 7:45 PM, Kingsport Police Patrol Officers responded to a motor vehicle rollover crash, involving the possible ejection of at least one occupant, on eastbound Interstate 26 between mile-markers 1 and 2 in Kingsport. Due to the seriousness of the crash, the K.P.D. Traffic Unit has been called to the scene to investigate.

The area is currently extremely congested. Area motorists are strongly encouraged to completely avoid the area and seek an alternate route if at all possible. Anyone already in the immediate area is asked to pay attention, use caution, be patient, and obey all traffic instructions as first responders on scene carry out their duties.

No additional information regarding the crash itself is available at this time. Further details will be shared as they become available at an appropriate point in the investigation.

Note – payment due dates that fall within this downtime have been changed to April 28.

Report Non-Emergency

To report a non-emergency, please use the new ConnectKingsport app.

ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.

You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!

To download the free app, please search for it on the Apple App Store or on Google Play. You can also use the online portal below.

Please note that the use of ConnectKingsport is intended for the reporting of non-emergency issues only. If you need immediate Police or Fire response, please call 911.
