SUBJECT: Traffic Advisory Issued for I-26 Due to Serious Crash (Update)

GENERAL NARRATIVE
On November 9, 2019 at approximately 7:45 PM, Kingsport Police Patrol Officers responded to a rollover motor vehicle collision, involving an occupant ejection, on eastbound Interstate 26 at mile-marker 1.4 in Kingsport. Due to the seriousness of the crash, the K.P.D. Traffic Unit was called to the scene to investigate. Their findings thus far are as follows:

A gray 2013 Chrysler 200 4-door sedan, driven and solely occupied by Cecilia M. Haynes (19 year old white/female adult of Greeneville, TN), was traveling lawfully on I-26 in the centermost of three eastbound lanes when it was overtaken by a red 2000 Chevrolet Cavalier 4-door sedan traveling behind her in the same lane and direction, but at a significantly higher rate of speed.

The Chevrolet, driven and solely occupied by Jeremiah S. Fields (37 year old white/male adult of Kingsport, TN), rear-ended the Chrysler as Mr. Fields swerved the vehicle to the left in an attempt to avoid a collision with and/or pass the Chrysler. After hitting the Chrysler, the Chevrolet veered out of control into the cable barrier and overturned, coming to rest upside down in the adjacent median.

As the Chevrolet rolled, Mr. Fields, who was not properly restrained by a seatbelt as required by law, was ejected from the vehicle. Mr. Fields was transported by Sullivan County EMS to an area hospital for emergency medical treatment of serious, but non-life threatening, injuries. Ms. Haynes was not injured in the collision.

Due to heavy traffic congestion following the crash, a traffic advisory was issued at the time to allow first responders to safely carry out their duties. The scene has since been cleared, and normal traffic patterns have resumed.

This crash remains under open and active investigation by the K.P.D. Traffic Unit with charges pending. As such, no additional details are available for release at this time.

SUBJECT: Truck Driver Critically Injured in Two Tractor-Trailer Crash (Update)

GENERAL NARRATIVE
On November 9, 2019 the Kingsport Police Department was officially notified by area medical professionals that Anthony Alan Wofford had died after succumbing to the injuries that he sustained in the November 4th crash on Fordtown Road in Kingsport.

This crash remains under active investigation by the K.P.D. Traffic Unit with charges pending. As such, additional details neither can nor will be released at this time.

As previously released:

On November 4, 2019 at approximately 11:00 AM, Kingsport Police Patrol Officers responded to a collision involving two tractor trailers on Fordtown Road at the intersection with Tri-Cities Crossing in Kingsport. Due to the severity of injuries sustained by one of the drivers, the K.P.D. Traffic Unit was called to the scene to investigate. Their findings thus far are as follows:

A white 2019 Freightliner Cascadia tractor-trailer, driven and solely occupied by Carl Adolph Reuter (73 year-old white/male of Milton, Florida), was westbound on Fordtown Road and preparing to proceed straight through the intersection with Tri-Cities Crossing and enter an access ramp to northbound Interstate 81.

Meanwhile a white 2014 WSTR Truck tractor-trailer, driven and solely occupied by Anthony Alan Wofford (63 year-old white/male of Laurel, Mississippi), was northbound on Fordtown Road and preparing to proceed straight through the same intersection onto Tri-Cities Crossing.

The Freightliner had a stop sign; however, the WSTR had no traffic controls. Mr. Reuter failed to yield the right of way and drove the Freightliner into the intersection, directly in the path of the WSTR. With the intersection completely blocked, the WSTR crashed into the side of the Freightliner’s trailer, causing the entire Freightliner tractor and trailer to roll onto its side.

Mr. Reuter was not injured; however, Mr. Wofford sustained serious incapacitating injuries requiring transportation by Sullivan County EMS to an area hospital for emergency medical treatment. As of the time of issuance of this news release, Mr. Wofford remains hospitalized in critical condition.

This crash remains under active investigation by the K.P.D. Traffic Unit with charges pending. As such, additional details neither can nor will be released at this time.

GENERAL NARRATIVE
On the afternoon of October 29, 2019, eleven (11) storage units, located at 24 Hour Self Storage, 2020 North John B. Dennis Highway in Kingsport, were burglarized. The suspects cut the locking mechanisms on each unit and stole several thousand dollars’ worth of the various renters’ personal property.

Further investigation revealed that the suspects cut a hole in the chain link fencing surrounding the property and also cut a chain on a gate to gain access to the storage units. Reports have already been filed related to at least four (4) of these storage units; however, additional reports are expected to trickle in as the remaining renters are notified and their storage unit contents are inventoried.

Two white male adult suspects, as well as their vehicle (a gold Toyota 4-door sedan with a sunroof), were captured by surveillance cameras during the commission of this crime. A photo array of both suspects and the vehicle are included in this release.

SUBJECT: Kingsport Police Conduct Annual Sex Offender Compliance Checks

GENERAL NARRATIVE
On October 28, 2019 the Kingsport Police Department Criminal Investigations Division conducted annual compliance checks of local registered sex offenders. As part of this extensive operation, K.P.D. personnel visited 47 separate addresses. All but one registered sex offender under the supervision of K.P.D. was found to be in compliance with registry stipulations.

The sole exception was registered sex offender John Forrest Lane. Mr. Lane was placed on the Sex Offender Registry in 2004 following a conviction of Sexual Abuse of a Minor in the State of Maryland. He is currently classified in the State of Tennessee as Violent Against Children, which requires him to report to local law enforcement on a quarterly basis.

Mr. Lane failed to appear for his quarterly report earlier this year resulting in a warrant being obtained, charging him with Violation of the Sex Offender Registry. During the aforementioned compliance check operation, Detectives found Mr. Lane at his residence, located at 1106 Dorothy Street in Kingsport, where he was arrested without incident and transported to the Kingsport City Jail.

On October 29, 2019 at approximately 5:00 PM a woman’s wallet was stolen from her shopping cart while she shopped at the Goodwill Store, located at 105 Indian Center Court in Kingsport. A review of surveillance video revealed footage showing another woman taking the wallet from the victim’s shopping cart, going to the register to make a purchase, and then leaving the store.

See the Transit of Mercury at Bays Mountain Park

Join the Bays Mountain Astronomy Club in viewing the transit of the planet Mercury across the face of the Sun!

A transit is when a celestial object, like an inferior planet (Mercury and Venus), pass directly in front of the Sun. If you are on the correct side of the Earth to see this event, and have proper solar filters, then you’ll see a tiny dot slowly travel across the face of the Sun.

If you still have your solar glasses from the solar eclipse of 2017, then use them to see if you can spy Mercury’s tiny disk against the Sun. Remember, it is unsafe to view the Sun without proper eye protection!

The next transit won’t be until 2032—so don’t miss out. This free, public viewing will be from 10 a.m. to 1 p.m. at the Park’s Observatories. The transit will begin at 7:35 a.m., but we have to wait for the Sun to clear the trees to be able to see it. The event is weather dependent, so if it’s very cloudy or rain, we won’t be gathering. Please note that the Park’s admission fee still does apply.

To get ready for the viewing, stop by the planetarium to see the main feature playing through November 10, “The Transit of Mercury featuring ‘Solar Quest.'” This is a unique showing in the planetarium theater that includes a short from Buhl Planetarium all about the Sun. Visitors will learn about Mercury and the upcoming Mercury transit on November 11 from a live presentation created by Bays Mountain Planetarian, Jason Dorfman. The live content is rich with great full-dome animations, use of the Carl Zeiss ZKP-4 star projector, and a fun activity! The show runs about 40 minutes. Park guests are also invited to a viewing of the Mercury Transit on November 11 from 10 a.m. to 1 p.m.

SUBJECT: Husband Charged with Murder of Wife

GENERAL NARRATIVE
On the morning of Sunday, November 3, 2019 at approximately 11:00 AM, Kingsport Police Patrol Officers were summoned to a mobile home located at 390 Barnett Drive, lot #50, in Kingsport, at the request of the property landlord, to check the welfare of the resident, Jennifer D. Carr, due to concerns over alleged marital issues between her and her husband, Tobias W. Carr.

Upon arrival, Officers spoke with family members, gathered outside of the mobile home, who shared additional information to give cause for further concern for Mrs. Carr’s well-being. Officers spoke with Mr. Carr, and ordered him outside while they conducted a protective sweep of the interior of the residence. Mrs. Carr was located inside the residence, deceased from what appeared to be multiple stab wounds.

Detectives from the K.P.D. Criminal Investigations Division responded to the scene. After extensive further investigation, Detectives developed sufficient probable cause to determine that Mrs. Carr had died at the hands of her husband. A warrant was obtained, charging Mr. Carr with 1) Second Degree Murder and 2) Tampering with Evidence.

Mr. Carr was incarcerated in the Kingsport City Jail, where as of the time of issuance of this release, he remains confined, pending arraignment, with no current eligibility for bond. As this remains an active homicide investigation by the K.P.D. Criminal Investigations Division, and in the interest of future prosecution, no additional details will be released at this time.

Longtime Public Works Employee Retires After 41 Years

City News

Ronnie Hammonds, a dedicated member of Kingsport’s Public Works team, recently announced his plans to retire this December.

When Hammonds started with the City of Kingsport in November of 1978, the city limits were generally contained within John B. Dennis and Stone Drive and the city population was about 31,000.

Starting in the engineering division, Hammonds worked out of City Hall where he met Rose, his wife of almost 39 years. He then transitioned to asphalt foreman, followed by public works specialist and finally was placed in the role of Streets & Sanitation Manager. Under his leadership, the city has been able to progress in many areas that have enhanced the service level while maintaining or lowering the cost and improving employee safety, such as automated waste collection.

Over the years, Hammonds has won various accolades from the American Public Works Association including the Roger Clark Award in 2007, the Larry Eddins Award in 2009 and finally the Public Works Man of the Year for Tennessee in 2014.

“It’s difficult to think about our public works department without Ronnie Hammonds,” said Ryan McReynolds, deputy city manager. “He’s dedicated his time, talents and knowledge to Kingsport over the past four decades.”

His retirement plans include spending time not only with Rose, but also with his 3-year-old granddaughter Grace.

Kingsport is launching a new Customer Information System (CIS) at the end of April. The current system will enter maintenance mode, and services – such as account changes and taking payments – will be temporarily unavailable after 5 p.m. on April 23 through 8 a.m. on April 27.

Note – payment due dates that fall within this downtime have been changed to April 28.
