| SUBJECT: | Suspect Wanted on Multiple Outstanding Felony Warrants Incurs New Charges When Taken into Custody | ||

| GENERAL NARRATIVE | |||
| On September 16, 2015 at approximately 11:00 PM, the Kingsport Police Department received an anonymous tip that Michael P. Hutchins was in room 324 of the West Side Inn, located at 1017 West Stone Drive in Kingsport. K.P.D. personnel were already aware of multiple pre-existing outstanding felony warrants on Mr. Hutchins, and had been searching for him for several weeks.
Officers immediately went to the West Side Inn and were invited into room 324 by an elderly female. Upon checking the room, Mr. Hutchins was found hiding under the bed. He was promptly arrested on the outstanding warrants. During a search of his person incident to arrest, officers located a syringe in his pocket. Upon arrival at the Kingsport City Jail, a more thorough search revealed two small bags of a white substance, believed to be Alpha PVP/Gravel, in his pocket. Mr. Hutchins was subsequently charged with Possession of a Schedule I Drug Within 1,000 Feet of a School, Possession of Unlawful Drug Paraphernalia, and Introduction of Contraband into a Penal Facility. An unsuccessful previous attempt by K.P.D. at apprehending Mr. Hutchins on August 17, 2015 resulted in a warrant being obtained charging him with Felony Evading Arrest, Driving on a Revoked License, Running a Red Light, and Speeding. Another unsuccessful previous attempt by K.P.D. at apprehending him on September 9, 2015 resulted in a warrant being obtained charging him with Felony Evading Arrest, Driving on a Revoked License, and Speeding. Kingsport Police Officers initially began searching for Mr. Hutchins in August 2015 after becoming aware of outstanding warrants on Mr. Hutchins that were taken out by the Sullivan County Sheriff’s Office. Officers served Mr. Hutchins with these warrants at the time of his arrest. The S.C.S.O. warrants included the following charges: 1) Failure to Appear 2) Possession of Schedule I Drugs (2 counts) 3) Possession of Schedule III Drugs 4) Shoplifting 5) Felony Evading Arrest 6) Possession of a Firearm by a Convicted Felon 7) Possession of Unlawful Drug Paraphernalia |
