SUBJECT: Applications Being Accepted for the Position of Kingsport Police Officer from September 18 through October 3, 2021

GENERAL NARRATIVE
The City of Kingsport Human Resources Department will be accepting applications for the position of Police Officer from September 18 through October 3, 2021. The Kingsport Police Department is hoping to hire several new officers out of this application process to fill any existing and upcoming vacancies. Those interested must submit a new application regardless of whether or not they have applied or tested with K.P.D. in the past.

Individuals who are interested in a career in law enforcement are encouraged to apply. All applicants must be a United States citizen and either already be at least 21 years of age or be turning 21 by no later than April 19, 2021. Applicants are asked to only submit their application once, as weeding out duplicate applications hampers efficiency. All applications must be submitted online using the following link:

Following the October 3rd deadline, all applicants will receive a confirmation email, as well as a letter by traditional mail, containing further instructions regarding the upcoming Police Applicant Testing procedures, as well as the exact date, time, and location that they are to report for testing.

PLEASE NOTE THAT THERE WILL NOT BE A WRITTEN EXAMINATION AS PART OF THIS TESTING PROCESS.

All applicants will begin the testing process with a physical agility evaluation. The physical agility evaluation will be administered on Tuesday, October 19, 2021. This session will be conducted at Domtar Park, located at 1414 Riverport Road in Kingsport.

The physical agility evaluation will consist of a timed one-mile run and a timed roughly one-quarter-mile obstacle course designed to measure fitness, strength, agility, endurance, and perseverance as related to the duties of a Police Officer. Individuals must have an application on file and sign a waiver of liability in order to be eligible to participate.

The applications of those candidates who successfully pass the physical agility evaluation will be reviewed for eligibility and suitability to move forward to the interview panel phase which will be conducted during the following week of October 25-29, 2021. General criteria to be considered for selection for an interview will be outlined in the confirmation email and letter each applicant will receive.

Those applicants with the highest combined scores on the physical agility evaluation and interview panel will then be interviewed by the Chief of Police to determine the final selections. Those ultimately selected will also be subject to a medical examination, psychological evaluation, and a thorough background investigation prior to actual hiring.

The current starting salary for Police Officer Trainee is $16.98 per hour or $35,318.40 annually. Applicants who are already certified law enforcement officers may be eligible for a salary adjustment to compensate for prior experience if certain criteria are met. Academy training and all essential equipment including uniforms, firearms, body armor, and duty gear are provided by the department. K.P.D. also issues take-home police cruisers to officers meeting specific residency requirements.

Kingsport Farmers Market Location Change

Kingsport Farmers Market will have a change of location on Saturday, September 25. The market will move to the Kingsport Chamber parking lot due to the annual Racks by the Tracks festival at the market pavilion.

Market hours will be changed to 7 a.m. – 11 a.m. on September 25. The best access to the market at the Kingsport Chamber parking lot will be on Roller Street/Press Street.

Adventure into Acrylic Pouring This October

Adventure into the fun and unpredictable world of acrylic pouring with instructor Elena Corradino in a class provided by the Kingsport Office of Cultural Arts.

Those taking the class will learn everything there is to know about this exciting style of abstract art. Participants will make ten paintings of various shapes and sizes, and each will be different. During the class participants will learn five different types of pours, including a double flip cup and three ways to make “cells”. The class will discuss color theory and what makes abstract art pop and the instructor will go into detail about the materials, brands she uses and more. Everyone will leave knowing how to continue making acrylic art on their own and will take home some beautiful art.

The class will be held 10 a.m. to 2:30 p.m. on Saturday, October 2 at The Inventor Center, 118 Shelby Street. There will be a thirty minute break for lunch so participants can bring their own or eat local. The cost for the class is $85 per person and all materials will be provided.

New ‘Resin with Pigments’ Class Offered at Renaissance Center

Instructor Elena Corradino will be teaching a hands-on class about how to use the exciting and trending art medium of resin.

Students will learn how to use resin safely with Pro Marine Resin. Each student will use molds and also explore the world of pigments to create beautiful pieces, while learning about how resin works and how to use it in a secure environment.

The cost of the class is $80 per person and includes all materials. The class will be held 6 – 8 p.m. on Tuesday, September 21 at Kingsport Renaissance Center, Room #230.

Community Invited to Ribbon Cutting, Open House at Kingsport City Hall

The Kingsport City Hall has opened its doors, and all members of the community are invited to a ribbon cutting and open house to celebrate at 415 Broad St., from 4-5:30 p.m. on Tuesday, Sept. 28.

“I am so thankful for the great people who worked on consolidating multiple departments and buildings to better serve our community at the Kingsport City Hall,” said Ryan McReynolds, deputy city manager. “Now it’s time to show the community how efficient conducting business in the new building is and celebrate the culmination of months of work to achieve this goal.”

The new Kingsport City Hall is ADA-compliant and has more than 270 nearby parking spots. In addition to 75 parking spots at the new City Hall building, parking also is available on Clay and New streets and at the Kingsport Public Library and 5 Points.

“What makes this move even more exciting is the innovation behind the building,” City Manager Chris McCartt said. “Project partners have consolidated multiple city buildings, the most public-facing departments, into one convenient location, while revitalizing a structure that was destined to remain vacant. The advanced technologies throughout the building, including in the Board of Mayor and Aldermen board room, set a higher standard for the daily operations of city government.”

Ribbon-cutting attendees should assemble outside City Hall at 4 p.m. for brief welcome remarks. The ribbon-cutting ceremony will take place at 4:15 p.m. Attendees will enjoy refreshments and tours of the first three floors of the building until 5:30 p.m.

SUBJECT: Teenager Critically Injured in Fall from Moving Vehicle

GENERAL NARRATIVE
On September 12, 2021 at approximately 8:00 PM, Kingsport Police Patrol Officers responded to the area of Patriot Way at Tri-Cities Crossing in Kingsport in reference to a teenage falling from a moving vehicle. Due to the seriousness of injuries involved, the K.P.D. Traffic Unit responded to investigate. Their findings thus far are as follows:

A silver 2006 Ford F-150 pickup was traveling along Patriot Way. The vehicle was driven by a 16 year old male juvenile with a second 16 year old male juvenile riding in the back seat. For reasons still under investigation, a third 16 year old male juvenile was either sitting on the passenger door window sill or clinging to the outside of the vehicle.

The vehicle was not involved in a collision; however, at some point, the third juvenile fell from the vehicle and struck his head on the pavement. The victim sustained serious life-threatening injuries and was airlifted by Wings Air Rescue to an area hospital for emergency medical treatment. As of the time of issuance of this news release, he remains hospitalized in critical conditions.

This incident remains under open and active investigation by the K.P.D. Traffic Unit with the possibility of charges pending. As such, no further details will be released at this time.

Kingsport Public Library Hosts ‘Behind the Book’ with Rita Sims Quillen

Join Kingsport Public Library and the Friends of the Kingsport Public Library for the next installment of the Behind the Book series, featuring Rita Sims Quillen, on September 16 at 7 p.m.

Behind the Book will feature discussions with regional authors and illustrators to find out more about their books. The discussion will be held virtually via Google Meet (link available at www.kingsportlibrary.org).

Rita Sims Quillen is the next author in the series. There will be a discussion of her novel Wayland, the sequel to her earlier novel Hiding Ezra. Hiding Ezra was published in 2014 from Little Creek Books and was a finalist in the 2005 DANA Awards competition. A chapter of the novel is included in the new scholarly study of Appalachian dialect just published by the University of Kentucky Press entitled “Talking Appalachian.” Quillen is also a musician, playing guitar, mandolin, piano, dulcimer, autoharp, bass and bodhran, and she recently began writing songs. She lives and farms on Early Autumn Farm in Scott County, Virginia.

“We want to provide a platform to local authors to connect with the public,” said Kate Woodworth, librarian at Kingsport Public Library. “The authors represent a variety of genres so the community can experience a wide range of literary interests.”

Registration for Bays Mountain Bike Rally Open Through Sept. 25

There’s no better place to be as the leaves start to change than Bays Mountain Park. Why not celebrate the turn of the season with a little challenge? On October 2, BMP is hosting the Bays Mountain Bike Rally—and you have less than two weeks to register!

The registration deadline for the Bays Mountain Bike Rally is September 25. See below for more event information.

The challenge: 50 miles for 50 years. Are you ready? Registration for the Bays Mountain Bike Rally is now open! Bays Mountain Park is partnering with All Trails Cycling for this 50th Anniversary event, sponsored by BB&T/Suntrust (now Truist Bank).

On Saturday, October 2, head up the mountain and hit the trails for a mountain biking event for all ages and skill levels. Looking to just have some fun with the family? Register for the guided group fun ride, which begins at 8:30 a.m. and travels four miles route on a non-technical forest road. If you’re up for a challenge, assemble your four-person team for the timed “50ish” mile relay at 10 a.m. The relay course will include a good mix of singletrack with some technical sections for the experienced rider.

Local bike shops and SORBA Tri-Cities will be on site for an expo-type experience, as well as food trucks to grab a bite to eat after the big race. Spectators are welcome!

Registration for either ride is $25 per adult, $15 for ages 13 to 18 and free for children 12 and under. All ride participants will receive an event t-shirt! For the relay race, top finishers will be recognized and every team that finishes will receive a BMP 50th Anniversary souvenir to take home.

Kingsport’s new Customer Information System (CIS) is now live for customers to use. Residents can now pay bills, report issues and access their account information easier than ever before.

Please note – if you pay your bill via bank draft or auto-pay, you will need to re-enroll through the new portal.

No actions are needed if you pay in person, over the phone, by check, or use the drop box or JACK kiosk.

You can pay bills, report issues, access the customer portal, download the Kingsport Utilities app and access your account information by going to www.kingsporttn.gov/billpay.

Report Non-Emergency

To report a non-emergency, please use the new ConnectKingsport app.


ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.

You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!
