Kingsport Parks and Recreation Offers Inclusion Class

A program designed to serve individuals with intellectual disabilities through exercise, sports and recreation is available through the Kingsport Parks and Recreation Department.

Classes will take place on Tuesdays from 10 a.m. to noon and the program will continue through the duration of the school year. The class is for ages 22 and above and admission for each class is $2. Registration is not required and students can drop in to the weekly class at any time. Packing a lunch is encouraged but not a requirement.

Miracle Field Wins National Project of the Year Award

At the recent Board of Mayor and Alderman meeting, the American Public Works Association (APWA) Board of Directors members presented the national “Project of the Year” award to the City of Kingsport for the Miracle Field project.

The national “Project of the Year” award recognizes a project that emphasizes outstanding planning, construction and management. Kingsport’s success with the Miracle Field Complex is an excellent example of how a public works department can operate as a team to produce high-end results. This is only the second time that the Tennessee Chapter’s project nominee has been selected as a national “Project of the Year” with the other project being the Metro Nashville Flood Recovery Project in 2011.

“In many ways, this project turned out to be such a breath of fresh air,” said Deputy Public Works Director Ryan McReynolds. “I’m very proud of how the design and construction of this field, which serves Kingsport’s citizens differently than a standard baseball field, came together through various city organizations, such as Barge Design Solutions, GRC Construction and Visit Kingsport, along with the support of the community.”

This recognition speaks directly to the merit of the project and the heart of the Kingsport community to provide sporting opportunities for all children within the region. The need for a Miracle Field was championed by Visit Kingsport Executive Director Jud Teague, who remained the driving force behind the project from beginning to end.

The Miracle Field Complex features a rubberized baseball field, along with an adaptive playground, pavilion and concessions. It was built to accommodate special needs children, wounded warriors and others. The support for the project was overwhelming and shows how generous the Kingsport community is. Making baseball accessible to all is a great way to bring people together, from those playing on the field, to the parents and volunteers supporting them. This field was a highly successful project that will benefit the community for years to come.

SUBJECT: Kingsport Police Investigating Serious Afternoon Crash on Fort Henry Drive

GENERAL NARRATIVE
On September 8, 2021 at approximately 4:00 PM, Kingsport Police Patrol Officers responded to a motor vehicle collision on Fort Henry Drive at the intersection of Randolph Street in Kingsport. Due to the serious nature of the crash, the K.P.D. Traffic Unit responded to investigate. Their findings thus far are as follows:

A red 2006 Jeep Wrangler sport utility vehicle, driven and solely occupied by Justin T. Wilcox, was southbound on Fort Henry Drive. Meanwhile, a green Mazda B2300 pickup, driven and solely occupied by Ronald Z. Bennett was northbound on Fort Henry Drive. For reasons still under investigation, the Mazda driven by Mr. Bennett veered across the center lane into oncoming traffic and struck the Jeep in the driver’s side.

Mr. Wilcox sustained suspected minor injuries; however, Mr. Bennett sustained suspected major injuries. Both drivers were transported by Sullivan County E.M.S. to area hospitals for treatment. As of the time of issuance of this news release, their conditions are not known. Mr. Bennett’s driver license status is currently revoked.

Traffic was extremely congested in the area for an extended period of time as first responders worked to treat and transport the injured, investigate the crash, and clear the involved vehicles and associated debris. The scene has since been cleared, and normal traffic patterns have resumed.

This crash remains under open and active investigation by the K.P.D. Traffic Unit. As such, no additional details are currently available for release.

GENERAL NARRATIVE
On September 6, 2021 at approximately 6:15 AM, Kingsport Police Patrol Officers were dispatched to Eastman Chemical Company, Gate 6, located at 100 North Eastman Road in Kingsport.

An individual, later identified as Justin Lee Carroll, had crashed a 2006 Nissan Maxima through the perimeter security gate and continued on into the plant. Mr. Carroll had then parked his vehicle and stuffed a roll of napkins into the cup holder and ignited them. The fire eventually spread to other parts of the vehicle before being extinguished.

Mr. Carroll fled from the Nissan and stole a 2017 Chevrolet Silverado owned by Eastman Chemical Company. He drove the stolen pickup through the plant while being pursued by responding Kingsport Police Officers. Several employees had to take evasive action to avoid being struck by Mr. Carroll in the stolen pickup.

Mr. Carroll eventually crashed the stolen pickup into a fence. He attempted to flee again in the pickup; however, the tires were unable to get traction on the wet grass. Despite repeated commands for him to stop and exit the pickup, Officers eventually had to forcibly remove him from the vehicle to take him into custody.

At the time of his apprehension, he was found to be in possession of over 48 grams of Methamphetamine (individually packaged for resale), unlawful drug paraphernalia (a glass pipe), and over $1,100 in currency (believed to be proceeds from unlawful drug transactions.

He was arrested on a litany of charges, detailed in the chart below, and transported to an area hospital for treatment of minor injuries. Following treatment, he was transported to the Kingsport City Jail, where as of the time of issuance of this news release, he remains confined.

Mr. Carroll was arraigned earlier this morning where his bond was set at $75,000. He is scheduled to appear back in court on September 21, 2001 at 1:00 PM. He will be transferred to the Sullivan County Jail in Blountville later today.

The investigation into this incident remains open and active. As such, no further details, to include a possible motive, are available for release at this time.

SUBJECT: Kingsport Police Department to Reinstate Safety Protocols to Lessen Exposure to and Transmission of COVID-19
DATE: September 3, 2021
GENERAL NARRATIVE
Due to the recent resurgence of COVID-19, effective Monday, September 6, 2021 the following safety protocols will be temporarily reinstated by the Kingsport Police Department to lessen the chances of exposure to and transmission of the virus. These protocols will remain in effect until the number of positive cases significantly decline.

· There will be some types of calls that are extremely minor or civil in nature to which officers will simply not be responding unless there is a current public safety issue. In these cases, guidance will be provided via telephone.

· There will be an increase in the reporting of incidents by telephone rather than an officer responding in person unless there is a current public safety issue.

· Officers will be strongly encouraged to maintain safe “social distancing” from citizens whenever possible.

· Officers will be strongly discouraged from entering private residences or businesses unless absolutely necessary, but rather interacting with citizens outdoors in an open air environment.

These changes are similar to how the department conducted business during the peak of COVID-19 beginning the Spring of 2020. Details of any variation in response will be provided when anyone contacts Kingsport Central Dispatch to report an incident or request the services of the Kingsport Police Department.

Dogs Dive into the Kingsport Aquatic Center at 8th Annual Drool Pawty

It’s a doggy takeover at the Kingsport Aquatic Center! Registration for the KAC’s 8th Annual Drool Pawty is now open.

On Saturday, October 2 from 1 to 3 p.m., bring your best pals to the pools for some aquatic fun at the Outdoor Water Park. Dogs get to swim, play and make new puppy friends in the toddler play area for a real dog day afternoon.

Admission is $5 per dog and free to owners. Limit two dogs per person, and dogs’ handler must be over 18 and bring leashes with them. Your dogs must be up-to-date on all vaccines, and vaccination records are required to register.

Kingsport Public Library Updates StoryWalk in Glen Bruce Park

The Kingsport Public Library is excited to announce the book in the StoryWalk®* in Glen Bruce Park has been updated for the fall.

Just in time for the fall season, the new StoryWalk® book is The Day the Crayons Quit by Drew Daywalt. Enjoy figuring out why the crayons quit as you walk around Glen Bruce Park. The StoryWalk® consists of 20 displays placed around the park. Each display contains a page of a picture book along with questions or activities for families to enjoy together. Visit all 20 displays to read the entire story.

At the end of the story there is an opportunity for visitors to share their thoughts and vote for the next book. The library changes the stories quarterly, and new books will be announced on Facebook at facebook.com/kingsportlibrary/.

Visitors are encouraged to share photos via social media and tag the Kingsport Public Library on Facebook, Instagram and Twitter. Participants also are encouraged to visit the library to check out books to share together in the park or at home.

Glen Bruce Park is located at 414 Broad St., in downtown Kingsport, adjacent to the library. Free parking is available.
