NEWS RELEASE
SUBJECT: Fatal Konnarock Road Crash Under Investigation
DATE: August 22, 2020

GENERAL NARRATIVE
On August 21, 2020 at approximately 8:30 PM, Kingsport Police Patrol Officers responded to a motor vehicle collision on Konnarock Road at the intersection with Warpath Drive in Kingsport. Due to the serious nature of the incident, Crash Reconstructionists with the K.P.D. Traffic Unit were called to the scene. Their subsequent investigation revealed the following:

A gray 2011 Mercedes-Benz GL450 sport utility vehicle, driven by Melinda J. Goodson with sole passenger, Leslie H. Ashmore, was eastbound on Konnarock Road approaching Warpath Drive. Meanwhile, a gray 1995 Toyota Corolla, driven and solely occupied by Wilma J. Massengill, was westbound on Warpath Drive attempting a right turn onto Konnarock Road.

For unknown reasons, Ms. Massengill failed to properly negotiate the turn, allowing her Toyota to cross the centerline into the direct path of the oncoming Mercedes. The two vehicles collided head-on. Ms. Massengill was killed in the crash. Ms. Goodson sustained possible injuries; however, Mr. Ashmore was not injured.

While at this time there is no reason to believe that Ms. Goodson contributed to the crash, she was cited for failure to comply with financial responsibility (no insurance).

This incident remains under active investigation by the K.P.D. Traffic Unit. As such, no additional details are available for release at this time.

Black in Appalachia

City News

Black in Appalachia, an initiative of East Tennessee PBS, explores the roots of African-American influence on the history and culture of Appalachia through documentaries, research, local narratives, public engagement and exhibition. The project aims to raise the visibility and contributions of the Black communities of the Mountain South.

In partnership with the Kingsport City Archives & the Kingsport Friends of the Archives, the Kingsport Community History Project worked with the Black communities of Sullivan & Hawkins Counties of Tennessee and Scott County, Virginia to document this important history of the community, make it accessible, and share it with a broader area.

With the help of a Humanities Tennessee Opportunity Grant, one major result of this project has been a series of carefully curated mobile Black history displays for use in public spaces. Much of the material collected comes from residents & churches through Community History Days hosted at V.O. Dobbins Community Center. This project began in November 2018 and will continue into the future, collecting both scans and oral histories from the Appalachian area.

The traveling exhibit will be on display at the Renaissance Center Atrium Gallery beginning Friday, August 28 through November 21. The Renaissance Center is located at 1200 E. Center Street, and the Atrium Gallery is located on the second floor.  Visitors are asked to enter using the back doors, to wear a mask, and to follow social distancing guidelines.

GENERAL NARRATIVE
Kingsport Police Detectives are investigating burglaries to two Kingsport automobile dealerships. On the morning of August 14, 2020 Chantz Scott Kia, located at 929 East Stone Drive, and Rick Hill Imports, located at 865 East Stone Drive, both reported burglaries that had occurred during the previous overnight hours.

While nothing appears to have been stolen at either location, both dealerships sustained significant damage at the respective points of entry and both were heavily ransacked. Video surveillance footage at one of the dealerships showed what appears to be two male suspects.

One suspect was wearing a dark jacket with the hood up and dark pants. The second suspect appears to be a white male with blonde hair, wearing a camouflage jacket with the hood up, a brown face mask, brown gloves, blue/gray cargo pants, and dark boots.

The second suspect is shown in a photograph that is included with this release. SUBJECT: Memorial Boulevard (3600 Block) Temporarily Closed Due to Downed Tree
DATE: August 17, 2020
GENERAL NARRATIVE
On August 17, 2020 as of approximately 5:15 AM, Memorial Boulevard in Kingsport is temporarily closed in the 3600 block due to a fallen tree. Traffic is being diverted at the intersection of Memorial Boulevard and Orebank Road on one end and at the interchange of Memorial Boulevard and John B. Dennis Highway on the other. This road closure will remain in effect until crews can safely clear the roadway.

Motorist should avoid this area and plan an alternate route to avoid unnecessary traffic congestion and delays. Anyone already in the immediate area is asked to be patient, use caution, and obey all traffic instructions.

The Kingsport Police Department is requesting public input to help locate two missing teenagers. Haydin Salter (13 year old female) and Caitlin Russell (14 year old female) were reported missing on August 10, 2020. They were both last seen in the 400 block of New Beason Well Road in Kingsport.

Update: On the evening of August 12, 2020 Miles C. Mullins was arrested by Kingsport Police Patrol Officers without incident. As of the time of issuance of this news release, he remains confined, pending arraignment, in the Sullivan County Jail in Blountville.

GENERAL NARRATIVE
On July 15, 2020 Curtis D. Squires was indicted by the Sullivan County Grand Jury which returned a true bill, charging him with 6 counts of Sexual Exploitation of a Minor/Distribution of Child Pornography. This indictment follows an extensive, over one-year-long, investigation by the K.P.D. Criminal Investigations Division.

As of the time of issuance of this news release, Mr. Squires remains wanted and at large. He is a 21 year old white male adult. He is approximately 5 feet 7 inches tall, weighs roughly 130 pounds, and has brown hair and hazel eyes. He is currently listed as transient/homeless; however, he has ties to both the Kingsport/Sullivan County and Erwin/Unicoi County areas.

Kingsport is launching a new Customer Information System (CIS), where residents will be able to pay bills, monitor service orders, and access their account information easier than ever before. Residents will also gain access to a new online portal and mobile tools for managing their accounts.

Report Non-Emergency

To report a non-emergency, please use the new ConnectKingsport app.


ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.

You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!
