SUBJECT: K.P.D. Vice Investigation Nets Arrests and Significant Seizure of Drugs and Cash

GENERAL NARRATIVE
On August 24, 2020 at approximately 6:00 PM, Detectives assigned to the Kingsport Police Department Vice and Narcotics Unit encountered Malik Antonio Dunn and Aleecia Kristen Pritchard in the parking lot of the Hampton Inn, located at 2000 Enterprise Place in Kingsport. Knowing Mr. Dunn had outstanding warrants for his arrest for Driving on a Suspended License, he was promptly taken into custody without incident.

When Ms. Pritchard saw the Detectives approaching, she was observed in the act of furtively dropping a baggie of green plant material, believed to be Marijuana, on the ground. The contraband was recovered, and she was arrested for Simple Possession/Casual Exchange of a Schedule VI Drug (Marijuana). She was subsequently released on a Misdemeanor Citation in lieu of continued custody. She is scheduled for arraignment on September 1, 2020.

At the time of his arrest, Mr. Dunn was found to have two baggies of a crystalline substance, believed to be Methamphetamine, concealed on his person. Further investigation revealed that he had a room rented at the Hampton Inn in his name. A search warrant was obtained and executed for his hotel room which revealed an additional baggie of crystalline substance, believed to be Methamphetamine, assorted pills, believed to be Alprazolam, various items of unlawful drug equipment, and nearly $9,000 in cash believed to be proceeds from illegal drug transactions.

In addition to the preexisting warrants for Driving on a Suspended License, Mr. Dunn has been charged with Sale or Delivery of Over 300 grams of a Schedule II Drug (Methamphetamine), Maintaining a Dwelling where Controlled Substances are Used or Stored, Simple Possession/Casual Exchange of a Schedule IV Drug (Alprazolam), and Possession of Unlawful Drug Equipment.

As of the time of issuance of this news release, Mr. Dunn remains incarcerated in the Sullivan County Jail in Blountville with no current eligibility for bond. He is scheduled for arraignment on September 1, 2020.

The Kingsport Police Department wishes to thank the Sullivan County Sheriff’s Office Vice and Narcotics Unit and the Tennessee Bureau of Investigation for their cooperative assistance with this operation. As this remains an active ongoing investigation into illegal narcotics trafficking, no further details will be released at this time.

SUBJECT: K.P.D. Emphasizing Traffic Safety as Kingsport Students Return to School in Person

GENERAL NARRATIVE
Effective Monday morning, August 31, 2020, Kingsport City School students will be returning to campus in person. The Kingsport Police Department will be patrolling Kingsport’s various school zones and actively enforcing traffic violations. Motorists are urged to slow down, obey all traffic laws, and drive with an increased level of situational awareness, especially around school zones.

One of the newer state laws that went into effect just over a year ago is the Hands Free Tennessee law that, among other things, makes it illegal to have a cell phone in your hand while driving. It is important to note that while a first-time offense is a $50 fine and a third-time or higher offense or an offense resulting in a crash is a $100 fine, IF THE OFFENSE OCCURS IN A WORK ZONE OR A SCHOOL ZONE, THE FINE IS $200.

Following, are some additional Back to School Safe Driving Tips:

Slow Down: Back to School Means Sharing the Road

Things get a little crazy on the roads during the school year. Buses are everywhere, kids on bikes are hurrying to get to school before the bell rings, and anxious parents are trying to drop their kids off before work. It’s never more important for drivers to slow down and pay attention than when kids are present – especially before and after school.

If You’re Dropping Off

Schools often have very specific drop-off procedures for the school year. Make sure you know them for the safety of all kids. According to the National Safe Routes to School program, more children are hit by cars near schools than at any other location. The following apply to all school zones:

· Don’t double park; it blocks visibility for other children and vehicles.

· Don’t load or unload children across the street from the school.

· Carpool to reduce the number of vehicles at the school.

· Have children exit the vehicle from the side of the vehicle facing the curb rather than the side of the vehicle facing traffic.

· Use crosswalks. Don’t jaywalk or allow your children to do so.

Sharing the Road with Young Pedestrians

According to research by the National Safety Council, most of the children who lose their lives in bus-related incidents are 4 to 7 years old, and they’re walking. They are hit by the bus, or by a motorist illegally passing a stopped bus. A few precautions go a long way toward keeping children safe:

· Don’t block the crosswalk when stopped at a red light or waiting to make a turn, forcing pedestrians to go around you; this could put them in the path of moving traffic.

· In a school zone when flashers are blinking, stop and yield to pedestrians crossing the crosswalk or intersection.

· Always stop for a school patrol officer or crossing guard holding up a stop sign.

· Take extra care to look out for children in school zones, near playgrounds and parks, and in all residential areas.

· Don’t honk or rev your engine to scare a pedestrian, even if you have the right of way.

· Never pass a vehicle stopped for pedestrians.

· Always use extreme caution to avoid striking pedestrians wherever they may be, no matter who has the right of way.

Sharing the Road with School Buses

If you’re driving behind a bus, allow a greater following distance than if you were driving behind a car. It will give you more time to stop once the yellow lights start flashing. It is illegal in all 50 states to pass a school bus that is stopped to load or unload children.

· Never pass a bus from behind – or from either direction if you’re on an undivided road – if it is stopped to load or unload children.

· If the yellow or red lights are flashing and the stop arm is extended, traffic must stop.

· This is true even on multi-lane highways unless there is a barrier or grass or raised concrete median physically dividing the two directions of the highway. Multi-lane highways only divided by center turn lanes do not satisfy this criteria, so both directions must stop for a stopped school bus.

· The area 10 feet around a school bus is the most dangerous for children; stop far enough back to allow them space to safely enter and exit the bus.

· Be alert; children often are unpredictable, and they tend to ignore hazards and take risks.

Sharing the Road with Bicyclists

On most roads, bicyclists have the same rights and responsibilities as vehicles, but bikes can be hard to see. Children riding bikes create special problems for drivers because usually they are not able to properly determine traffic conditions. The most common cause of collision is a driver turning left in front of a bicyclist.

· When passing a bicyclist, proceed in the same direction slowly, and leave 3 feet between your car and the cyclist.

· When turning left and a bicyclist is approaching in the opposite direction, wait for the rider to pass.

· If you’re turning right and a bicyclist is approaching from behind on the right, let the rider go through the intersection first, and always use your turn signals.

· Watch for bike riders turning in front of you without looking or signaling; children especially have a tendency to do this.

· Be extra vigilant in school zones and residential neighborhoods.

· Watch for bikes coming from driveways or behind parked cars.

· Check side mirrors before opening your door.

Seatbelts and Child Passenger Safety

Finally, all motorists are strongly encouraged to make sure they, and everyone in their vehicle, are properly restrained. Being properly restrained by a seatbelt or an appropriate child passenger safety seat can easily make the difference in a motorist being seriously injured or killed in a crash versus walking away from the crash with minor injuries or no injuries whatsoever.

On the morning of August 25, 2020 the Kingsport Police Department was notified of a burglary that occurred during the previous overnight hours at Blakely-Mitchell Clothing Store, located at 240 Broad Street in Downtown Kingsport. Area surveillance video showed a white male adult, believed to be the suspect, arrive in a black vehicle (possibly a BMW). Over $5,000 in clothing and accessories were reported stolen.

Following extensive ongoing investigations by the Kingsport Police Department Vice and Narcotics Unit, and subsequent recent presentments to the Sullivan County Grand Jury, twenty-six (26) people have been indicted on felony drug charges. Many of these individuals have already been arrested; however, several still remain wanted and at large.

These individuals and their respective charges are listed in accompanying tables within this release. SUBJECT: Homeless Man Arrested After Attacking Officer with Baseball Bat Near Hunger First
DATE: August 25, 2020

GENERAL NARRATIVE
On August 23, 2020 at approximately 1:15 AM, Kingsport Police Patrol Officers responded to Hunger First, located at 1100 Oak Street in Kingsport, in reference to a citizen complaint of a man, armed with a baseball bat, chasing another individual. Upon arrival, the first responding Officer located a homeless man, later identified as William S. Larkins, just past Hunger First on Myrtle Street. Mr. Larkins was creating a loud disturbance, yelling at some nearby residents in front of their home.

When Mr. Larkins saw the Officer, he raised a large wooden baseball bat over his head and advanced on him, shouting expletives. The Officer drew his service pistol and ordered Mr. Larkins to drop his weapon. Mr. Larkins briefly complied, threw the bat on the ground, and sat down on the sidewalk with his hands on his head; however, as Officers approached him, he balled up his fists, raised his arms, and again assumed a fighting stance.

Officers were eventually able to overcome his resistance and place him in handcuffs. Mr. Larkins initially identified himself to the Officers as Ralph W. Gue, although when his fingerprints came back to William S. Larkins, he acknowledged that Larkins is his legal name, but he also goes by the name Gue.

He was searched during intake at the Kingsport City Jail and was found to be in possession of a glass pipe, commonly associated with illicit drug use. Mr. Larkins has been charged with Aggravated Assault, Disorderly Conduct, Resisting Arrest, and Possession of Unlawful Drug Paraphernalia.

He has since been transferred to the Sullivan County Jail in Blountville, where as of the time of issuance of this news release, he remains confined, in lieu of a $17,000 bond.

GENERAL NARRATIVE
The Kingsport Police Department is partnering with the Tennessee Highway Safety Office (THSO) for its “Booze It and Lose It” campaign from August 21 to September 7, surrounding the Labor Day holiday. This initiative coincides with the National Highway Traffic Safety Administration’s “Drive Sober or Get Pulled Over” mobilization to increase impaired-driving enforcement nationwide.

Increased state and national messaging about the dangers of drunk driving, coupled with increased sobriety checkpoints and high visibility enforcement, aim to drastically reduce the number of drunk-driving crashes, injuries, and fatalities this year.

The consequences of a single DUI conviction for a first-time offender in the state of Tennessee may include costly fines, court costs, legal fees, jail time, mandatory drug and alcohol treatment, and/or the installation of an ignition interlock device in his/her vehicle.

The THSO provides grant funding to support the Kingsport Police Department’s increased enforcement efforts during the “Booze It and Lose It” campaign. For more information about the THSO, please visit www.tntrafficsafety.org.

City of Kingsport Application to TDOT for Grant Funds for Development of the Brickyard Bridge

The City of Kingsport will be holding a public meeting to receive comments and questions from the public concerning the city’s application to the Tennessee Department of Transportation (TDOT) for Transportation Alternatives Program (TAP) grant funds to assist in the development of the “Brickyard Bridge”.  The Brickyard Bridge project includes construction of an ADA-compatible bicycle and pedestrian bridge over the CSX Railroad tracks in Downtown Kingsport which will connect to the Brickyard Park development and Martin Luther King Jr Drive. Citizens are encouraged to attend and provide input on this proposed project and grant application.

There will be 2 opportunities to participate.

  • IN PERSON MEETING: Thursday, September 3, 2020, 4:00 pm to 6:00 pm, at the Kingsport Improvement Building (201 West Market Street, Kingsport, TN) in the Bob Clear Conference Room. Please wear a mask – social distancing protocol will be followed.
