Update: Thanks to citizen tips, Charles D. Roberts has been located safe and is no longer considered a missing person.

As previously released:

On the afternoon of August 25, 2020, Charles D. Roberts was reported missing to the Kingsport Police Department by a family member, who advised that he had not been seen or heard from since August 21st. While there is no known reason to suspect foul play at this time, due his age, health, and recent medical history, his family is concerned for his safety, and investigators are making every possible effort to locate him.

Mr. Roberts is a 69 year old white male adult. He is approximately 6 feet 3 inches tall and weighs roughly 154 pounds. He has brown hair and hazel eyes. He is possibly traveling in a gray 2018 Nissan Sentra compact sedan displaying TN registration 6D07Z3.

Anyone who sees him or his vehicle or may possibly know his current whereabouts is asked to promptly contact Detectives in the K.P.D. Criminal Investigations Division at 423-229-9429 or call Kingsport Central Dispatch at 423-246-9111.

SUBJECT: Extensive K.P.D. Vice and Narcotics Unit Investigations Yield Multiple Indictments and Arrests

GENERAL NARRATIVE
Following extensive ongoing investigations by the Kingsport Police Department Vice and Narcotics Unit, and subsequent recent presentments to the Sullivan County Grand Jury, twenty-six (26) people have been indicted on felony drug charges. Many of these individuals have already been arrested; however, several still remain wanted and at large.

These individuals and their respective charges are listed in accompanying tables within this release. Anyone who knows the current whereabouts of any of the remaining wanted suspects is asked to contact the K.P.D. Vice and Narcotics Unit at 423-229-9367 or Kingsport Central Dispatch at 423-246-9111.

SUBJECT: Homeless Man Arrested After Attacking Officer with Baseball Bat Near Hunger First
DATE: August 25, 2020

GENERAL NARRATIVE
On August 23, 2020 at approximately 1:15 AM, Kingsport Police Patrol Officers responded to Hunger First, located at 1100 Oak Street in Kingsport, in reference to a citizen complaint of a man, armed with a baseball bat, chasing another individual. Upon arrival, the first responding Officer located a homeless man, later identified as William S. Larkins, just past Hunger First on Myrtle Street. Mr. Larkins was creating a loud disturbance, yelling at some nearby residents in front of their home.

When Mr. Larkins saw the Officer, he raised a large wooden baseball bat over his head and advanced on him, shouting expletives. The Officer drew his service pistol and ordered Mr. Larkins to drop his weapon. Mr. Larkins briefly complied, threw the bat on the ground, and sat down on the sidewalk with his hands on his head; however, as Officers approached him, he balled up his fists, raised his arms, and again assumed a fighting stance.

Officers were eventually able to overcome his resistance and place him in handcuffs. Mr. Larkins initially identified himself to the Officers as Ralph W. Gue, although when his fingerprints came back to William S. Larkins, he acknowledged that Larkins is his legal name, but he also goes by the name Gue.

He was searched during intake at the Kingsport City Jail and was found to be in possession of a glass pipe, commonly associated with illicit drug use. Mr. Larkins has been charged with Aggravated Assault, Disorderly Conduct, Resisting Arrest, and Possession of Unlawful Drug Paraphernalia.

He has since been transferred to the Sullivan County Jail in Blountville, where as of the time of issuance of this news release, he remains confined, in lieu of a $17,000 bond.

SUBJECT: Kingsport Police Department Prioritizing Impaired Driving Enforcement this Labor Day
DATE: August 25, 2020
GENERAL NARRATIVE
The Kingsport Police Department is partnering with the Tennessee Highway Safety Office (THSO) for its “Booze It and Lose It” campaign from August 21 to September 7, surrounding the Labor Day holiday. This initiative coincides with the National Highway Traffic Safety Administration’s “Drive Sober or Get Pulled Over” mobilization to increase impaired-driving enforcement nationwide.

Increased state and national messaging about the dangers of drunk driving, coupled with increased sobriety checkpoints and high visibility enforcement, aim to drastically reduce the number of drunk-driving crashes, injuries, and fatalities this year.

The consequences of a single DUI conviction for a first-time offender in the state of Tennessee may include costly fines, court costs, legal fees, jail time, mandatory drug and alcohol treatment, and/or the installation of an ignition interlock device in his/her vehicle.

The THSO provides grant funding to support the Kingsport Police Department’s increased enforcement efforts during the “Booze It and Lose It” campaign. For more information about the THSO, please visit www.tntrafficsafety.org.

PUBLIC MEETING

City of Kingsport Application to TDOT for Grant Funds for Development of the Brickyard Bridge

The City of Kingsport will be holding a public meeting to receive comments and questions from the public concerning the city’s application to the Tennessee Department of Transportation (TDOT) for Transportation Alternatives Program (TAP) grant funds to assist in the development of the “Brickyard Bridge”.  The Brickyard Bridge project includes construction of an ADA-compatible bicycle and pedestrian bridge over the CSX Railroad tracks in Downtown Kingsport which will connect to the Brickyard Park development and Martin Luther King Jr Drive. Citizens are encouraged to attend and provide input on this proposed project and grant application.

There will be 2 opportunities to participate.

  • IN PERSON MEETING: Thursday, September 3, 2020, 4:00 pm to 6:00 pm, at the Kingsport Improvement Building (201 West Market Street, Kingsport, TN) in the Bob Clear Conference Room. Please wear a mask – social distancing protocol will be followed.
  • ONLINE MEETING – via Zoom Webinar: Friday, September 4, 2020 at 10:00 am. Members of the public can access the meeting by registering in advance at this link: https://zoom.us/webinar/register/WN_ZgWPSsPfQiudoyfEcmgpGA

For comments to be included in the grant application, they must be received by September 18, 2020. Please complete and return the Public Comment Form or e-mail MTPO@KingsportTN.gov.

Due to a third-party bill service error, two tax bills were mailed. Residents are only responsible for paying one.
