SUBJECT: Kingsport Police Department Vice and Narcotics Unit Investigations Yield 28 Felony Drug Indictments

GENERAL NARRATIVE
As a result of multiple extensive, active, and ongoing investigations by the Kingsport Police Department Vice and Narcotics Unit, 28 Indictments for numerous felony drug offenses have recently been handed down by a Sullivan County Grand Jury.

Thirteen (13) of these indicted individuals (listed in a table below) have already been arrested. Derrick Lewis (a.k.a. “Pikey”) was among those already arrested. Mr. Lewis was arrested by the Kingsport Police Department on February 12, 2019 during a traffic stop. At the time of his arrest, he had a large amount (nearly 3 ounces) of white rock like substance (believed to be Crack Cocaine) concealed in the groin area of his pants. He was also driving without a license.

An area-wide warrants check revealed that Mr. Lewis was also wanted on an outstanding warrant out of Scott County, VA for the Sale of Crack Cocaine. In addition to his original charges that resulted from the Sullivan County Grand Jury indictment, he incurred the following charges incident to arrest: 1) Sale and Delivery of Over 26 Grams of Cocaine within 1,000 Feet of a Park, 2) No Driver License, and 3) Fugitive from Justice.

As of the time of issuance of this news release, fifteen (15) of these indicted individuals (listed in a table below) remain still wanted and at large. Anyone finding their own name on that list is strongly encouraged to contact the Kingsport Police Department at 423-246-9111 or respond to the Kingsport Justice Center in a timely manner to make arrangements to turn themselves in.

The Inventor Center Opens Its Doors

The first weekend in March marks the grand opening of the Inventor Center, a new community space for Kingsport’s creators, makers and artists of all kinds.

The festivities kick off at 10 a.m. on Friday, March 1 with a ribbon cutting. Return to the Inventor Center on Saturday for classes taught by YouTube influencers, and again on Sunday for an open house.

Located at 118 Shelby Street, the Inventor Center adds to Kingsport’s developing entrepreneurial ecosystem. Places like RCAM, Streamworks, D-B Excel, SyncSpace and now the Inventor Center give Kingsport citizens a place to learn new skills, foster community or build a business.

The Inventor Center comes from a public-private partnership led by the City of Kingsport with Engage Kingsport and the Model City Makerspace. This new facility is a premier makerspace that provides makers the space to develop a variety of skills, as well as unique, specialized equipment they will rarely find anywhere else.

More than just a space to create, the Inventor Center is a place to learn. Through programs and classes for inventors, entrepreneurs and employers, the Inventor Center is focused on creating opportunities that benefit Kingsport as a whole.

Social Impact
A primary goal for the Inventor Center is to improve the lives of others. Every class and program gives our community new opportunities to better themselves and build a stronger future.

Entrepreneurs
The Inventor Center aims to cultivate Kingsport’s entrepreneurial spirit by connecting mentors to business owners and startups. Mentors provide advice and guidance, and entrepreneurs can create physical prototypes of their device or product.

Employers
The Inventor Center offers Kingsport employers programs ranging from workplace and equipment training to electronics development and community investment. All programs are designed to strengthen employers and their ability to recruit and provide amenities and training opportunities to employees.

SUBJECT: Kingsport Police Aim to Reduce Injuries and Save Lives by Conducting Seatbelt Checkpoint
DATE: February 12, 2019
GENERAL NARRATIVE
On Wednesday, February 13, 2019, the Kingsport Police Department will be emphasizing seatbelt education and enforcement by holding a seatbelt checkpoint. This checkpoint will be conducted at an undisclosed period of time and location within the city limits of Kingsport. The ultimate goal of this effort is to reduce injuries and save lives in motor vehicle collisions that will inevitably occur.

In the State of Tennessee, violations of occupant protection laws are considered primary offenses, meaning that if an officer observes a motorist not wearing a seatbelt, or a child not properly restrained in a child passenger safety seat, the officer may stop and cite the motorist for the seatbelt or child passenger safety seat violation without observing any other criminal or traffic offenses.

Occupant protection laws apply not just to the driver, and not just to the front seat, but to every individual in the automobile. At the age of 16, a passenger assumes personal responsibility for the wearing of their seatbelt and would receive their own citation for not wearing one; however, the driver would be cited for each passenger under the age of 16 who is not properly restrained.

Wearing a seatbelt can easily make the difference in a motorist being seriously injured or killed in a crash versus walking away from the crash with minor injuries or no injuries whatsoever. The Kingsport Police Department encourages ALL occupants of ALL motor vehicles to wear their seatbelt ALL of the time. It is the law, but more importantly, it might just save your life.

SUBJECT: Suspect Recently Identified by DNA Wanted for 2017 Motor Vehicle Theft (Update)

GENERAL NARRATIVE
On February 9, 2019, Anthony J. Coffey was arrested by the Kingsport Police Department on the outstanding warrant for 1) Motor Vehicle Theft over $2,500 and 2) Vandalism over $1,000. As of the time of issuance of this news release, he remains confined in the Kingsport City Jail in lieu of a $31,250 bond.

As previously released:

On November 28, 2017 at approximately 7:30 AM, a white 2010 Ford Escape compact sport utility vehicle was stolen from a Stratford Road apartment complex in Kingsport while the owner had left it unlocked, running, and unattended while it was defrosting outside of her residence.

The stolen vehicle was found a few days later, abandoned in Sullivan County. When it was recovered, it had been extensively vandalized to include various damage to the interior, a stripped ignition, and being spray painted black. There was also a reddish-brown stain in the vehicle that appeared to have been blood.

The stain was swabbed and sent to the TBI Crime Lab for analysis. The results of that test were recently received by the Kingsport Police Department, indicating that the stain had been positively matched by DNA to Anthony J. Coffey.

A warrant has been obtained, charging Mr. Coffey with 1) Motor Vehicle Theft over $2,500 and 2) Vandalism over $1,000. As of the time of issuance of this news release, he remains wanted and at large.

On February 9, 2019, Collin Trey Stover was found safe in North Carolina.

As previously released:

On the afternoon of February 7, 2019, a Kingsport man, Collin Trey Stover, was reported missing to the Kingsport Police Department by his mother. She advised that Collin has a history of mental health problems and has been behaving erratically lately. Due to these factors and a possible change in mental status, he should be considered missing and endangered.

Collin was last seen in person on February 5, 2019 when he visited the home of a relative in Elizabethton; however, he called his mother on February 7th from an unrecognized North Carolina phone number. When he was last seen, he was driving a 2010 mint-green Ford Focus, compact 4-door sedan, with tinted windows. The vehicle should display Tennessee license plate 4F70B8.

Collin is a 28 year old white male adult. He stands 6 feet in height and weighs 180 pounds. He has buzz-cut brown hair and blue eyes. A recent photograph is included in this release.

GENERAL NARRATIVE
There are three weeks remaining to apply for the Kingsport Police Department’s upcoming Spring 2019 Police Applicant Testing session. See previously released information below for details:

The City of Kingsport Human Resources Department is currently accepting applications for the position of Police Officer. The Kingsport Police Department is hoping to hire several new officers out of this application process to fill any existing and upcoming vacancies. Applications are being accepted from February 3, 2019 until no later than March 3, 2019.

Individuals who are interested in a career in law enforcement are encouraged to apply. All applicants must be a United States citizen and either already be at least 21 years of age or be turning 21 by no later than September 21, 2019 (six months after the test date). Applicants are asked to only submit their application once, as weeding out duplicate applications hampers efficiency. All applications must be submitted online using the following link:

Following the March 3rd deadline, all applicants will receive a confirmation email, as well as a letter by traditional mail, containing further instructions regarding the upcoming Police Applicant Testing procedures. All applicants will undergo a series of assessments, beginning with a written examination on the morning of Thursday, March 21, 2019. The written examination will be administered at the Civic Auditorium, located at 1550 Fort Henry Drive in Kingsport.

While not an absolute requirement, applicants are strongly encouraged to invest in the Stanard and Associates National Police Officer Selection Test “Online POST Study Guide” and “Online POST Practice Test” to assist them in preparing for this examination. These online study aids are currently priced very reasonably at $5 and $15 respectively and are available for purchase at the following link:

Applicants should take note that the current written examination used for Police Applicant Testing is obtained from a completely different vendor than the City of Kingsport used prior to 2018; therefore, other study guides that may have been recommended in the past and obtained and utilized by applicants to prepare for former tests taken prior to 2018 may not be applicable to the current examination.

Applicants who successfully pass the written examination will advance forward to a physical agility evaluation that same afternoon at 1:00 PM. The physical agility evaluation will consist of a timed one-mile run and a timed roughly one-quarter-mile obstacle course designed to measure fitness, strength, agility, and endurance as related to the duties of a Police Officer.

Applicants are also strongly encouraged to participate in a voluntary practice physical agility evaluation and question and answer session. This session will take place on Tuesday, March 12, 2019 at 1:00 PM at Domtar Park, located at 1414 Riverport Road in Kingsport. Individuals must have an application on file and sign a waiver of liability in order to be eligible to participate in this practice session.

Those applicants with the highest combined scores on the written examination and physical agility evaluation will move forward to an interview panel to further vet the candidates. The top finishers will then be interviewed by the Chief of Police to determine the finalists. The current starting salary for Police Officer Trainee is $15.92 per hour or $33,119 annually. Applicants who are already certified law enforcement officers may be eligible for a salary adjustment to compensate for prior experience if certain criteria are met. Academy training and all essential equipment including uniforms, firearms, body armor, and duty gear are provided by the department. K.P.D. also issues take-home police cruisers to officers meeting specific residency requirements.

On the afternoon of February 7, 2019, a Kingsport man, Collin Trey Stover, was reported missing to the Kingsport Police Department by his mother. She advised that Collin has a history of mental health problems and has been behaving erratically lately. Due to these factors and a possible change in mental status, he should be considered missing and endangered.

Collin was last seen in person on February 5, 2019 when he visited the home of a relative in Elizabethton; however, he called his mother on February 7th from an unrecognized North Carolina phone number. When he was last seen, he was driving a 2010 mint-green Ford Focus, compact 4-door sedan, with tinted windows. The vehicle should display Tennessee license plate 4F70B8.

Collin is a 28 year old white male adult. He stands 6 feet in height and weighs 180 pounds. He has buzz-cut brown hair and blue eyes. A recent photograph is included in this release.

GENERAL NARRATIVE
The City of Kingsport has been experiencing a surge in the crime of Motor Vehicle Theft. Having said that, it is important to note that in the vast majority of Motor Vehicle Thefts, the vehicle that was stolen had either been left unlocked with the key in the vehicle (often times with the key actually in the ignition and the vehicle running), or the suspect had been allowed easy access to the vehicle’s key in an unsecure or minimally secured location.

Auto Burglaries are also on the rise. Again, it is important to note that in the vast majority of Auto Burglaries, the vehicle had either been left unlocked, or the owner had left an item of obvious real or perceived value in plain sight inside the vehicle. To reiterate, very few cars that are being stolen or burglarized are actually being forcibly broken into. In nearly all of the cases, had the owner of the vehicle taken a few basic preventative measures, the crime could have easily been deterred.

During the 2018 calendar year, 314 vehicles were reported stolen to the Kingsport Police Department. While the vast majority of those stolen vehicles (86 percent) have already been successfully recovered, 43 still remain missing. During the same time period, 504 vehicles were burglarized in Kingsport.

So far this year in 2019 to date, 34 vehicles have been reported stolen to the Kingsport Police Department. Again, the vast majority of these stolen vehicles (79 percent) have already been successfully recovered; however, 7 vehicles still remain missing. During the same time period, 36 vehicles have been burglarized in Kingsport.

This particular problem is by no means unique to Kingsport. When sharing crime intelligence information with other agencies, feedback indicates that similar trends are being experienced in other jurisdictions.

K.P.D. has prioritized investigating and preventing these types of crimes, but we are asking for some additional help from the public. To that end, the good news is that the occurrence of these two crimes can easily be lessened or even prevented altogether by utilizing the following common sense measures:

1) Never leave your vehicle unlocked while unattended.

Your vehicle was designed with locking doors for a very good reason. It should be locked at all times. It should be locked while you are driving it, and it should be locked while it is parked and unoccupied. The only time that it should ever be unlocked is if you are getting into it or out of it, or if it is parked inside a securely closed and locked garage.

2) Never leave the key inside your parked and unoccupied vehicle.

Leaving the key inside your parked and unoccupied vehicle is asking for trouble. It allows undeterred access to the vehicle by criminals. It also allows curious children to potentially get behind the wheel, which could obviously lead to tragic results.

3) Never leave your car key in an unsecure location.

Even if your key is not actually inside the vehicle, it is important to make sure that it is stored securely and cannot be easily accessed.

4) Never leave your vehicle running unless you are actually in it.

The only thing worse than leaving your key in your vehicle is leaving the key in the ignition with the engine running. Again, it allows undeterred access to the vehicle by criminals, and it also allows curious children to potentially get behind the wheel, which could obviously lead to tragic results.

5) Never leave items of real or perceived value in plain sight inside your vehicle.

Other than leaving your vehicle unlocked, the best way to get it broken into is to leave something valuable inside of it. Purses, backpacks, duffle/tote bags, electronics, medications, firearms, money, etc. should never be left inside your vehicle, especially not in plain view. And remember, it doesn’t even have to be valuable to you as long as it appears potentially valuable to a criminal peeking into a window.

Following these simple steps will go a long way toward deterring these crimes in our city, and reducing your chances of becoming the next victim of Motor Vehicle Theft or Auto Burglary.

Kingsport Aquatic Center to Add New Outdoor Pool, Pavilion

The Kingsport Aquatic Center will begin construction on a new outdoor pool this year.

The City of Kingsport Board of Mayor and Alderman approved the design and construction at its February 5 business meeting. The pool comes as part of a larger expansion, which includes a shaded pavilion outside, additional outdoor restrooms, an administrative area, and other amenities.

“We’re really excited about this project,” said Community Services Business Manager Sid Cox. “This is something our customers have requested, and we expect people to really enjoy it. It’s going to make the overall facility more attractive and more adaptable beyond just swimming.”

The new outdoor pool is will cater to adults and teens. With a 180-person capacity and a four to five foot depth, it’s designed for multipurpose use. The pool will include three 25-yard lanes for outdoor lap swimming, a circular social area with hydrotherapy jets, a seated bench area for outdoor water aerobics classes, and an area for water basketball and volleyball. Around the pool, there will be room for additional seating of up to 60 lounge chairs.

The new pavilion will provide shaded seating at 16 picnic tables for waterpark guests to enjoy their lunch, or simply get out of the sun for a while. It will attach to the existing roof of the outdoor lifeguard office/gate area. This building expansion will include a new walk-in freezer for the Oasis concession stand, as well as three family changing restrooms.

An extension from the Aquatic Center’s Legion Room toward the parking lot will provide a centralized office space for operational, programming and support staff.

The Kingsport Aquatic Center first opened in 2013 and committed to the mission of providing year-round swim programming for all ages and abilities. This new expansion will help the Aquatic Center better cater to its existing customers and new ones alike.

Lose & Associates, Inc., the company that designed the Kingsport Aquatic Center facility, provided design services for this expansion. The BMA awarded the project bid to BurWil Construction Company in the amount of $2.04 million. As part of the bid, BurWil Construction will clearly mark the designated construction area to ensure that guests visiting the Aquatic Center or YMCA will stay safe despite the project.

The Aquatic Center expects to complete this expansion in time for its 2020 summer season.

GENERAL NARRATIVE
On the evening of February 6, 2019, an elderly Kingsport man was reported as a missing person to the Kingsport Police Department by his daughter. J.R. Pratt is a 90 year old man, who is dependent upon medications, and has been diagnosed with dementia. Due to these factors, he should be considered missing/endangered.

Mr. Pratt was last seen, shortly after 4:00 PM this afternoon, driving a 1995 light blue Buick Regal 4-door sedan with a silver luggage rack. The vehicle should display TN license plate 571FYY. He was leaving Fairway Ford, located at 2761 East Stone Drive, allegedly on his way toward Courtesy Chevrolet, located at 1220 East Stone Drive. Employees of Courtesy Chevrolet advised that he never arrived.

Mr. Pratt is a 90 year old white male elderly adult. He stands 5 feet 4 inches in height and weighs 135 pounds. He has brown hair fading to gray with a receding hairline. He has brown eyes and wears glasses. He was last seen wearing a blue sweatshirt, blue jeans, a black jacket, a black hat, and black athletic shoes.

The Kingsport Police Department is actively searching for Mr. Pratt and is requesting assistance from the public. A photograph is attached. Anyone who sees him is asked to make every possible effort to keep him in sight and promptly call Kingsport Central Dispatch at 423-246-9111.

Report Non-Emergency

To report a non-emergency, please use the new ConnectKingsport app.


ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.

You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!
