The City of Kingsport’s Office of Cultural Arts is beginning the process of creating a Public Art Master Plan. Citizen input is welcomed and desired as the Cultural Arts Committee embarks on this journey. SUBJECT: Suspect in Custody in Stapleton Drive Homicide Investigation
DATE: April 21, 2018

GENERAL NARRATIVE
On Thursday, April 19, 2018 at approximately 8:45 PM, Kingsport Police Patrol Officers responded to 524 Stapleton Drive in Kingsport regarding a shooting incident. Upon arrival, they found the resident, Timothy L. Gilliam, recently deceased from what appeared to be gunshot wounds, inside the home.

The K.P.D. Criminal Investigations Division was called to the scene. Detectives began an intensive homicide investigation, working non-stop around the clock, following up on several leads. They were soon able to develop Corey Lee Moore as the suspect responsible. By late Friday evening, April 20, 2018, a warrant had been obtained for his arrest, charging him with First Degree Murder.

Shortly thereafter, on Saturday, April 21, 2018, at approximately 12:15 AM, Kingsport Police Patrol Officers spotted Mr. Moore driving a vehicle into the parking lot of Model City Apartments, located at 1000 Stonegate Road in Kingsport. He was subsequently taken into custody without incident.

He was transported to the Kingsport City Jail, and is currently being held without bond, pending arraignment. As this remains an active homicide investigation, and in the interest of a successful future prosecution, no additional details, to include motive, can or will be released at this time.

GENERAL NARRATIVE
On April 19, 2018 at approximately 8:45 PM, Kingsport Police Patrol Officers responded to 524 Stapleton Drive in Kingsport regarding a shooting incident. Upon arrival, they found a 56 year old white male adult victim, recently deceased from what appeared to be gunshot wounds, inside the residence.

The K.P.D. Criminal Investigations Division was called to the scene. Detectives are actively investigating this shooting incident as a homicide and are currently in the process of following up on several leads. The suspect responsible is still unidentified and currently remains at large.

Detectives request for anyone who has any information that may assist with this investigation to please contact them as soon as possible in the K.P.D. Criminal Investigations Division at 423-229-9429 or by calling Kingsport Central Dispatch at 423-246-9111.

GENERAL NARRATIVE
The Kingsport Police Department has recently been notified by two different citizens who have received similar emails that appear to be a scam. The scam emails originate from the email address trafficcameraviolations@usdot.gov which has been confirmed to not be an official government email address. The subject line of the scam emails reads Moving Violation Recorded by Traffic Camera.

The recipient is falsely informed that they have received a traffic citation for a violation recorded by a traffic camera in Kingsport, Tennessee and must pay a fine. There may also be one or more attachments to the email where the recipient can allegedly view, pay, or appeal the citation. Citizens are strongly discouraged from opening any attachments to these emails, as they could potentially infect the host computer with a virus or spyware.

Anyone who receives such an email regarding a moving violation recorded by a traffic camera in Kingsport should assume that it is a scam. The City of Kingsport does in fact have red light enforcement cameras in operation; however, citations for violations are always sent as paper copies by traditional mail and are never sent electronically by email.

Casual Word Creative Writing Class

Does typing on a typewriter and expanding your creative writing skills sound like something you would enjoy? Join Langley Shazor for an afternoon of learning about poetry, prose, and typewriters in one of the two sessions of The Casual Word – Creative Writing Class.

Published writer, Langley Shazor will be teaching a fun class about how to break past the common obstacles that plague young writers including peer review, in writing revision, vocabulary, perfectionism and more. Participants will work with Langley to tap into their creative capacity instead of focusing on technical writing. The class is sponsored by The Casual Word, H.O.P.E and Kingsport Office of Cultural Arts.

Langley is a Bristol, VA native who has been published in The Loafer Magazine, Inner Child Magazine, SocialJusticePoetry.com and more. An advocate for the performing arts and education, Langley is the founder of the Virginia Middle School Writing Club, where students use typewriters to express themselves creatively with poetry and short stories.

Offered April 24th and May 15th, the class will start at 4:00 p.m. and finish at 6:00 p.m. The class is free and open to all ages. All supplies are provided. Students keep all written work and have the opportunity to be featured on www.casualword.com’s poet of the week column. The class will take place in room 239 of the Kingsport Renaissance Arts Center, located at 1200 E. Center St.

Bays Mountain Presented with Best of the Mountains Award

Bays Mountain Park & Planetarium is proud to announce that it has won the following in Blue Ridge Country magazine’s 30th Anniversary “Best of the Mountains” reader poll: 3rd Place: Best Hiking Trail (non-AT).

As part of its 30th Anniversary Celebration, Blue Ridge Country’s May/June issue is built around reader-poll results for the “Best of the Mountains.” This issue salutes readers’ favorites in the realms of people, places and much more. The reader polls are conducted every five years to give readers a chance to voice their opinions about the mountains they love so much.

“With all of the possible choices for readers to pick from for this award, we are thrilled Bays Mountain Park’s hiking trails made the top three,” said Rob Cole, park manager at Bays Mountain Park. “We have 40 miles of hiking trails at the park, and found within those 40 miles is a trail for every type of hiker.”

The May/June issue of Blue Ridge Country can be found on newsstands across the Mid-Atlantic and Southeast by April 23.

Ribbon Cutting For Pavilion At Lily Pad Cove

Bays Mountain Park’s Lily Pad Cove is now home to a new pavilion. Join the city for a special ribbon cutting ceremony on April 25th at 2:00 p.m. to celebrate the newest addition to Bays Mountain Park.

The Pavilion at Lily Pad Cove is an outdoor multi-use facility that can be used for a variety of events including weddings, school programs, speaking engagements, music, private and/or corporate socials and more. Pricing information and photos of the pavilion can be found on Bays Mountain’s website, www.baysmountain.com.

The Pavilion at Lily Pad Cove is already an award winning venue at Bays Mountain Park & Planetarium. The pavilion received the award for 2017 Project of the Year in the Under $2.5 Million Category presented by The Associated General Contractors of Tennessee. The pavilion was designed by local architect Jim Wright and constructed by Kingsport-based Armstrong Construction. The project is made possible and largely funded by a grant from Visitor Enhancement Program. Along with other projects, the pavilion is part of a “jumpstart” effort at Bays Mountain Park & Planetarium.

With the completion of the Pavilion at Lily Pad Cove comes a new volunteer opportunity. Bays Mountain Park is looking for volunteers to take on the role of pavilion hosts. The primary goal of the pavilion host is to help visitors enjoy the pavilion, whether the visitor is a guest passing through to enjoy the view, or as a renter hosting a private event or celebrating a special occasion. Pavilion host volunteers would serve primarily on the weekends, both Saturday and Sunday, from noon to 5:00 p.m., but could be asked to help serve at other times as needed.

SUBJECT: K.P.D. to Participate in Community Drug Take-Back Day Event

GENERAL NARRATIVE
On Saturday, April 28, 2018 from 10:00 AM until 2:00 PM, the Kingsport Police Department will be participating in a community drug take-back event. This event will take place in the parking lot of the V.O. Dobbins Complex, located at 301 Louis Street, in the Riverview neighborhood of Kingsport.

This event is sponsored by the United Way of Greater Kingsport, the Kingsport Police Department, and the Sullivan County Anti-Drug Coalition. The event will also include a Community Resource Fair with participation from the Sullivan County Health Department, New Vision Youth, Central Baptist Church, Shiloh Baptist Church, Upper East Tennessee Human Development, South Central Kingsport Neighborhood Redevelopment, and the Boys and Girls Club of Greater Kingsport.

Between now and Saturday, April 28th, all area residents are encouraged to go through their medicine cabinets and inventory their medications. This community drug take-back event is open to the public and is a prime opportunity and the preferred method to safely dispose of any medications that are no longer needed.

The U.S. Department of Justice Drug Enforcement Administration (DEA) sponsors two National Prescription Drug Take-Back Days each year, in April and October. National Prescription Drug Take Back Days aim to provide a safe, convenient, and responsible means of disposing of prescription drugs, while also educating the general public about the potential for abuse of medications.

While the DEA does recognize these two annual days, at the Kingsport Police Department, we like to think of every day as Take-Back Day. K.P.D. has been participating in drug take-back initiatives since 2010 and installed a permanent drug collection box in the lobby of the Kingsport Justice Center, located at 200 Shelby Street in Downtown Kingsport, in 2012. Our box is accessible 24 hours-a-day, 7 days-a-week, 365 days-a-year. To date, K.P.D. has been able to safely incinerate over 10,000 pounds (5 tons) of leftover, unwanted, or expired medications.

The goals of this program are to keep drugs off the street, prevent overdoses and accidental poisonings, and avoid environmental contamination. Drugs that can be accepted include prescription, over the counter (OTC), vitamins, herbals, supplements, and veterinary medications. Items that are preferably not accepted through this program include needles or sharps, biohazard materials, and illegal drugs.

Kingsport’s new Customer Information System (CIS) is now live for customers to use. Residents can now pay bills, report issues and access their account information easier than ever before.

Please note – if you pay your bill via bank draft or auto-pay, you will need to re-enroll through the new portal.

No actions are needed if you pay in person, over the phone, by check, or use the drop box or JACK kiosk.

You can pay bills, report issues, access the customer portal, download the Kingsport Utilities app and access your account information by going to www.kingsporttn.gov/billpay.

Report Non-Emergency

To report a non-emergency, please use the new ConnectKingsport app.


ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.

You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!
