All three vehicles had been traveling eastbound on East Stone Drive in the far right lane. The first vehicle, a 2005 Chevrolet Cobalt driven by Penny R. Brooks, stopped for traffic. The second vehicle, a 2003 Ford Taurus driven by Anthony Curtis Steven Holmes, came to a stop behind the Chevrolet. The third vehicle, a 1998 Toyota Corolla driven by Justin P. Olterman, failed to stop and rear-ended the Ford, knocking it forward into the Chevrolet. Mr. Olterman exited his vehicle and fled the scene on foot.

Four motorists were potentially injured in the crash; however, none of them required immediate medical treatment. A check of Mr. Olterman’s driver license status revealed that it was currently suspended. A warrant was obtained charging him with Driving on a Suspended License, Failure to Provide Information and Render Aid, Failure to Comply with Financial Responsibility (No Insurance), Failure to Report a Motor Vehicle Collision, and Leaving the Scene of a Motor Vehicle Collision Resulting in Injury.

There was a passenger in Mr. Olterman’s vehicle identified as Corey G. Templeton. Mr. Templeton was found to be wanted on an outstanding Unicoi County warrant for Failure to Appear. He was arrested on the outstanding warrant and remanded into the custody of Unicoi County Sheriff’s Office personnel.

Further investigation revealed that Mr. Holmes’ driver license was also suspended and he too did not have insurance. He was arrested for Driving on a Suspended License and Failure to Comply with Financial Responsibility (No Insurance) and transported to the Kingsport City Jail.

Mr. Olterman is still wanted and at large. He has been made aware of the charges against him and is actively avoiding apprehension. A photograph of him has been included in this release. Anyone who knows his whereabouts or who can provide any information which may assist with his apprehension is asked to contact the K.P.D.
