The Tennessee Department of Transportation (TDOT) in partnership with the City of Kingsport is hosting a second public meeting to receive input on a traffic and transportation study of the John B Dennis Highway and East Stone Drive interchange area.

The meeting will be held on Wednesday, June 28 from 5:00 pm to 7:00 pm at the Kingsport City Hall Montgomery-Watterson Boardroom (415 Broad Street, 3rd floor). A formal presentation will begin at 5:45 pm and the public is encouraged to attend and offer input about the study.

The purpose of this public meeting is to present the refined concepts based on feedback received at the first public meeting which was held on May 9. Feedback from the upcoming meeting will help finalize recommendations for the study. The study is expected to be finalized in mid to late August.

The study aims to improve the overall safety, traffic flow, and operations for all modes of transportation. The study area includes SR-93/John B Dennis Highway from Memorial Boulevard to Bloomingdale Road and SR-1/East Stone Drive from Brookside Drive to the Kingsport Pavilion.

GENERAL NARRATIVE
Update: Joshua Hunley has been found safe and is no longer considered missing or endangered.

As previously released:

On June 22, 2023 at approximately 11:30 PM, Joshua Hunley was reported as a missing child to the Kingsport Police Department by a family member. Joshua is an 11 year old white male child with blonde hair and blue eyes. He is approximately 5 feet tall and weighs roughly 110 pounds.

Joshua was last seen at approximately 8:00 PM earlier that evening on foot in the 300 block of Walker Street in Kingsport. He was last seen wearing a navy blue t-shirt with his name on the back of it, black athletic shorts, and tan Timberland boots.

The circumstances of his disappearance do not presently meet the criteria for an Amber Alert. While investigators have no reason to suspect foul play at this time, due to his minor age and other factors, to include his medical history, learned during the investigation, he has been entered into NCIC as missing and endangered.

Anyone who sees him, or who may potentially know his current whereabouts, is asked to promptly call the Kingsport Police Department at 423-246-9111 or simply call 911 if emergency conditions exist.

Alternatively, if an individual who is able to supply information related to this or any other case wishes not to be identified, tips can be submitted anonymously via online “Citizen Feedback” forms available at the following link:

Kingsport Neighborhood Commission hosting Food Drive

The Kingsport Neighborhood Commission is hosting a food drive next month to benefit Second Harvest Food Bank.

The food drive will take place from 8 a.m. to noon on July 8 at the Kingsport Farmers Market (308 Clinchfield Street). The commission will have a table and collection barrels set up inside the market building. Canned and non-perishable food items will be accepted.

“We’re hosting a food drive for a number of reasons,” said Tiffany Hickman, chair of the Kingsport Neighborhood Commission. “We want to help Second Harvest, to meet our neighbors and to remind people of our organization and its mission.”

Formed in 1986, Second Harvest Food Bank serves the eight-county region of Northeast Tennessee by securing and distributing food and engaging the community in the fight to end hunger through regional partnerships, programs and education.

In 2021, Second Harvest provided 16.6 million meals to people in need. More than 40,000 people each month are served through the food bank’s partner agencies and direct service programs.

The Kingsport Neighborhood Commission — formed at the end of 2017 — is a 12-person city commission that serves to strengthen the Model City’s neighborhoods by providing a communication channel between neighborhoods and the city, as well as providing guidance on neighborhood solutions.

The commission provides updates to the Board of Mayor and Aldermen and writes a monthly column in the Kingsport Times News.

Kingsport hosting second public meeting on interchange area study

The Tennessee Department of Transportation (TDOT) in partnership with the City of Kingsport is hosting a second public meeting to receive input on a traffic and transportation study of the John B. Dennis Highway/SR-93 and East Stone Drive/SR-1 interchange area.

The study aims to improve the overall safety, traffic flow, and operations for all modes of transportation. The study area includes John B. Dennis Highway/SR-93 from Memorial Boulevard to Bloomingdale Road and East Stone Drive/SR-1 from Brookside Drive to the Kingsport Pavilion.

The meeting will be held on Wednesday, June 28 from 5:00 p.m. to 7:00 p.m. at the Kingsport City Hall Montgomery-Watterson Boardroom (415 Broad Street, 3rd floor). A formal presentation will begin at 5:45 p.m. and the public is encouraged to offer meaningful input about the study.

The purpose of this public meeting is to present the refined concepts based on the feedback received at the first public meeting which was held on May 9. Feedback received at this upcoming meeting will help finalize recommendations for the study.

TDOT kicked off the study last fall and earlier this year received more than 500 responses from an online survey asking citizens to provide feedback about the study area. Additional written and verbal comments were provided by stakeholders at the first public meeting as residents and the project team gathered around the draft concept materials, including intersection layouts and graphics depicting how safety improvements will impact existing travel patterns.

CDM Smith of Knoxville is under contract through TDOT to study and analyze the area, specifically focused on traffic congestion and safety issues. The study will conclude by the end of the summer in the form of a report with recommendations and cost estimates.

The study costs $124,585 and is being funded through TDOT’s Urban Transportation Planning Grant program. TDOT is covering 90% of the cost with Kingsport responsible for a 10% match.

Rain or Shine, World’s Largest Swim Lesson is Today

The Kingsport Aquatic Center is once again participating in this year’s World’s Largest Swim Lesson – an event created by the World Waterpark Association to promote the importance of swim safety worldwide.

The swim lesson will take place at the Kingsport Aquatic Center at 2 p.m. today, Thursday, June 22. The event is free with a KAC daily admission and will happen regardless of weather conditions.

“One of our goals here at the Kingsport Aquatic Center is to teach water safety to all age groups,” said Aquatics Program Coordinator Madison Gump. “This event allows us to bring in a larger number of individuals at once to show them what water safety is all about and why it’s so important.”

Swimming is a life-saving skill for children and a vital tool to prevent drowning – the second leading cause of unintended, injury-related death for U.S. children ages 1-14. Research shows risk of drowning can be reduced by 88 percent if children participate in formal swimming lessons between the ages of 1-4.

Yet, a survey conducted by the American Red Cross in 2014 found that more than half of Americans (54 percent) either can’t swim or don’t have all of the basic swimming skills.

The Kingsport Aquatic Center offers American Red Cross-certified swim lessons year-round for all ages and abilities. To learn more about taking swim lessons at the KAC, visit swimkingsport.com or call 423-343-9758.

Kingsport approves FY24 budget with no tax increase

The Kingsport Board of Mayor and Aldermen approved the Fiscal Year 2024 budget last night – a budget that includes no property tax increase, phase three of the city’s pay plan, funding to renovate the DB dome and $3.8 million for street resurfacing efforts.

The budget is the guiding financial document for the city and is made up of many parts – the general fund (main operating and capital fund for the city), water and sewer systems, the school fund and several smaller funds for things like solid waste, the Aquatic Center and MeadowView.

The BMA held a strategic planning session in February along with two budget workshops in May to review and discuss the budget. The budget has to be approved by the BMA on two readings, the second of which took place Tuesday night. The new budget goes into effect July 1 and runs through June 30, 2024.

Budget priorities this year included a continued emphasis on employees, education, economic development, infrastructure improvements and technology. Highlights from the General Fund Operating budget:

  • No increase in property tax rate, which remains at $1.9983 per $100 of assessed value
  • Funding for a School Resource Officer in every school
  • Increased funding to assist in litter pickup throughout the city
  • Increased funding to assist with Economic Development efforts
  • Phase three of the employee pay plan approved
  • Funding for continued technology improvements
  • A $3.8 million allocation to street resurfacing

Kingsport’s General Fund stands at $95 million with a “rainy day” fund anticipated to be at $23.5 million once the FY-23 books are closed later this year. Kingsport’s bond rating remains strong at Aa2.

An increased cost in electricity and fuel, the national economy, and inflation were the major challenges facing city staff when assembling the budget for the next fiscal year.

One major impact to the budget came about as a result of an appraisal ratio study, which is conducted every two years per state law and is designed to create equity between personal and real property. In 2023, the study resulted in a loss of $3.4 million to the city’s general fund.

Kingsport had four options to solve this problem – raise taxes, make cuts to services, a combination of both or restructure the budget to absorb the loss.

“We recommended restructuring our budget because it provided the smallest impact to our operations and long-term plans,” said City Manager Chris McCartt.

In addition to the operating budget, the BMA signed off on the FY-24 capital budget. The $41.4 million capital budget covers the DB dome repair and renovations ($21 million), Justice Center expansion ($13.4 million), Kingsport Public Library renovations ($4.4 million) and various roads and infrastructure projects ($2.6 million).

The FY-24 budget also includes increases to the water rate (4.5%) and sewer rate (5.75%). The increases are due to a number of issues – flat revenues, federal regulations, inflation and an aging infrastructure.

Report Non-Emergency

To report a non-emergency, please use the new ConnectKingsport app.


ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.

You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!
