On the evening of January 19, 2021 Tember Grant Nichole Evans (16 year old female juvenile) was reported missing to the Kingsport Police Department. While there is no known reason to suspect foul play at this time, due to her minor age, Detectives are making every possible effort to locate her.

Her description is detailed in the accompanying table and a photo has also been included in this release. Anyone who sees her or may know her current whereabouts is asked to contact Detectives in the K.P.D. SUBJECT: K.P.D. Issues Fraud Alert Due to Recent Resurgence of Arrest Warrant Scam

GENERAL NARRATIVE
The Kingsport Police Department is once again stressing the importance of extreme vigilance against financial scams. One particular type of scam that has seen a resurgence in this area involves a scammer contacting the intended victim, purporting to be a law enforcement official, and alleging that the victim has an outstanding warrant for their arrest that can only be satisfied by paying a substantial monetary fine and/or court costs.

The scammer will almost never accept traditional forms of payment such as cash, check, or credit card but rather demand that the victim obtain pre-paid money cards (Green Dot, My Vanilla, etc.) from a local store, often draining their life-savings in the process. The scammer will then require the victim to disclose the account numbers of the pre-paid cards over the phone, so that the fraudulently obtained electronic funds can be accessed remotely.

Instances of this scam have recently been reported again to the Kingsport Police Department. In some of the previously reported cases, Detectives have been able to intercept a portion of the fraudulently obtained electronic funds and return them to the rightful owner. Unfortunately, however, this is often not possible and the money can be lost forever.

These scammers are almost never local and are often located out of state or even in a foreign country. They cover their trail extremely well by using disposable “burner” phones with cloned telephone numbers, making tracing their origin difficult or next to impossible.

The Kingsport Police Department continues to stress that legitimate law enforcement officials would NEVER operate this way. We would never extort payment to satisfy an outstanding arrest warrant. Moreover, no legitimate entity would EVER demand payment in the form of a pre-paid money card and refuse all other traditional forms of payment.

While these scammers can be very convincing, citizens need to be alert to their existence. Anyone who receives this type of call should hang up and report the matter to law enforcement. If there is ever any question regarding the legitimacy of this type of call, people should ALWAYS consult an actual law enforcement officer and/or a trusted financial advisor prior to turning over any funds or personal information.

SUBJECT: Kingsport Police Officers Recognized for Outstanding Service

GENERAL NARRATIVE
The Kingsport Police Department is pleased to announce the recent presentment of various awards to several of our Officers in recognition for their outstanding efforts in the performance of their duties over the past year.

On May 4, 2020 Officers Nathan Russell and Keener Burke encountered a teenager who had attempting to commit suicide by inflicting serious self-injury. The officers applied direct pressure and first aid to the life-threatening wounds. For their efforts, Officers Russell and Burke have been presented with the Life Saving Medal.

On May 22, 2020 Patrol Officer and Bomb Squad Commander George Horne completed 25 years of dedicated devotion to the Kingsport Police Department. For his continued commitment to duty, honor, and service, Officer Horne has been presented with the Distinguished Service Medal.

On May 22, 2020 Public Information Officer Tom Patton completed 25 years of dedicated devotion to the Kingsport Police Department. For his continued commitment to duty, honor, and service, Officer Patton has been presented with the Distinguished Service Medal.

On May 23, 2020 Officer Jesse Altman encountered an individual who had overdosed on drugs. Finding him unresponsive and not breathing, he administered a dose of Narcan and began chest compressions prior to the arrival of EMS, who then transported the individual to an area hospital for continued treatment. For his actions, Officer Altman has been presented with the Life Saving Award.

On June 6, 2020 Corporal David Johnson was wounded in the line of duty, in the form of a partially, yet permanently, severed finger, while engaged in the arrest of an inebriated and aggressive suspect. Corporal Johnson continued to effect the arrest, even while enduring excruciating pain. For his efforts and consequent serious injury sustained during this violent encounter, Corporal Johnson has been presented with the Purple Heart.

On August 10, 2020 Officers Dakota Benton, Ben DeGreen, and Hunter Hite encountered a man who was in medical distress and appeared to be suffering from a drug overdose. These officers administered doses of Narcan and began chest compressions prior to the arrival of EMS, who then provided advanced life support. For their actions, Officers Benton, DeGreen, and Hite have been presented with the Life Saving Medal.

On August 14, 2020 Corporal Terry Hughes negotiated the peaceful surrender of a woman contemplating suicide so that the woman was able to receive the appropriate medical and mental health assistance. For her actions, Corporal Hughes has been presented with a Certificate of Commendation.

On September 11, 2020 Lieutenant Justin Quillin completed 25 years of dedicated devotion to the Kingsport Police Department. For his continued commitment to duty, honor, and service, Lieutenant Quillin has been presented with the Distinguished Service Medal.

On January 8, 2021 Lieutenant Steve Hammonds completed 25 years of dedicated devotion to the Kingsport Police Department. For his continued commitment to duty, honor, and service, Lieutenant Hammonds has been presented with the Distinguished Service Medal.

Phipps Named Interim Police Chief

The city is beginning the formal hiring process to replace Police Chief David Quillin, who retired late last year after 35 years of service. In the meantime, Dale Phipps has been named Interim Police Chief. Phipps has nearly 33 years of service himself with almost half that time as Deputy Chief overseeing administration and operations. He is also a husband, father of three, grandfather of six, and is active in the community.

He is a graduate of East Tennessee State University (A.S. Law Enforcement / B.S. Criminal Justice) and the F.B.I. National Academy. Prior to entering the law enforcement profession, he served four years in the United States Air Force Security Police.

During his career with the Kingsport Police Department he has served as Patrol Officer, Field Training Officer, and Supervisor of the Vice and Narcotics Unit before eventually returning to the Patrol Division as a Watch Commander. Throughout the years he has served in several specialized roles including S.W.A.T. Team Operator, Community Relations and Crime Prevention Officer, and Drug Abuse Resistance Education (D.A.R.E.) Instructor.

The Kingsport Police Department has been internationally-accredited by the Commission on Accreditation for Law Enforcement Agencies (CALEA) for 29 years—an achievement earned by only 1,148 of the more than 17,000 state and local law enforcement agencies in the U.S.

“Police Chief is one of the most important selections a city must make,” said City Manager Chris McCartt. “We will use a thorough and competitive process comprised of both internal and external candidates, but until then the department is in Phipps’ very capable hands.”

GENERAL NARRATIVE
Reminder: There are only two days left to submit applications to become a Kingsport Police Officer.

As previously released:

The City of Kingsport Human Resources Department will be accepting applications for the position of Police Officer from December 26, 2020 through January 10, 2021. The Kingsport Police Department is hoping to hire several new officers out of this application process to fill any existing and upcoming vacancies. Those interested must submit a new application regardless of whether or not they have applied or tested with K.P.D. in the past.

Individuals who are interested in a career in law enforcement are encouraged to apply. All applicants must be a United States citizen and either already be at least 21 years of age or be turning 21 by no later than July 26, 2021. Applicants are asked to only submit their application once, as weeding out duplicate applications hampers efficiency. All applications must be submitted online using the following link:

Following the January 10th deadline, all applicants will receive a confirmation email, as well as a letter by traditional mail, containing further instructions regarding the upcoming Police Applicant Testing procedures, as well as the exact date that they are to report for testing.

PLEASE NOTE THAT THERE WILL NOT BE A WRITTEN EXAMINATION AS PART OF THIS TESTING PROCESS.

All applicants will begin the testing process with a physical agility evaluation. The physical agility evaluation will be administered on both Monday, January 25 and Tuesday, January 26, 2021. Applicants will be divided alphabetically and will be assigned one of these two dates and will be notified accordingly. These sessions will be conducted at Domtar Park, located at 1414 Riverport Road in Kingsport.

The physical agility evaluation will consist of a timed one-mile run and a timed roughly one-quarter-mile obstacle course designed to measure fitness, strength, agility, and endurance as related to the duties of a Police Officer. Individuals must have an application on file and sign a waiver of liability in order to be eligible to participate.

The applications of those candidates who successfully pass the physical agility evaluation will be reviewed for eligibility and suitability to move forward to the interview panel phase. General criteria to be considered for selection for an interview will be outlined in the confirmation email and letter each applicant will receive to notify them of their testing date.

Those applicants with the highest combined scores on the physical agility evaluation and interview panel will then be interviewed by the Chief of Police to determine the final selections. Those ultimately selected will also be subject to a medical examination, psychological evaluation, and a thorough background investigation prior to actual hiring.

The current starting salary for Police Officer Trainee is $16.32 per hour or $33,946 annually. Applicants who are already certified law enforcement officers may be eligible for a salary adjustment to compensate for prior experience if certain criteria are met. Academy training and all essential equipment including uniforms, firearms, body armor, and duty gear are provided by the department. K.P.D. also issues take-home police cruisers to officers meeting specific residency requirements.

The Kingsport Office of Cultural Arts is looking for regional and local artists to be featured in the new city hall main lobby. Art submissions will be entered into an artist database and future exhibits at the new city hall will draw from this database of submissions. Exhibits will be temporary, lasting one month to three months. If you would like to be considered for exhibiting your work, you may submit via email or mail a packet to the Kingsport Office of Cultural Arts.

Kingsport is launching a new Customer Information System (CIS) at the end of April. The current system will enter maintenance mode, and services – such as account changes and taking payments – will be temporarily unavailable after 5 p.m. on April 23 through 8 a.m. on April 27.

Note – payment due dates that fall within this downtime have been changed to April 28.

Report Non-Emergency

To report a non-emergency, please use the new ConnectKingsport app.


ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.

You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!
