City Manager Jeff Fleming plans to retire 6/21/19

Below is a note from Jeff Fleming. It will serve as the city’s press release.

I walked into City Hall as an ETSU intern in 1984. The city’s population was 32,027. I never dreamed I would meet and marry another intern and spend the next 35+ years with this wonderful organization — and certainly never  dreamed that I would become city manager. It’s been the honor of my life, especially to serve during the city’s 2017 centennial year. If you know me at all, you know I love this town. The only thing I love more is my family.

The Council Room has been so much more than a meeting room. It’s where we celebrated our wedding shower, baby showers, and so many of life’s milestones with co-workers and community. As much as I’m looking forward to the move to a New City Hall in the prominent location it deserves, it seems fitting that I close this chapter in the only City Hall I’ve ever known. I’ve worked for 6 mayors, 6 city managers, and more aldermen than I can enumerate. It’s time.

During my career, we saw global changes with profound impacts on our planned industrial city. But above all, our community is resilient. We came together and developed a plan to improve access to higher education, eventually building what we would call the “Academic Village” – and received national recognition from Harvard University for our efforts. More than 2,000 students attend classes on the blocks that formerly housed deteriorated buildings. We executed plans to redevelop Kingsport Mall (East Stone Commons), old Mason-Dixon (Crown Point Plaza), new Mason-Dixon (Kingsport Pavilion), Parkway Plaza, and Fort Henry Mall. When Kingsport Press closed, we developed a plan to build a downtown grocery, farmers market, and medical/professional offices. We transformed the public housing project in Riverview and set the stage for others to follow. I witnessed the vote to build MeadowView Convention Center and was assigned to facilitate the physical development of its surroundings for much of the next 20 years. We secured the corporate headquarters of Eastman and improved the signage, gateways, and presentation of our city. We did all of these things while attending to critical infrastructure needs. I’ve had the rare opportunity to live alongside the results of our collective labor and I’m proud of our body of work. There’s more on the horizon, but we have exceedingly capable people in place to get the job done.

I’m proud of the organization and culture we’ve built together. Our award-winning employees excel in their chosen professions. Many have received the highest possible honors from their statewide organizations – and some at the national level. They’ve embraced technology, driven efficiencies, and successfully pivoted any time that economic conditions required. Many can work anywhere they desire, but they choose to work here. I’ve tried to build a culture of respect and appreciation, never missing an opportunity to tell them how much I appreciate them. Let us never take them for granted.

You gave me the opportunity to advance within the organization and I am forever grateful. During the last five years, we grew the ‘rainy day’ fund by 33%, increased annual funding for paving by 400%, absorbed $12.8 million in State cuts, expanded the Greenbelt in both directions, remodeled Borden Park & Lynn View, expanded the Aquatic Center, and began the most substantial reinvestment in Bays Mountain Park since it opened. I’m also proud of the working relationship with Kingsport City Schools, which is the strongest I’ve ever known.

No person is an island. The people who did most of the heavy-lifting are still here. I hope you will afford them the same opportunities for advancement that I was afforded.

At every turn, God has opened doors, put people in my path, redirected me, and closed doors when necessary. I’ve learned to trust and see what the next chapter holds.

SUBJECT: Mullins Street Officer Involved Shooting (Update)

GENERAL NARRATIVE
This earlier News Release concerning the Mullins Street Officer Involved Shooting has now been updated to include the identity of the suspect, Andrew C. Witt, 27 years of age, of Kingsport.

Also, as requested by area media outlets, a previous mug shot of Mr. Witt from 2013, on file with the Kingsport Police Department, has also been included.

As of the time of issuance of this update, he remains hospitalized, and charges are pending. This remains an ongoing multi-agency investigation. As such, no additional information is available for release at this time.

As previously released:

SUBJECT: Kingsport 9-1-1 Communications Specialists Recognized During National Public Safety Telecommunicators Week

GENERAL NARRATIVE
The Communications Specialists, also known as Dispatchers, of the Kingsport Emergency Communications District, are being honored this week, April 14 through 20, 2019, as part of National Public Safety Telecommunicators Week (NPSTW). Communications Specialists are the calm, yet highly trained, voice on the phone whenever a citizen calls 9-1-1 to report an emergency.

Every year during the second week of April, telecommunications personnel in the public safety community are honored. This week-long event was originally created in 1981 by Patricia Anderson of the Contra Costa County Sheriff’s Office in California. Her goal was to set aside a time to celebrate and thank these individuals who dedicate their lives to serving the public, and make people aware of their hard work and dedication.

The Communications Specialists of Kingsport Central Dispatch process roughly a quarter of a million telephone calls annually. Approximately twenty percent (50,000) of these calls are emergency calls to 9-1-1. Although a division of the Kingsport Police Department, Kingsport Central Dispatch also provides services for the Kingsport Fire Department, Sullivan County E.M.S., Kingsport Life Saving Crew, and other city departments and functions.

Kingsport Central Dispatch moved into the current 7,500 square foot, state-of-the-art, 9-1-1 Emergency Communications Center in Downtown Kingsport in October 2015. Central Dispatch had previously been housed in a cramped 1,000 square foot space on the second floor of the Kingsport Justice Center since 1989. Prior to that, Central Dispatch operated out of the basement of the Civic Auditorium.

Kingsport Central Dispatch personnel serve under the supervision of the 9-1-1 Director, Lieutenant Todd Harrison, and include Communications Supervisor, Adrianna Sorge, Technical Services Coordinator, Richie Hite, 4 Shift Leaders, and more than a dozen Communications Specialists, all of whom are Emergency Medical Dispatch (EMD) certified. The Kingsport Police Department would like to take this opportunity to express sincere gratitude to all of the employees of Kingsport 9-1-1 and congratulate them on a job well done.

Six of Kingsport 9-1-1’s Communications Specialists are additionally certified as Emergency Number Professionals (ENPs) by the National Emergency Number Association. The ENP program was established in 1994 as a way to establish a benchmark of performance for professionals in the 9-1-1 field. In order to be certified as an ENP, applicants must first meet eligibility requirements that include a combination of experience, education, and professional development in the 9-1-1 field. Candidates then must pass a rigorous examination that demonstrates a mastery of the comprehensive knowledge base required of emergency number program management.

Give Back for Earth Day with Bays Mountain

In partnership with Keep Kingsport Beautiful and its Clean Sweep Kingsport efforts, Bays Mountain Park invites you to begin celebrating Earth Day a few days early by joining park staff on April 19 for an Earth Day Clean-up.

Spending time outside cleaning up the environment and giving back to the community is the perfect way to celebrate this planet we call home. From 9:30 a.m. to 1:30 p.m., park staff invites interested participants to come help remove trash along some of the trails in order to keep the nature preserve as pristine as possible. Groups will perform clean-up activities on Lakeside (2.75 miles), Lake Road (4.4 miles), and Fire Tower Trail (a round trip hike of 2.88 miles).

Earth Day takes place each year on April 22 to “mark the anniversary of the birth of the modern environmental movement in 1970,” according to the Earth Day Network. It’s a day for people to show that they care about having a healthy and sustainable environment. The Earth Day Clean-up at Bays Mountain Park is a great way for park guests to help improve the environment they enjoy.

The Earth Day Clean-up is a great way for students to receive volunteer hours for school or scholarships.

If you’re interested in this volunteer opportunity, please pre-register by calling the Nature Center at (423)229-9447. Participants should plan to meet in front of the Nature Center at 9:30 a.m. Please bring drinking water, work gloves, and closed-toe shoes and dress for the weather.

SUBJECT: Man Wanted for Aggravated Animal Cruelty After Discovery of Dog Remains (Update)

GENERAL NARRATIVE
On April 2, 2019 at approximately 8:00 AM, Benjamin R. Vaness came to the Kingsport Justice Center and turned himself in to authorities on the outstanding warrant for 2 counts of Aggravated Animal Cruelty. He was processed in the Kingsport City Jail, and secured his release shortly thereafter after posting a $6,000 bond.

As previously released:

On March 30, 2019 at approximately 12:00 PM, Kingsport Police Patrol Officers responded to 1329 Cooks Valley Road in Kingsport, to check the welfare of the resident, after receiving a complaint from a concerned citizen that the front door had been ajar for about a week.

Upon arrival, the front door was found to be standing open as described, and the responding officers could smell a putrid odor emanating from inside. Upon entering the house to investigate the source of the odor, officers found the home to be in complete disarray.

In a back bedroom, behind a closed door, officers found the remains of what appeared to have been a dog. The skeleton of what appeared to have been a second dog was found in the backyard.

Officers were eventually able to reach the resident, Benjamin R. Vaness, by phone. He confirmed ownership of the residence and promised to clean it up. He told officers that there were no pets at his home, yet further investigation revealed additional information to the contrary.

Mr. Vaness agreed to contact and meet with the officers at his home the following day. On March 31, 2019, he called K.P.D. to arrange the requested meeting; however, when the officers arrived shortly thereafter, Mr. Vaness had already left and could not be reached again.

A warrant has been obtained, charging Mr. Vaness with 2 counts of Aggravated Animal Cruelty, a Class E felony. As of the time of issuance of this news release, he remains at large. SUBJECT: Detectives Attempting to Identify Debit Card Fraud Suspects

GENERAL NARRATIVE
On March 13, 2019 two suspects used a stolen debit card to make a fraudulent purchase at Walmart, located at 3200 Fort Henry Drive in Kingsport. The owner of the card believes he may have accidentally dropped the card during an earlier visit to a convenience store in the Rock Springs area.

The two suspects (one white male adult and one white female adult) were captured on store surveillance video during the Walmart transaction. On the morning of March 20, 2019 a commercial burglary was reported to the Kingsport Police Department. The incident occurred sometime during the previous night at Courier Express, located at 3313 East Stone Drive in Kingsport. The suspects stole some of the components of the security system as well as several unopened packages (contents yet to be determined).

Two suspects (one white female adult and one white male adult) were captured on surveillance video during the crime. A photo taken from that footage has been included with this release. SUBJECT: Kingsport Police Request Citizen Assistance with Locating Missing Person

GENERAL NARRATIVE
On March 26, 2019 Bobby T. Depriest was reported as a missing person to the Kingsport Police Department by his ex-wife. She advised that she last spoke with him by telephone in early January 2019 at which point he told her that he would call her in a couple of weeks. She has yet to hear from him and has become concerned.

Due to specific information relayed to investigating officers regarding Mr. Depriest’s personal history, there is cause to be concerned for his general health and welfare. He is a 41 year old white male adult, standing approximately 6 feet 1 inch in height and weighing roughly 160 pounds. A photograph is included with this release.

To report a non-emergency, please use the new ConnectKingsport app.


ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.
