On December 7, 2018 at approximately 2:30 PM, Kingsport Police Patrol Officers were dispatched to Interstate 81 near the Interstate 26 interchange in reference to a crash involving an overturned tractor-trailer. As of the time of issuance of this news release, southbound I-81 is completely blocked.

Motorists are strongly encouraged to avoid this area if at all possible, and seek an alternate route, so as to avoid unnecessary congestion and delays. Anyone already in the immediate area is asked to slow down, be patient, pay attention, an obey all traffic instructions.

GENERAL NARRATIVE
On December 5, 2018 as of approximately 1:30 PM, workers were in the process of removing road closure barricades and detour signage along Wilcox Drive. Normal traffic patterns should be resuming within the next few minutes.

As previously released:

On December 5, 2018 at approximately 4:00 AM, Kingsport Police Patrol Officers responded to a single vehicle crash with possible injury in the 1000 block of Wilcox Drive in Kingsport. The subsequent investigation, which included an independent witness account, determined the following:

A black 2001 Toyota Camry was northbound on Wilcox Drive when the driver and sole occupant, Molly E. Tinkham, apparently fell asleep at the wheel. The vehicle veered to the left across oncoming traffic lanes and struck a utility pole on the opposite side of the roadway. After striking the pole, her vehicle continued down an embankment before coming to a stop.

Ms. Tinkham was checked at the scene for possible injuries by Sullivan County E.M.S; however, she declined transport to a hospital for further treatment. She could not provide proof of insurance on her vehicle. She was cited for 1) Failure to Exercise Due Care and 2) Failure to Comply with Financial Responsibility (No Insurance).

The broken utility pole and downed utility lines stretched across Wilcox Drive necessitating a complete road closure from Meadowview Parkway to Jared Drive. Appropriate detours have been implemented. AEP is currently estimating that the road closure will likely remain in effect until at least mid-afternoon today.

Motorists should make every possible effort to avoid this area and seek an alternate route. Anyone already in the immediate area is asked to slow down, pay attention, be patient, and follow all traffic instructions.

An update will be issued when normal traffic patterns resume.

Kingsport’s Assistant City Manager, Ryan McReynolds, Named TCAPWA 2018 Leader of the Year

The City of Kingsport’s Assistant City Manager for Operations, Ryan McReynolds, recently received the 2018 Public Works Leader of the Year award by the Tennessee Chapter of the American Public Works Association (TCAPWA).

The Leader of the Year program honors excellence and dedication in public service by recognizing career service achievements of individual public works professionals and officials, from both the public and private sectors. As one of the most prestigious awards presented by the Tennessee chapter of the association, the Leader award is given to honor the public works professional’s career, in which he or she demonstrated excellence in public works, services and infrastructure in his or her community through advancement of public works services and technology.

McReynolds has been with the City of Kingsport for more than 14 years and has over 24 years of public works experience. His Civil Engineering degree, coupled with a Master of Business Administration, provides the citizens of Kingsport confidence that the city is moving services forward while maintaining the lowest cost structure. The departments that McReynolds ultimately oversees include drinking water treatment and distribution, wastewater treatment and collection, stormwater management, streets maintenance, sanitation collection, traffic management, fleet operations, property and building maintenance, transportation planning and the city’s engineering division.

“We are blessed to have such a wonderful team within Public Works,” explains McReynolds.

When pressed to describe the department’s success, he explains that combining Mayor and Aldermen support with the dedication and ownership of the city’s workforce provides the right recipe for success.

“Our board fully understands the expectations of the citizens evidenced by their financial commitment to the city’s infrastructure. Our employees are our neighbors and truly care about the future of Kingsport,” stated McReynolds.

The city has moved forward in many ways under the direction of McReynolds.

  • PaveKingsport: the city’s sustainable paving program that allows for every road to be paved in a 20-25 year cycle
  • Automated Garbage, Recycle & Leaf Collection: the conversion enhanced the service level while lowering the cost structure
  • Automated Water Meter Reading: provides a safer work environment while lowering the cost structure
  • Raw Water Tunnel: construction of the tunnel has provided a protected source of drinking water for the next century
  • Wastewater Treatment Plant Rebuild: ensures that we are protecting our citizens and environment

“Our employees understand that they have the privilege of running the city’s operations on a daily basis,” said McReynolds. “Not everyone has that privilege – not everyone can go home at night knowing that they produced water clean enough to mix with baby formula, that they cleaned the streets and removed the trash for their neighbors, or that they provided a safe passage through city traffic.”

On December 4, 2018, four Officers of the Kingsport Police Department were recognized for their emphasis on traffic safety over the previous year. At the annual Tennessee Highway Safety Office (T.H.S.O.) Awards Ceremony held in Greeneville, TN, the following K.P.D. Officers were presented with awards:

Officer Lucas Parker was presented with the Going Beyond the Traffic Stop Award, Officer Matt McGuire was presented with both the Traffic Safety Officer of the Year Award and the Drug Recognition Expert of the Year Award, Lieutenant Steve Summey was presented with the Speed Enforcement Award, and Officer Blake Good was presented with the Impaired Driving Enforcement Award.

The Kingsport Police Department would like to take this opportunity to recognize these officers for helping keep Kingsport’s roadways and citizens safe and to congratulate them on a job well done.

SUBJECT: Super 8 Motel Shooting Suspect in Custody

GENERAL NARRATIVE
On December 1, 2018, Mark A. Harold was arrested on an outstanding K.P.D. warrant for 1) Attempted Second Degree Murder, 2) Aggravated Assault, and 3) Felony Reckless Endangerment (2 counts). He was taken into custody by the Mount Carmel Police Department following a routine traffic stop.

Mr. Harold was transported to the Kingsport City Jail, but has since been transferred to the Sullivan County Jail in Blountville where he remains confined, pending arraignment, with no current eligibility for bond.

The Kingsport Police Department would like to thank the Mount Carmel Police Department for their diligence in his apprehension.

As previously released:

On November 11, 2018 at approximately 1:45 AM, Kingsport Police Patrol Officers and Detectives were dispatched to the Super 8 Motel, located at 700 Lynn Garden Drive in Kingsport, to investigate a shooting incident. Their resultant findings were as follows:

A family was traveling through Kingsport and stopped to stay at the Super 8 Motel for the night. The husband and wife heard a disturbance outside of their room and stepped out to investigate. They observed a group of individuals in a breezeway and what they described as a black male suspect beating a female victim.

When the husband attempted to intervene, a second black male suspect produced a handgun. As the husband retreated, the suspect fired multiple shots, striking him no less than three times in the back. The husband fell and crawled back into his motel room, and his wife called 911.

Sullivan County EMS responded and transported him to an area hospital for emergency medical treatment. The subsequent diagnosis by hospital personnel was that fortunately, none of the gunshot wounds appeared life-threatening. He was ultimately treated and released.

After extensive investigation by the K.P.D. Criminal Investigations Division, the suspect who fired the shots was positively identified as Mark A. Harold. Detectives have since obtained a warrant for his arrest, charging him with 1) Attempted Second Degree Murder, 2) Aggravated Assault, and 3) Felony Reckless Endangerment (2 counts).

As of the time of issuance of this news release, Mr. Harold remains wanted and at large. Based on information obtained during the investigation, he should be considered armed and dangerous. Anyone who knows his current whereabouts is asked to promptly call the Kingsport Police Department at 423-246-9111.

A Polar Plunge at the Aquatic Center

The Kingsport Aquatic Center is happy to invite you to Santa’s South Pole Swim.

On Saturday, December 8, from 6 to 8 p.m., bring your kids for a holiday pool party at KAC’s indoor facilities. Don’t worry—the water’s warmer than the Antarctic Ocean. In addition to regular pool time fun, guests can join in the reindeer games, paddle board with the elves, and learn how to sled in the water.

All pre-registered kids under 12 will also be able to decorate a stocking to take home, provided by the KAC. Extra stockings will be available on a first-come first-serve basis, so the KAC strongly recommends pre-registering for the event to ensure your child gets to decorate a stocking.

Stocking decoration is reserved for children aged 12 and under, but all are welcome to swim. Pre-registration costs $5 per ticket. All day-of swimmer tickets will cost $5, and all spectator tickets are $2. Again, pre-registration is recommended to guarantee a stocking.

ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.

You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!
