SUBJECT:  KPD Investigation Shooting On Bowater Drive (Update)

DATE:  January 31st, 2024 

CASE #: 24-001543

GENERAL NARRATIVE

Update: A 14-year-old male is in custody in connection with the incident that left another 14-year-old male dead from what appeared to be a gunshot wound.  The male, who’s name will not be released at this time, was charged with criminally negligent homicide (TCA 39-13-212) and handgun possession by a juvenile (TCA 39-17-1319). This is still an active and ongoing investigation and is a priority for the Kingsport Police Department.

 

As previously released: The scene is now secured. This appears to be an isolated incident, and there is currently no reason to believe that there is any danger to the public.

As a result of this incident, one juvenile male is deceased from an apparent gunshot wound.

 

The associated investigation by the K.P.D. Criminal Investigations Division is still in its infancy and remains active and ongoing. The deceased’s information will not be released due to his age.

 

The decedent was a student of Dobyns Bennett High School. The Kingsport Police Department and Kingsport City Schools have been coordinating and have mobilized counselors who will be at Dobyns Bennett High School, starting on January 31 to support students and staff.

 

Further details will be shared as they become available, but only at an appropriate point in the investigation.

Time to Make a Difference in your Hometown

Volunteering is the act of freely giving your time and labor for the betterment of others. You gain a sense of pride and purpose when you volunteer, it can make a difference in other people’s lives, and it strengthens the bonds between you and your community.

If you wish to make a difference, the City of Kingsport is interested in hearing from you. The city is now looking for volunteers to serve on various boards and commissions to help make Kingsport an even greater place to live, work and raise a family.

Kingsport has nearly two dozen boards and commissions, including ones for historic zoning, higher education, Bays Mountain Park, Petworks Animal Services, the Kingsport Senior Center and the Kingsport Public Library.

Completing the survey does not guarantee an appointment. However, the city loves hearing from citizens and strives to help them find a board or commission that matches their skills and interests.

Schedule changes at the Kingsport Aquatic Center

City News

The Kingsport Aquatic Center will have schedule changes for its indoor pools this week due to a collegiate swim meet taking place within the facility.

The schedule changes are as follows:

  • January 31: The competition pool will be closed from 12 p.m. to 5 p.m.
  • February 1-2: The competition pool and warm water pool will be open from 6 a.m. to 7 a.m.
  • February 1-3: The competition pool will be open from 12:30 p.m. to 2:30 p.m. (lap swimming only).

Registration opens for the Tennessee Naturalist Program

Registration for the Tennessee Naturalist Program at Bays Mountain Park is now open. Anyone who is interested in learning more about Tennessee’s natural history and how to better maintain it, is encouraged to participate in this 10-week program.

The Tennessee Naturalist Program is an education training course designed to introduce the natural history of Tennessee to interested adults. Graduates join a critical corps of Tennessee Naturalist volunteers providing education, outreach and service dedicated to the appreciation, understanding and management of natural resources and natural areas within their communities.

Bays Mountain Park has participated in the program since 2015 and has seen dozens of residents complete this educational journey.

“The purpose of the program is to teach Tennesseans about our natural world, to inspire a desire to learn more and instill an appreciation of responsible, environmental stewardship,” said Park Ranger Krystal Haney. “If you have an interest in nature and want to be better educated on our natural world, we hope you’ll join us this spring.”

To become a Tennessee Naturalist, participants must complete a minimum of 40 hours instruction through a TNP training course and perform a minimum of 40 hours of volunteer service.

After training, Tennessee Naturalists may participate in many different types of volunteer activities, including helping a nature outreach program at a park, museum, nature center or school, assisting the collection of scientific data for a bird census, water quality assessment or rare plant monitoring, and working with trail maintenance or habitat restoration projects.

The cost of the program is $350 per person, which includes all classes and class material, hand lens and field notebook. To register, please visit www.tnnaturalist.org/register. Proceeds from the program benefit the Tennessee Naturalist Program and the Bays Mountain Park Association.

Attire and footwear should be appropriate for hiking and outdoor activities. The first two hours of each class are held indoors, while the last two hours are held outside (weather depending).

  • March 8th (4 p.m. to 8 p.m.): Ecology and Geology: Foundation and Context
  • March 15th (4 p.m. to 8 p.m.): Tennessee Mammals: Creatures of Habitat
  • March 22nd (5 p.m. to 9 p.m.): Nocturnal Naturalist: Tennessee at Night
  • April 5th (4 p.m. to 8 p.m.): The World of Invertebrates: Pollinators, Predators, and Pests
  • April 12th (4 p.m. to 8 p.m.): Tennessee Forests: Seeing the Forest and the Trees
  • April 19th (9 a.m. to 1 p.m.): Birds of Tennessee: Feathered Fauna
  • April 26th (4 p.m. to 8 p.m.): Tennessee Reptiles and Amphibians: Scutes, Scales, and Skin
  • May 3rd (4 p.m. to 8 p.m.): Forbs, Ferns, Mosses, and More: Herbaceous Plants and Fungi of Tennessee
  • May 17thth (4 p.m. to 8 p.m.): Tennessee’s Living Waters: Rivers, Wetlands, and Watersheds

Kingsport celebrates “Take your Child to the Library” Day

This Saturday (February 3rd) is Take your Child to the Library Day – a day to remind parents about the importance of public libraries, the services and programs they offer and to provide the perfect opportunity to get your child their first library card.

The Kingsport Public Library is participating in this annual event by offering a scavenger hunt and a craft all day long, as well as a selfie spot for your family to take pictures and post on social media.

“If you’ve not brought your child to the library in a while or have never been here, this Saturday is the perfect chance to visit the Kingsport Public Library,” said Assistant Library Manager Casey Applebaum. “You might be surprised by everything we have to offer.”

Take Your Child to the Library Day was founded in 2011 at the Waterford Public Library in Connecticut by retired librarian Nadine Lipman, librarian Caitlin Augusta and author Nancy Elizabeth Wallace. Since its launch, Take Your Child to the Library Day has been celebrated across the United States and around the world, serving nearly 49 million people.

The annual celebration is the perfect opportunity to visit your local library, especially if you’ve not been by in a while. You can also get a library card, tour the children’s area and explore all the programs, activities and events held every week within the library.

Kingsport is launching a new Customer Information System (CIS) at the end of April. The current system will enter maintenance mode, and services – such as account changes and taking payments – will be temporarily unavailable after 5 p.m. on April 23 through 8 a.m. on April 27.

Note – payment due dates that fall within this downtime have been changed to April 28.

Report Non-Emergency

To report a non-emergency, please use the new ConnectKingsport app.


ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.

You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!
