SUBJECT: | Kingsport Police Investigating Shooting Incident at Meadowview Convention Center (Update #3) | ||

GENERAL NARRATIVE | |||
On June 23, 2019, shortly before midnight, Matthew Phillips was taken into custody as a result of a traffic stop near the intersection of Highway 11W and Silver Lake Road in Hawkins County, TN. He was promptly turned over to the Kingsport Police Department and transported to the Kingsport City Jail, where he remains confined in lieu of a $500,000 bond.
The Kingsport Police Department would like to thank the Hawkins County Sheriff’s Office for their diligence and assistance in the apprehension of Mr. Phillips on the outstanding warrant. As this incident still remains under active criminal investigation, and in the interest of a successful future prosecution, no further information can nor will be released at this time. As previously released: On June 9, 2019 as of approximately 9:30 AM, the following is the current status of the investigation into the shooting incident at Meadowview Conference Resort and Convention Center: The incident has been determined to have been initiated by a robbery attempt that occurred inside the hotel portion of the facility. It was not a random act of violence. It was a drug related crime with specific people being targeted accordingly. The previously mentioned victim has been treated and released for a non-life threatening gunshot wound. Three suspects have been officially charged with the following: Matthew Phillips 1) Aggravated Robbery 2) Aggravated Kidnapping 3) Attempted Second Degree Murder Deonte Bristol 1) Aggravated Robbery 2) Aggravated Kidnapping 3) Attempted Aggravated Robbery 4) Accessory After the Fact to (Attempted) Second Degree Murder Brittany Stafford 1) Accessory After the Fact to (Attempted) Second Degree Murder Mr. Bristol and Ms. Stafford have both been arrested and remain housed in the Kingsport City Jail pending arraignment. Mr. Phillips remains wanted and at large and should be considered armed and dangerous. Anyone who knows his current whereabouts or who may have any additional information which could assist with this investigation is asked to contact Detectives in the K.P.D. Criminal Investigations Division at 423-229-9429 or call Kingsport Central Dispatch at 423-246-9111. Alternatively, if an individual who is able to supply information related to this or any other case wishes not to be identified, tips can be submitted anonymously via online “Citizen Feedback” forms available at the following link: https://www.kingsporttn.gov/city-services/police-department/contact-us As this remains an active criminal investigation, and in the interest of a successful future prosecution, no further information can nor will be released at this time. As previously released: On June 8, 2019 as of approximately 10:30 PM, Meadowview Conference Resort and Convention Center is believed to have been rendered safe and has resumed normal business routines. With the exception of one hallway where the aforementioned incident took place, the facility is back open. Having said that, people are still being asked to stay away from the facility unless they have a specific need to be there, as an active criminal investigation is still underway. No further details are available for release at this time. Additional information will be released as it becomes available and at the appropriate point in that investigation. As previously released: On June 8, 2019 at approximately 7:30 PM the Kingsport Police Department was notified of a shooting incident at Meadowview Conference Resort and Convention Center, located at 1901 Meadowview Parkway in Kingsport. The preliminary investigation has revealed the following: 1) A criminal incident has transpired which has resulted in at least one gunshot being fired and at least one victim being struck by gunfire. 2) That victim has been transported to an area healthcare facility for medical treatment. 3) The suspect is still at large, but is believed to have already left the scene. 4) There is currently still a strong police presence at the facility. Anyone not at the facility is asked to please stay away to allow the police to investigate the incident without interference. Anyone at the facility is instructed to please specifically follow all instructions from the police and hotel staff to the letter. The K.P.D. Criminal Investigations Division is in the preliminary stages of their investigation into the incident. No further details are available for release at this time. Additional information will be released as it becomes available and at the appropriate point in that investigation. |

On June 19, 2019 at approximately 8:00 PM, Jenna S. White was reported as a missing juvenile to the Kingsport Police Department. While foul play is not suspected, all leads have been exhausted, and due to her minor age, Detectives are requesting citizen input in locating her.
Jenna is a 16 year old white female juvenile with blond hair and brown eyes. She is approximately 5 feet 4 inches tall and weighs roughly 169 pounds. She was last known to be wearing a white t-shirt, royal blue sweatpants, and pink socks. Anyone who sees her or who may know her current whereabouts is asked to contact the K.P.D. Construction will begin on the expansion to the Kingsport Aquatic Center this Monday, June 24.
The expansion, which includes a new outdoor pool, shaded pavilion, additional restrooms and more, will be built by BurWil Construction Company and should be complete before the summer 2020 season.
The Kingsport Aquatic Center has worked closely with Burwil to ensure the safety and convenience of all guests as construction gets underway this summer. That said, the KAC asks its guests to please be safety conscious and wear shoes when walking from cars to the indoor or outdoor pools.
As a reminder, overflow parking is available at MeadowView if it’s needed. Construction will not affect handicap parking. Please visit swimkingsport.com and the KAC’s social media regularly to stay on top of any construction updates.

The Kingsport Aquatic Center will begin construction on a new outdoor pool this year.
The City of Kingsport Board of Mayor and Alderman approved the design and construction at its February 5 business meeting. The pool comes as part of a larger expansion, which includes a shaded pavilion outside, additional outdoor restrooms, an administrative area, and other amenities.
“We’re really excited about this project,” said [then Community Services Business Manager, current City Recorder/CFO] Sid Cox. “This is something our customers have requested, and we expect people to really enjoy it. It’s going to make the overall facility more attractive and more adaptable beyond just swimming.”
The new outdoor pool is will cater to adults and teens. With a 180-person capacity and a four to five foot depth, it’s designed for multipurpose use. The pool will include three 25-yard lanes for outdoor lap swimming, a circular social area with hydrotherapy jets, a seated bench area for outdoor water aerobics classes, and an area for water basketball and volleyball. Around the pool, there will be room for additional seating of up to 60 lounge chairs.
The new pavilion will provide shaded seating at 16 picnic tables for waterpark guests to enjoy their lunch, or simply get out of the sun for a while. It will attach to the existing roof of the outdoor lifeguard office/gate area. This building expansion will include a new walk-in freezer for the Oasis concession stand, as well as three family changing restrooms.
An extension from the Aquatic Center’s Legion Room toward the parking lot will provide a centralized office space for operational, programming and support staff.
The Kingsport Aquatic Center first opened in 2013 and committed to the mission of providing year-round swim programming for all ages and abilities. This new expansion will help the Aquatic Center better cater to its existing customers and new ones alike.
Lose & Associates, Inc., the company that designed the Kingsport Aquatic Center facility, provided design services for this expansion. The BMA awarded the project bid to BurWil Construction Company in the amount of $2.04 million. As part of the bid, BurWil Construction will clearly mark the designated construction area to ensure that guests visiting the Aquatic Center or YMCA will stay safe despite the project.
The Aquatic Center expects to complete this expansion in time for its 2020 summer season.
