SUBJECT: Kingsport Police Investigating Serious Collision Between Car and Motorcycle

GENERAL NARRATIVE
On June 14, 2019 at approximately 1:45 PM certified Crash Reconstructionists with the Kingsport Police Department Traffic Unit investigated a motor vehicle collision between a car and a motorcycle on Memorial Boulevard at the intersection with Conway Drive in Kingsport. Their findings thus far are as follows:

A red 2010 Harley-Davidson motorcycle, operated by Donnie L. Brown, and also ridden by additional passenger, Matonya G. Brown (both of Kingsport), was eastbound on Memorial Boulevard approaching the intersection with Conway Drive.

Meanwhile, a white 2012 Chevrolet Impala 4-door sedan, driven by Harold S. Jones (also of Kingsport), was northbound on Conway Drive approaching the same intersection. Mr. Jones failed to yield the right-of-way and pulled his vehicle into the path of the motorcycle.

The motorcycle struck the driver’s side of the Chevrolet, resulting in both riders being thrown from the motorcycle. Mr. and Mrs. Brown sustained serious, life-threatening injuries and were transported by Sullivan County E.M.S. to an area hospital for emergency medical treatment. As of the time of issuance of this news release, they both remain hospitalized in critical condition.

Mr. Jones was not injured in the crash. This collision remains under open and active investigation by the K.P.D. Traffic Unit with charges pending. As such, no additional information can or will be released at this time.

GENERAL NARRATIVE
Ioan T. Mociran was located safe and sound earlier today, June 14, 2019. As such, he has been removed from the N.C.I.C. database and is no longer considered missing or endangered.

As previously released:

On the afternoon of June 13, 2019, Ioan T. Mociran was reported as a missing person to the Kingsport Police Department by a family member. He was last seen earlier this date near the intersection of East Center and Myrtle Streets in Kingsport.

Due to past and present information relayed to K.P.D. by multiple sources, there is legitimate cause to be concerned for his health and well-being. He has been entered into the N.C.I.C. database as a missing and endangered person accordingly.

Mr. Mociran is a 37 year old white male adult with brown hair and brown eyes. He stands approximately 6 feet tall and weighs roughly 230 pounds. He was last known to be wearing a black t-shirt.

Anyone who sees him, knows his current whereabouts, or who may have any additional information which could assist with this investigation is asked to contact Detectives in the K.P.D. Criminal Investigations Division at 423-229-9429 or call Kingsport Central Dispatch at 423-246-9111.

2nd Annual Storm Drain Art Contest Kicks Off

Are you a local artist with a passion for keeping the environment clean and healthy? Or are you a casual painter that loves animals? The City of Kingsport Stormwater Department, with the help of the Office of Cultural Arts and Engage Kingsport, is seeking local artists and creative minds to paint five storm drains in local neighborhoods to raise awareness about the importance of protecting our rivers, stream habitat, and aquatic wildlife.

To enter the contest:

  • Send a color sketch of your proposed artwork around a storm drain.
  • Artwork may include the street, sidewalk or both.
  • Text is encouraged to convey the educational stormwater message.
  • Be sure to include your name, phone and email.

The deadline to submit entries is August 1. The winners will be selected by August 16. The five winning artists will receive $100 and their chance to leave their artistic talents on the streets of local Kingsport neighborhoods.

Sponsors for this contest are all local businesses and include Bishop & Company, Bank of Tennessee, Kingsport Imaging, VIPSeen and Now or Never Tattoo Gallery.

The artists will each receive one quart of red, yellow, blue, white and black. Artists will start painting the first week of September. For complete rules and guidelines, please click here.

“The response we got last year from the downtown drain artwork was very positive,” said Amanda McMullen, stormwater quality control technician for Kingsport Public Works. “This year, we want to bring the art to the people by painting drains in various neighborhoods.”

What is Stormwater?

As Kingsport grew, the ground became covered with asphalt, concrete and buildings. Without realizing it, an important part of the water cycle was disturbed. Instead of rain naturally filtering into the ground, it flows over roofs, driveways and streets as stormwater. Stormwater can pick up pollutants and transport them into local waterways via the storm drain system. Pollutants include everyday items like pesticides or fertilizers in our yards, oil in our cars, and even soap. When introduced into the waterway, pollutants have a harmful effect on aquatic life and the health of our rivers.

GENERAL NARRATIVE
On June 9, 2019 as of approximately 9:30 AM, the following is the current status of the investigation into the shooting incident at Meadowview Conference Resort and Convention Center:

The incident has been determined to have been initiated by a robbery attempt that occurred inside the hotel portion of the facility. It was not a random act of violence. It was a drug related crime with specific people being targeted accordingly.

The previously mentioned victim has been treated and released for a non-life threatening gunshot wound.

Three suspects have been officially charged with the following:

Matthew Phillips

1) Aggravated Robbery

2) Aggravated Kidnapping

3) Attempted Second Degree Murder

Deonte Bristol

1) Aggravated Robbery

2) Aggravated Kidnapping

3) Attempted Aggravated Robbery

4) Accessory After the Fact to (Attempted) Second Degree Murder

Brittany Stafford

1) Accessory After the Fact to (Attempted) Second Degree Murder

Mr. Bristol and Ms. Stafford have both been arrested and remain housed in the Kingsport City Jail pending arraignment.

Mr. Phillips remains wanted and at large and should be considered armed and dangerous.

Kingsport Farmers Market Kicks Off Evening at the Market

The Kingsport Farmers Market is partnering with Visit Kingsport and the Downtown Kingsport Association on a brand new farmers market experience: the Evening at the Market series.

On the second Thursday of each month, June through September, visit the Kingsport Farmers Market at 308 Clinchfield Street for an exciting night. Shop from the farmers market vendors you know and love, visit food vendors for some dinner, then grab a craft beer before the live bluegrass concert outside.

“We are so excited to bring this new experience to downtown Kingsport,” said Kristie Leonard, the city’s Community Services Program Administrator and market manager. “Everyone in the region is welcome to come enjoy a laidback atmosphere and visit with your neighbors.”

Evening at the Market lasts from 5:30 to 8:30 p.m. The market is open for the entire evening, and the concert kicks off at 6. Carousel Park is right next door, and the Kingsport Carousel will be open for rides. Bring the family and stay a while at Evening at the Market!

For our June 13 kick-off night, come support Kingsport in the tie-breaking battle for the Best Long Island Ice Tea. KATS is excited and proud to announce that Phase 1 of the new transit facility is now complete! This center will improve and support growth, accessibility and safety within the community as well as enhancing the eastside gateway appearance to the city. The opening of a new transit facility is a once in a lifetime event and we are excited to be a part of Kingsport’s growth and expansion.

“We have a come a long way to reach this major milestone,” said Assistant City Manager Chris McCartt. “When I came to the City in 1997, I remember attending meetings at Kingsport Tomorrow where we would strategize how to market this service. One of those strategies included neighborhood visits where we would literally go door-to-door delivering information regarding our service. During those early days, you wondered if the service would survive from one year to the next, look at us now. Individuals such as former Mayor Jeanette Blazier, Gary Taylor and Bill Albright are to be commended. Without their tireless dedication, we probably wouldn’t be where we are today.”

KATS is very pleased to invite you to their new transit facility at 900 East Main Street on Friday, June 14 for their grand opening and ribbon cutting ceremony.

Kingsport is launching a new Customer Information System (CIS) at the end of April. The current system will enter maintenance mode, and services – such as account changes and taking payments – will be temporarily unavailable after 5 p.m. on April 23 through 8 a.m. on April 27.

Note – payment due dates that fall within this downtime have been changed to April 28.

Report Non-Emergency

To report a non-emergency, please use the new ConnectKingsport app.


ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.

You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!
