GENERAL NARRATIVE | |||
On May 15, 2019 at approximately 8:30 PM, Mahala J. Norris was located safe and sound and subsequently should no longer be considered a missing juvenile.
As previously released: On the morning of May 14, 2019 a juvenile, Mahala J. Norris, was reported as a missing person to the Kingsport Police Department by her grandfather/guardian. Mahala was last seen at the Eastman Recreation Area, located at 406 Bays Mountain Park in Kingsport. Based upon the investigation thus far, foul play is not suspected; however, based upon her minor age and her personal history, there is reason to be concerned for her safety and welfare. Mahala is a 13 year old white female juvenile with brown hair and brown eyes. She is approximately 5 feet 5 inches tall and weighs roughly 130 pounds. She was last seen wearing blue jean shorts, a white crop top shirt, and black sandals. Two photos of Mahala are included with this release. Anyone who sees her or who may know her current whereabouts is asked to contact the K.P.D. Criminal Investigations Division at 423-229-9429 or call Kingsport Central Dispatch at 423-246-9111. The week of May 19 through May 25 is National Public Works Week as declared by the American Public Works Association. Kingsport Public Works professionals will be on hand on Friday, May 24, for the popular Public Works Day event.
Public Works professionals are, in short, the people who maintain and improve the systems and services vital to a community’s health, safety and comfort. At the event, Public Works experts will demonstrate the work of those who plan, manage, and maintain the city’s essential infrastructure, including water, sewer, solid waste collection, maintenance of public buildings and transportation networks.
“We have an extraordinary group of employees who are dedicated to serving the taxpayers of Kingsport,” said Public Works Director Ryan McReynolds. “We appreciate the community taking a few minutes out of their day to visit with us at the Farmers Market Pavilion. It’s a great opportunity for us to personally explain the many of services offered by the city.”
The event is from 10:00 a.m. to 2:00 p.m. at the Farmers Market Pavilion, with equipment displays, kid-friendly activities and other information as well as several presentations explaining essential daily operations. Lunch will also be provided.

Kids to Parks Day—that’s every day, right? Of course, but this year Bays Mountain Park is celebrating the official Kids to Parks Day on May 18.
Kids to Parks Day, launched in 2011, is a nationwide celebration of the great outdoors. It’s designed to connect kids and families with their local, state and national parks public lands. By discovering and exploring public lands, kids across the country can learn about stewardship and enjoy outdoor recreation. Teaching our kids to appreciate and enjoy public lands is a great way to foster future outdoor enthusiasts and create the next generation of park stewards and caretakers of these important places.
Visit Bays Mountain Park on May 18, 2019 from 11 a.m. to 5 p.m. for some great, kid-friendly activities. There will be interactive tables throughout the animal habitats marked with bright balloons from 11 a.m. to 3 p.m. These tables will focus on many different topics: Bird Calls, Snakes, Frogs and Turtles, Beekeeping Life and more.
The park will also provide “Nature Neighbors – Spiders,” a program catered to children, in the Discovery Theater at 1 p.m. This program is $3 per person for non-members, and tickets will be available at the Nature Center shop on Kids to Parks Day.

Reminder: The Law Enforcement Memorial Service is today, May 13, 2019 at 4:00 PM at the Kingsport Police Department Law Enforcement Memorial and Eternal Flame, located on the corner of West Market and Clay Streets in Downtown Kingsport.
Please join us as we remember and honor our local fallen officers, as well as all fallen officers throughout the nation. As previously released: In 1962, President John F. Kennedy proclaimed May 15th as National Peace Officers Memorial Day and the calendar week in which May 15th falls, as National Police Week. Established by a joint resolution of Congress in 1962, National Police Week pays special recognition to those law enforcement officers who have lost their lives in the line of duty for the safety and protection of others. This year, National Police Week will take place from May 13 through 19, 2019. Traditionally, the local Fraternal Order of Police (F.O.P.) Burgess-Mills Lodge #11 conducts a Law Enforcement Memorial Service at the Kingsport Justice Center during National Police Week. The service this year will be held this coming Monday, May 13, 2019 at 4:00 PM at the Kingsport Police Department Law Enforcement Memorial and Eternal Flame, located on the corner of West Market and Clay Streets in Downtown Kingsport. As always, the department extends an open invitation to anyone who would like to join us as we remember and honor our local fallen officers, as well as all fallen officers throughout the nation. Bobby L. Russell, Sullivan County Circuit Court Clerk, will serve as the keynote speaker. Mr. Russell recently retired from an extensive 32-year law enforcement career with the Sullivan County Sheriff’s Office and is a longtime member, unwavering supporter, and multi-term past president of the local chapter of the Fraternal Order of Police. The local Fraternal Order of Police (F.O.P.) Burgess-Mills Lodge #11 is named in honor of two of the Kingsport Police Department’s Fallen Officers, Patrolman Ira H. Burgess and Patrolman John E. Mills, who were tragically shot and killed in the line of duty in 1950 and 1940 respectively.
