SUBJECT: | K.P.D. Detectives Investigating Discovery of Deceased Person in Holston River (Update) | ||

GENERAL NARRATIVE | |||
As of May 22, 2019, the decedent in this investigation has been positively identified by the medical examiner as John R. Stair, 40 years of age, of Church Hill, TN. The cause and circumstances of his death remain part of an active and ongoing investigation by the K.P.D. Criminal Investigations Division. As such, no further details can or will be released at this time. Additional information will be released as it becomes available at the appropriate point in the investigation.

Alternatively, if an individual who is able to supply information related to this or any other case wishes not to be identified, tips can be submitted anonymously via online “Citizen Feedback” forms available at the following link: https://www.kingsporttn.gov/city-services/police-department/contact-us As previously released: On May 18, 2019 at approximately 6:15 PM, the Kingsport Police Department was alerted by a fisherman to the discovery of a deceased person in a stretch of the Holston River adjacent to the Ridgefields subdivision of Kingsport. K.P.D. Patrol Officers and Detectives responded, and with assistance from the Kingsport Fire Department and the Kingsport Life Saving Crew, the individual’s body was recovered and removed from the river. Based upon the preliminary investigation, the person appears to have been an adult male. The decedent has been sent to the E.T.S.U. Quillen College of Medicine for autopsy by the medical examiner to attempt to positively identify him and determine cause of death. This remains an active and ongoing investigation by the K.P.D. Criminal Investigations Division. As such, no further details can or will be released at this time. Additional information will be released as it becomes available at the appropriate point in the investigation. |

SUBJECT: | K.P.D. Increasing Seat Belt Enforcement During National “Click It or Ticket” Mobilization | ||

As summer kicks off and families hit the road for vacation, the Kingsport Police Department is partnering with the Tennessee Highway Safety Office (THSO) to remind motorists to “Click It or Ticket.” From May 20 to June 2, participating agencies across the state will increase seat belt enforcement as part of the National Highway Traffic Safety Administration’s (NHTSA) nationwide mobilization.
Buckling up is such a simple task that can keep you and your family safe in the car. But it’s more than that. Buckling up is the law. Law enforcement officers see the consequences of not buckling up. They see the loss of life. Often, it could have been prevented with the simple click of a seat belt. This should be automatic. According to Tennessee’s Integrated Traffic Analysis Network (TITAN), 299 people killed in Tennessee traffic crashes last year were not wearing a seat belt. This represents approximately 29 percent of the state’s total traffic fatalities in 2018. According to NHTSA, in 2017, there were 10,076 unbuckled passenger vehicle occupants killed in crashes in the United States. In that same year, 55 percent of passenger vehicle occupants killed at night (6:00 PM – 6:00 AM) were not wearing their seat belts. That’s why one focus of the “Click It or Ticket” campaign is nighttime enforcement. Participating law enforcement agencies will be taking a no-excuses approach to seat belt law enforcement, writing citations during not just the daytime hours, but also during the nighttime hours.
