Storm Drain Art Contest Winners

The winning storm drain art entries have been chosen! After receiving a dozen entries, the Stormwater Department has selected five winners.

“I would like to thank everyone who entered the contest,” said Amanda McMullen, stormwater quality control technician for Kingsport Public Works. “What I like most about this project is the use of art to educate the public about environmental concerns.”

Each of the winners will receive $100 and paint for their design. The artists will begin painting the first week of September, with the designs being completed by the end of September. To follow along with the progress of the storm drain art and to meet the artists, check out and like the Kingsport Public Works Facebook page. The public is encouraged to take a walk downtown when the artists are working and ask questions and snap their own photos of their favorite drain in progress.

Sponsors for this contest are all local businesses and include Bank of Tennessee, Kingsport Imaging and Now or Never Tattoo Gallery.

What is Stormwater?

As Kingsport grew, the ground became covered with asphalt, concrete and buildings. Without realizing it, an important part of the water cycle was disturbed. Instead of rain naturally filtering into the ground, it flows over roofs, driveways and streets as stormwater. Stormwater can pick up pollutants and transport them into local waterways via the storm drain system. Pollutants include everyday items like pesticides or fertilizers in our yards, oil in our cars, and even soap. When introduced into the waterway, pollutants have a harmful effect on aquatic life and the health of our rivers.

35th Annual StarFest at Bays Mountain Park

Expect beautiful fall colors, cooler weather and lots of astronomy fun for the astronomical convention/star party that is the 35th Annual StarFest. Hosted by the Bays Mountain Astronomy Club (BMAC) and the staff of Bays Mountain Park, StarFest is three days and two nights of astronomical heaven situated in the heart of the Appalachians!

StarFest is being held on October 12th – 14th, and the theme of this year’s event is “Celebrating 200 Years of American Women in Astronomy.” Noted American astronomer, Maria Mitchell was born 200 years ago this year, 2018. Our celebration though, has more to do with women in astronomy today. What better way to celebrate 200 years of women in astronomy than by having all of our keynote speakers be women in astronomy!

This year includes four distinctive keynote speakers, five great meals, door prizes, the ever popular swap shop, solar viewing, night-time observing (both private on Friday and with the public on Saturday, so bring your favorite scope) and the exceptional planetarium will be open.

In addition to all of the StarFest activities, there are public programs and activities available at the park, such as the wildlife exhibits, planetarium shows, barge rides and plenty of trails to explore.

A unique facet of StarFest is a commemorative T-shirt with one-of-a-kind artwork that is included with each registration. Cassy Rose, from the Park’s exhibits staff, has created a special design to represent this year’s theme.

The StarFest ticket price of $155/person includes everything: access to all speakers, all activities, five meals, free access to the Park’s public programming, the opportunity to sleep/camp on Park grounds at no additional cost and a unique, commemorative T-shirt with custom artwork. SUBJECT: Detectives Seeking Identity of Suspect in Indecent Exposure Investigation

GENERAL NARRATIVE
On July 31, 2018 at approximately 2:00 PM, two female employees of Walmart, located at 2500 West Stone Drive in Kingsport, had temporarily closed and barricaded off the public men’s restroom at the front of the store for cleaning. While they were in the restroom cleaning, a white male suspect deliberately moved the barricade and entered the closed restroom.

As soon as he entered, the ladies told the man that the restroom was temporarily closed for cleaning, and politely asked him to either wait outside a moment until they finished or use an alternate men’s room located at the rear of the store.

The man ignored their request and proceeded to the urinal. While standing at the urinal, the man turned and faced the ladies and deliberately exposed his genitals to them. He then turned back to face the urinal, used the restroom, and eventually left the store.

GENERAL NARRATIVE
On July 21, 2018 at approximately 5:00 PM, Kingsport Police Patrol Officers were called to Dollar General, located at 1649 East Stone Drive in Kingsport. An employee reported that she had left a cash drawer from a register in a locked manager’s office while she conducted other business. When she returned to the office to count the contents of the drawer, she discovered that the money from the drawer had been stolen.

A review of store surveillance video revealed footage of a white male suspect unlawfully entering the office, stealing the money, and exiting the store. The first two photos included with this release (when viewed from left to right) show the suspect in question.

Three weeks later, on August 12, 2018 at approximately 9:30 AM, Kingsport Police Patrol Officers were called to a different Dollar General, located at 1197 North Eastman Road in Kingsport. An employee reported a similar incident of a white male suspect unlawfully entering a locked manager’s office.

In this second incident, an employee saw the suspect enter the office and confronted him. He then fled the scene before he could take anything from the office. A review of surveillance video netted the last two photos included with this release (when viewed from left to right) of the suspect in question.

When comparing the method of operation and the strikingly similar photos of the suspect(s) in both cases, and adding the fact that both locations were Dollar Generals, K.P.D. Detectives strongly suspect that they are dealing with the same suspect in both crimes.

Special Beth Snapp New Music Release Concert

Presented in conjunction with Kingsport Office of Cultural Arts, Beth Snapp and NewSong Music proudly present the official extended play record (EP) release and concert for Don’t Apologize. Set for Friday, August 31st, at the Renaissance Theatre, the concert will start at 7:00 p.m.

Beth Snapp’s new EP, tellingly titled, Don’t Apologize, is comprised of a set of songs that run through a gamut of emotions, doing so with both vibrancy and vulnerability.

“To me, this EP is a continuation of a journey. My second project was largely an account of just coming out of a storm. I had survived, I knew things were going to get better, but there was some healing and processing to be done. As time passed, and I did the work to heal, I emerged into a new place. I realized that surviving the storm wasn’t enough. I realized I was put on this Earth to do more than survive.”

A collection of soothing and supple melodies, underscored by a bracing backing band, it offers astute observations about the challenges, expectations and ability to overcome obstacles — either self-imposed or those that result from outside interference. It’s a personal tale gleaned from lessons learned, from a need to face those realities and cope with them accordingly. Snapp delivers these songs with clarity and conviction, sharing universal truths that can resonate with us all.

Produced and mixed by Gar Ragland, engineered by Julian Dreyer and recorded at Echo Mountain Recording Studios in Asheville, North Carolina, Don’t Apologize features a stunning array of guest contributors, including celebrated cello player and pianist Dave Eggar, guitarist Phil Faconti, Black Lillies front man Cruz Contreras and her band mates Jason Crawford (banjo, Mandolin), Jay Farmer (upright bass), Kevin Jackson (fiddle), and Justin Short (drums).

“I wrote a collection of songs to remind me, but also those around me, that it is perfectly acceptable to not apologize for loving yourself as the imperfectly perfect soul that you are,” Snapp says. “It is acceptable — no, imperative — to be proud of yourself and what you’ve worked for. It is important to not be ashamed for putting yourself out there for any reason – be it reaching out to another person, trying something new, doing hard things, or simply being yourself.”

An Evening With The Founder Of The Body Farm: Dr. Bill Bass

Bays Mountain Park and Cross Country Mortgage of Kingsport host an evening with the world-renowned forensic anthropologist, Dr. Bill Bass. The event will take place on Tuesday, September 4th at Robinson Middle School at 6:30 p.m.

Dr. Bass is known for pioneering and advancing the study of human remains in order to assist law enforcement, as well as being the founder of “The Body Farm” at the University of Tennessee. Best known for his research on human osteology and human decomposition, Dr. Bass has been the front-runner in the field of forensics for quite some time. Dr. Bass has worked throughout the United States and worldwide to help solve some of the world’s most famous crimes. The CSI television show has even based some of their storylines upon Dr. Bass’s research. Now retired, he continues to share his knowledge through speaking events.

“Dr. Bass is a forensic legend, and we are thrilled to host him at Bays Mountain Park,” said Mark Kilgore, program coordinator at Bays Mountain. “He is beloved in East Tennessee and we are lucky to have him share his knowledge and experiences with our community.”

As a co-author, Bass is famous for his collaboration with writer and documentary filmmaker Jon Jefferson. Beginning with a film for National Geographic about the Body Farm, the duo has written two nonfiction books and 12 bestselling fiction novels under the name Jefferson Bass. Dr. Bass’s books will be available for purchase after the event.

SUBJECT: Kingsport Police Searching for Suspect Who Burgled Landscaping Truck

GENERAL NARRATIVE
On August 5, 2018 at approximately 11:45 AM, a landscaping crew was working at Saint Dominic Catholic School, located at 1474 East Center Street. While they were working, an unidentified suspect unlawfully entered their company truck and stole a Stihl string trimmer (weed eater) and a pair of 3M hearing protection ear muffs. The total value of the stolen items was approximately $500.

Upon reviewing school surveillance video footage, it was determined that the suspect was a white male with multiple tattoos who was wearing a red t-shirt, shorts, and a ball cap. He fled the scene carrying the stolen property while riding a bicycle up Crescent Street toward Watauga Street.

SUBJECT: Detectives Attempting to Identify Felony Shoplifter Who Threatened to Kill Loss Prevention Officer

GENERAL NARRATIVE
On August 6, 2018 at approximately 6:00 PM, a white male adult suspect shoplifted an assortment of clothing, valued at over $1,400, from Belk, inside the Fort Henry Mall, located at 2101 Fort Henry Drive in Kingsport. When a loss prevention officer attempted to detain him in the parking lot, the suspect fell and dropped all of the stolen clothing.

The suspect then ran toward what is believed to be a white Jeep Liberty sport utility vehicle and instructed the white female driver to kill the loss prevention officer. The suspect then got into the SUV and fled the scene. All of the stolen clothing was recovered. K.P.D. Detectives are attempting to determine the suspect’s identity.

Photos taken from store surveillance video have been included in this release. Anyone who recognizes him or who may know the owner/operator of the described white Jeep Liberty is asked to contact the K.P.D. SUBJECT: Man Previously Wanted by Kingsport Police for Stabbing His Brother Now in Custody

GENERAL NARRATIVE
On August 21, 2018 at approximately 4:00 PM, Charles Kimball Hughes was found by K.P.D. Patrol Officers at Model City Apartments, located at 1000 Stonegate Road in Kingsport. He was arrested without incident on the outstanding warrant for 1) Attempted Second Degree Murder and 2) Aggravated Assault.

He was transported to the Kingsport City Jail for processing and has since been transferred to the Sullivan County Jail in Blountville, where he remains confined pending arraignment. His current jail booking photo has been included with this release.

As previously released:

On August 15, 2018 at approximately 5:00 PM, Kingsport Police Patrol Officers were dispatched to a residence, located at 1015 Oak Drive Circle in Kingsport, in reference to a stabbing incident. Responding Officers located an adult male victim with multiple severe lacerations to his head and torso. The victim was transported to an area hospital for emergency medical treatment and is currently listed in stable condition.

K.P.D. Detectives responded to the scene. Their resulting investigation determined that the victim had been stabbed by his brother, Charles Kimball Hughes, during an argument. Mr. Hughes fled the scene on foot prior to police arrival. Officers searched the surrounding area for Hughes; however, he was not immediately located.

A warrant has been obtained, charging Mr. Hughes with 1) Attempted Second Degree Murder and 2) Aggravated Assault. He is a 50 year old white male adult, with blonde hair and blue eyes, standing 5 feet 7 inches in height, and weighing 150 pounds. A photograph of Mr. Hughes has been included in this release.

Due to the severity of the attack and the nature of the charges against him, he should be considered armed and dangerous. Anyone who sees him or knows his possible current whereabouts is asked to promptly call the Kingsport Police Department at 423-246-9111.

Kingsport is launching a new Customer Information System (CIS) at the end of April. The current system will enter maintenance mode, and services – such as account changes and taking payments – will be temporarily unavailable after 5 p.m. on April 23 through 8 a.m. on April 27.

Note – payment due dates that fall within this downtime have been changed to April 28.

Report Non-Emergency

To report a non-emergency, please use the new ConnectKingsport app.


ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.

You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!
