Kingsport Property Taxes have been billed for 2024

City News

City of Kingsport property taxes have been billed and to avoid penalties, property owners must pay those taxes on or before November 30, 2024.

A 2% fee will be added to unpaid property taxes on December 1, 2024, an additional 2% fee will be added on January 1, 2025, and an additional 1% fee will be added on the 1st of every subsequent month until the property taxes are paid in full.

Note – penalties assessed for delinquent tax payments cannot be waived by any city official.

Kingsport residents who live in Sullivan County should receive tax notices beginning later this week.

Property taxes can be paid online (www.kingsporttn.gov) by mail or in person at the Customer Service Center on the first floor of city hall (415 Broad Street). The drive-thru at city hall offers two options of paying property taxes. The electronic kiosk in Lane 1 accepts cash, check or credit/debit card payments. Checks may be put in an envelope and placed in the drop box in Lane 2.

The City of Kingsport accepts VISA, MasterCard, and Discover credit/debit cards at the Customer Service Center, online and at the drive-thru kiosk. A 2.75% card processing fee will be assessed for all property taxes paid by credit/debit cards. There are no additional fees at the kiosk if paying by cash or check.

You can also pay your property taxes online by using an eCheck option with no additional fees. Visit www.kingsporttn.gov and select online tax payments. Then after selecting your account or address, select the payment type “eCheck” and enter the requested bank information.

Note – property tax payments cannot be paid over the phone.

Kingsport’s property tax rate is the same as last year – $1.9983. The City of Kingsport Customer Service Center can be reached at 423-343-9860. Choose Option 3 for tax questions.

 

How much are my property taxes?

If your property tax bill has not arrived yet and you want to find out how much you owe, you can do so by following these easy steps.

  • Visit www.kingsporttn.gov.
  • Click PAY ONLINE.
  • Choose ONLINE TAX PAYMENTS.
  • Select Account Search from the left side.
  • Using the drop-down menu, select Search by Street Address.
  • Enter your street name only (DO NOT enter street number or identifier such as Street or Avenue)
  • Remember to select which county you live in, then click the SEARCH button.
  • Click NEXT PAGE until you locate your address. Click on your address to see your tax bill.
  • If you click PAY BILL, you will be directed to pay by credit/debit card or by eCheck.
  • If you prefer not to pay online, you can print the page and mail it in with your check to the following address: Kingsport Customer Service Center, 415 Broad Street, Kingsport, TN 37660.

 

What if I did not receive a tax bill?

Note – please allow time for the tax bill to reach you by mail. If you have not received your tax bill by October 23, action may be needed.

FIRST – Contact the Customer Service Center at 423-343-9860 Option 3. Please be aware, failing to receive a tax notice or disputing a property’s assessed value are not valid reasons for not paying on time. Penalties will still be assessed.

SECOND – if you need to update your mailing address or contact information for your property, you must contact the Property Tax Assessors Office in the county where your property is located.

Is tax relief available?

You may qualify for assistance from the State of Tennessee if you own your own home, use it as your primary residence and meet the following criteria:

  1. You must be 65 years old or disabled on or before Dec. 31, 2024. The maximum 2023 income of the applicant, spouse, co-owner and remaining residents is $36,370. The maximum market value on which tax relief is calculate is $31,800.
  2. You are a 100% service connected disabled veteran or surviving spouse of a 100% service connected disabled veteran (regardless of total annual income). The maximum market value on which tax relief is calculated is $175,000.

City of Kingsport lifts boil water advisory

City News

The City of Kingsport is lifting a precautionary boil water advisory for residents throughout the city.

A waterline broke inside the city’s water filtration plant property early Wednesday morning and in order to make repairs, the plant had to be shut down. This decision affected several of the city’s primary water storage tanks.

Some of the higher elevations may have lost water service for a short period of time until repairs were completed around lunch time on Wednesday. Boil water notices are recommended when water distribution systems lose pressure below 20 PSI.  At no time did any contaminants enter the water system.

Based on the results of our distribution system samples and the approval of the Tennessee Department of Environment and Conservation, the boil water advisory is lifted effective immediately.

“We are confident no contaminants entered our water distribution system, but we had to go through this process to ensure safe and healthy drinking water was being delivered to your tap,” said Chad Austin, Kingsport’s Assistant Utilities Director.

The City of Kingsport would like to thank residents for their patience throughout this challenging situation.

GENERAL NARRATIVE

Construction is set to begin on the Justice Center Expansion this month.  The construction project is expected to last into 2026.  As a result of this project, the parking lot between the Kingsport Justice Center and the Old City Hall building will be closed.  The Child Exchange Safe Space will no longer be located at this location.  A new Safe Space has been established on the lower level of the parking garage located at 215 Shelby St. The spaces are clearly marked with green stripes and a sign designating the Safe Space parking.  As in the past, this area is under 24-hour surveillance.  There is a 15-minute parking time limit on these spaces and they are reserved specifically for child custody exchanges.

City Maintenance Crews Repairing Water Line Break

Affected Kingsport customers advised of water outages, boil water advisory

Due to a waterline break at the city’s water filtration plant early Wednesday morning, a large area of Kingsport water customers possibly experienced a loss in water service.

Affected Kingsport water customers were in an area mainly bounded by Stone Drive, Interstate 81 and the John B. Dennis Highway, as well as the Cooks Valley, Indian Springs and Fall Creek areas of town. Please refer to the below map showing the impacted areas.

Crews have repaired the waterline and are currently working to restore service. Everyone in the affected area is anticipated to have service restored Wednesday afternoon.

Kingsport officials have communicated with the Tennessee Department of Environment and Conservation (TDEC) during this event. TDEC officials have determined, out of an abundance of caution, a public notice of a boil water advisory is necessary for the affected customers until further notice. We anticipate it being lifted tomorrow afternoon pending water sample results.

If your residence is located within the Pressure Zone E or B, you’re within the affected area.

Customers outside the affected areas are not under a boil water advisory.

To determine if your address is within the affected area, click on this link: City of Kingsport Public Notice Web Map (arcgis.com) After clicking the link, click on magnifying glass icon in the bottom right of the map, this will pop up a window for you to type in your address. If your location comes up and has hash marks on it, it means you are in the affected area and should follow the boil advisory. If your location does not have the hash marks, you are not included in the affected area.

A boil water advisory means water customers should not drink the water without boiling it first.

Bring water to a boil, let it boil for three minutes, and let it cool before using. Boiling kills bacteria and other organisms in the water. Boiled or bottled water should be used for drinking, making ice, brushing teeth, washing dishes, and food preparation until further notice. Boiling water is not necessary for washing clothes, or bathing.

Once system pressure has been restored, bacteriological tests will be conducted throughout the system. Customers will be informed when tests show no bacteria and water no longer needs to be boiled. We will provide an update Thursday afternoon when test results become available.

Please share this information with anyone in your area who may drink this water, especially those who may not have received this notice directly.

Emergency Water System Repairs – 10/2/24

[UPDATE: 10/2 @ 11:25am – The repair has been made and city staff are working on restoring water. Please be patient and stay tuned for more updates.]
City crews are making emergency water system repairs today, Wednesday, October 2. Customers throughout the city may experience a temporary disruption to their water service. At this time, we estimate the repairs will take 8 hours to complete.
During times of water service disruption, we recommend that customers make any necessary precautions to protect their water system (such as turning off their water heater) and we also ask that everyone limit their water usage during this time.

Update: The Kingsport Police Department is asking the community for help in locating Brianna Weems. As of October 1st, 2024, she is still missing. If anyone has information on Brianna’s current whereabouts, please call Kingsport Central Dispatch at (423) 246-9111 or the Criminal Investigations Division at (423) 229-9429.

 

As previously released:

On September 1st, 2024, at approximately 6:30 pm, Brianna Weems (16 years of age) was reported to the Kingsport Police Department as a runaway juvenile. Weems left Link House (433 New Beason Well Road) on her own accord on September 1st. She was last seen in the area of New Beason Well Road, wearing white t-shirt and black shorts. Brianna has blonde hair and brown eyes, and wears glasses.

Anyone with information on Brianna’s current whereabouts is asked to contact Kingsport Central Dispatch at (423) 246-9111 or the Criminal Investigations Division at (423) 229-9429.

Report Non-Emergency

To report a non-emergency, please use the new ConnectKingsport app.


ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.

You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!
