GENERAL NARRATIVE
On December 10, 2020 Anthony G. Davidson was reported as a missing juvenile to the Kingsport Police Department. He was last seen at 7:00 PM that evening, leaving a residence in the 900 block of Larry Neil Way in Kingsport. While foul play is not suspected, due to his minor age, Investigators are making every possible effort to locate him.

A detailed description is provided in the accompanying table, and a photograph has also been included with this release. Anyone who sees him is asked to contact Detectives in the K.P.D. Criminal Investigations Division at 423-229-9429 or call Kingsport Central Dispatch at 423-246-9111.

On the morning of November 24, 2020, Lee Troupe (17 year old juvenile) was reported missing to the Kingsport Police Department by a family member. While foul play is not suspected at this time, due to his minor age, every possible effort is being made in an effort to locate him.

Kingsport Public Library to Return to Curbside Service Only

Due to the continuing rise in COVID-19 cases in the Kingsport community, the Kingsport Public Library building will be closed to the public, effective Monday, December 14. The status of the building closure will be evaluated again at the end of the month.

Curbside pickup for materials, including hotspots, will be available by appointment Monday – Saturday, 9:30 a.m. – 5:00 p.m. Appointments can be made by visiting the event calendar at www.kingsportlibrary.org or by calling 423-229-9465. Same day appointments MUST be made by 3:30 p.m. for same day pickup. If you are not sure what books to request, try the Next Read service available on the library’s website.

Steps for curbside pickup:

  • Materials must be placed on hold in order to be picked up. Place holds by logging in to your account on kingsportlibrary.org or by calling 423-229-9465.
    • Limited to 10 holds per card
    • Items placed on hold are not guaranteed to be available
  • Schedule an appointment for curbside pickup by visiting the event calendar at kingsportlibrary.org or by calling 423-229-9465
    • Offered Monday – Saturday, 9:30 a.m. – 5:00 p.m.
    • Appointments must be scheduled by 3:30 p.m. for same day pickup
  • When you arrive at the Library, park in spot on New St. and call 423-229-9366 to let library staff know you have arrived
    • Be ready to provide the name the books are on hold for
    • Let us know the make, model, and color of the vehicle
    • Open your trunk
    • When the staff member brings out the books hold your driver’s license up to the window so they can verify your identity
    • Books will be placed in the trunk

**All returns, except hotspots, MUST be placed in the outside book returns. Staff members are ONLY able to take hotspot returns at curbside delivery. No donations will be accepted and staff are unable to collect fines at this time.

SUBJECT: Kingsport Police to Conduct Sobriety Checkpoint

GENERAL NARRATIVE
In the ongoing effort to reduce the dangerous problem of Driving Under the Influence and resulting crashes, injuries, and deaths, the Kingsport Police Department will be conducting a Sobriety Checkpoint on Friday, December 18, 2020. This Checkpoint will be held at an undisclosed time and location inside the city limits of Kingsport.

This sobriety checkpoint is taking place concurrent to, and in cooperation with, the Tennessee Highway Safety Office (THSO) “Booze It and Lose It”statewide campaign as well as the National Highway Traffic Safety Administration (NHTSA) “Drive Sober or Get Pulled Over” nationwide mobilization.

Beyond the risk of serious injury or death associated with impaired driving, being convicted of driving under the influence of alcohol and/or drugs can impact your life in many ways, including loss of employment, prevention of employment in certain jobs, higher insurance rates, serious financial setbacks, personal and family embarrassment, and incarceration.

The Kingsport Police Department continues to emphasize to citizens that Tennessee D.U.I. laws apply not just to drinking alcohol, but to ingesting any substance that impairs the driver’s ability to safely operate a motor vehicle, including illegal drugs, over-the-counter (OTC) medications, as well as prescription drugs, even if they are prescribed by a physician.

Public Input Meeting #2 for New Skate Park and Bike Park

Many community members have a continued interest in the Scott Adams Memorial Skate Park Complex & Bike Park. So far, the community has provided fantastic opinions for the project! After the first workshop on November 19, over 120 responses were received and those responses have directly helped the skate park design.

The second public input meeting will be held online Thursday, December 17. After the meeting, a new online feedback survey will be available for citizens to submit comments and design input to be read and recorded by the project team.

SUBJECT: Homicide Investigation Underway on Skyland Drive
DATE: December 9, 2020

GENERAL NARRATIVE
On December 8, 2020 at approximately 11:30 PM, Kingsport Police Patrol Officers and Detectives responded to the 4100 block of Skyland Drive in reference to a shooting incident. Responding Officers determined that two individuals had just been shot in the roadway, but had already been transported to an area hospital by another individual in a private vehicle just prior to police arrival.

Additional Officers were already at the hospital when the two victims arrived. One victim (identity not released) remains hospitalized in critical condition. The other victim, Josephine N. Helmandollar, succumbed to her wounds and died.

The circumstances surrounding this incident remain the focus of an active investigation by the K.P.D. Criminal Investigations Division. The suspect in this incident is currently unknown.

Kingsport Hires New Economic Development Director

City News

The City of Kingsport has a new Economic Development Director: John Rose.

As Economic Development Director, Rose supports City Manager Chris McCartt and works closely with the city’s Development Coordinator, Elizabeth Rowe, to advance Kingsport’s economic development efforts.

“I’m very excited to start this position with the City of Kingsport,” Rose said. “There are many projects I’m looking forward to working on. Kingsport has been my home for over 20 years and I’m grateful for this opportunity to help the city grow and thrive.”

Rose received a Bachelor of Arts in Organization Management from Tusculum College (now Tusculum University), located in Greeneville, TN.

While Rose has worked within the City of Kingsport for 20 years, he was most recently doing consultant work for developments and helping to develop properties. Before that, Rose was Operations Manager at Vic Davis Construction and subsequently filled the position of Director of Operations at Edinburgh Group. His time and experience in Kingsport’s development arena has greatly helped to prepare him for his new position of Economic Development Director.

McCartt met Rose nearly 20 years ago when they worked together on the Broad Street Streetscape project. “We worked very well together on that project and I’ve had the opportunity to work with him on countless other occasions over the years,” McCartt said. “We’re very glad to have him and grateful he’s part of our team.”

SUBJECT: K.P.D. Invites Public Comment for Upcoming CALEA Reaccreditation Assessment (2nd Notice)

GENERAL NARRATIVE
The Kingsport Police Department has been accredited through the Commission on Accreditation for Law Enforcement Agencies (CALEA) for 28 consecutive years and currently holds the distinction of Advanced Meritorious Accreditation with Excellence.

K.P.D. is scheduled for a virtual on-site CALEA assessment on December 7-9, 2020. In order to achieve reaccreditation, the Kingsport Police Department must demonstrate that it meets professional standards as established by CALEA.

The CALEA Accreditation programs provide public safety agencies with an opportunity to voluntarily meet an established set of professional standards, which require:

  • Comprehensive and uniform written directives that clearly define authority, performance, and responsibilities
  • Reports and analyses to make fact-based and informed management decisions.
  • Preparedness to address natural or man-made critical incidents
  • Community relationship-building and maintenance
  • Independent review by subject matter experts
  • Continuous pursuit of excellence through annual reviews and other assessment measures

As part of the on-site assessment, agency employees and members of the community are invited to offer comments at a virtual public information session scheduled on December 8, 2020 from 4:00 pm to 6:00 pm. The session will be conducted via Zoom Video Conferencing.

On the morning of December 7, 2020, at approximately 9:30 AM, Kingsport Police Department Patrol Officers and Detectives responded to what has turned out to be a series of related felonious crimes committed in the Lynn Garden Community of Kingsport. One of these incidents resulted in a shooting.

The sole individual believed to be responsible for all of these incidents, including the shooting, is now in police custody. As such, there is no reason to believe that there is any further danger to the public at this time.

This is currently, and will continue to be for some time, a very extensive, active, and ongoing investigation; therefore, no further details are available for release at this time. Additional information will be shared as it develops, but only at an appropriate point in the investigation.

Virtual Workshop to Discuss Bicycle and Pedestrian Plan

As part of the ongoing bicycle and pedestrian plan for the Kingsport Metropolitan Transportation Planning Organization (MTPO), a virtual workshop is being held to collect feedback from the community.

Building on the region’s strong commitment to planning and transportation options, the purpose of the Bicycle and Pedestrian Plan is to guide the development of bicycle and pedestrian improvements over the next 20 years throughout the Kingsport Metropolitan Area. The plan will result in network recommendations to guide the development of sidewalks, bicycle paths, and trails in the Kingsport region going forward, as well as cost estimates, a phasing and implementation schedule, and supporting policy and program recommendations.

With support from its lead consultant, Gresham Smith, the agency is studying improving bicycle and pedestrian mobility and safety throughout the Kingsport Metropolitan Area. Typically, these meetings would be held in-person, but because of the outbreak of the COVID-19 pandemic, the MTPO has decided to host this round of outreach virtually.

Residents may participate in two ways.

  1. A live virtual workshop will be held on Tuesday, December 8, from 6:00 to 7:30 p.m. A link to the meeting may be accessed on the Metro Transportation Planning’s Meetings & Notices page on the city website. The workshop will consist of a live presentation followed by a question-and-answer period.
  2. An asynchronous virtual workshop is also being provided. Residents are encouraged to visit the MTPO’s website to provide their feedback via an online survey and interactive map. A recorded presentation providing an overview of the project and progress to date is also included.

The virtual public workshop will run from December 8, 2020 to January 8, 2021.  All questions and comments received will be reviewed by project staff and, where applicable, incorporated into the draft study recommendations.

Kingsport is launching a new Customer Information System (CIS) at the end of April. The current system will enter maintenance mode, and services – such as account changes and taking payments – will be temporarily unavailable after 5 p.m. on April 23 through 8 a.m. on April 27.

Note – payment due dates that fall within this downtime have been changed to April 28.

Report Non-Emergency

To report a non-emergency, please use the new ConnectKingsport app.


ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.

You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!
