SUBJECT: Applications Being Accepted for the Position of Kingsport Police Officer from June 13 through 28, 2020

GENERAL NARRATIVE
The City of Kingsport Human Resources Department will be accepting applications for the position of Police Officer from June 13 through 28, 2020. The Kingsport Police Department is hoping to hire several new officers out of this application process to fill any existing and upcoming vacancies. Those interested must submit a new application regardless of whether or not they have applied or tested with K.P.D. in the past.

Individuals who are interested in a career in law enforcement are encouraged to apply. All applicants must be a United States citizen and either already be at least 21 years of age or be turning 21 by no later than January 14, 2021. Applicants are asked to only submit their application once, as weeding out duplicate applications hampers efficiency. All applications must be submitted online using the following link:

Following the June 28th deadline, all applicants will receive a confirmation email, as well as a letter by traditional mail, containing further instructions regarding the upcoming Police Applicant Testing procedures, as well as the exact date that they are to report for testing.

PLEASE NOTE THAT THERE WILL NOT BE A WRITTEN EXAMINATION AS PART OF THIS TESTING PROCESS.

All applicants will begin the testing process with a physical agility evaluation. The physical agility evaluation will be administered on both Monday, July 13 and Tuesday, July 14, 2020. Applicants will be divided alphabetically and will be assigned one of these two dates and will be notified accordingly. These sessions will be conducted at Domtar Park, located at 1414 Riverport Road in Kingsport.

The physical agility evaluation will consist of a timed one-mile run and a timed roughly one-quarter-mile obstacle course designed to measure fitness, strength, agility, and endurance as related to the duties of a Police Officer. Individuals must have an application on file and sign a waiver of liability in order to be eligible to participate.

The applications of those candidates who successfully pass the physical agility evaluation will be reviewed for eligibility and suitability to move forward to the interview panel phase. General criteria to be considered for selection for an interview will be outlined in the confirmation email and letter each applicant will receive to notify them of their testing date.

Those applicants with the highest combined scores on the physical agility evaluation and interview panel will then be interviewed by the Chief of Police to determine the final selections. Those ultimately selected will also be subject to a medical examination, psychological evaluation, and a thorough background investigation prior to actual hiring.

The current starting salary for Police Officer Trainee is $16.32 per hour or $33,946 annually. Applicants who are already certified law enforcement officers may be eligible for a salary adjustment to compensate for prior experience if certain criteria are met. Academy training and all essential equipment including uniforms, firearms, body armor, and duty gear are provided by the department. K.P.D. also issues take-home police cruisers to officers meeting specific residency requirements.

June 16 Kingsport Board of Mayor and Aldermen Meeting

City encourages only those who wish to comment on agenda items to attend

The business meeting for the Kingsport Board of Mayor and Aldermen on June 16, 2020, will allow a limited number of public to attend to comment on agenda items. However, residents wishing to make comments on agenda items are strongly encouraged to use email or the below link to a google form to share their thoughts.

If citizens would like to attend the meeting, held in City Hall at 7:00 p.m., the courtroom has a limited physical capacity of 16. Once the courtroom is full, the public is welcome to wait in the lobby until it is their turn to give their public comment.

Citizens that attend are strongly encouraged to practice social distancing and wear their masks during the course of the meeting.

The meeting will be available via livestream on the city website (www.kingsporttn.gov). Viewers can watch by clicking on the ‘Livestream Video’ box on the homepage. The meeting will also air on Charter channel 192.

The meeting audio will be posted to the city website within two days of the meeting.

Family Health & Fitness Week with Kingsport Parks and Rec!

Join us this week in celebrating the amazing health and wellness resources located right here in Kingsport.  We’ll be celebrating Family Health & Fitness Day all week as an initiative of the National Recreation and Parks Association (NRPA).

You can participate in the following recreational activities scheduled this week:

  1. Monday, June 8: At Borden Park, disc golf for beginners will be offered from 6-7 p.m.  This series will last every Monday from June 8 through the end of July.  Local pro, Tim Barr, will be available to teach throws and technique.
  2. Tuesday, June 9: At Borden Park, we have our new travel trainer program starting from 9-10 a.m.  Come out and enjoy exercising in the park for free with a Parks and Recreation team member.
  3. Wednesday, June 10: Travel trainer at Lynn View.  Starting at 9-10 a.m. come out and enjoy exercising in the park for free with a Parks and Recreation team member.
  4. Thursday, June 11: Pickle Ball Thursday at Borden Park.  Call ahead to reserve your spots.  Time slots are one and half-hours in length.  Call (423) 224-2489 to reserve your spot.
  5. Friday, June 12: Travel trainer at V.O. Dobbins Sr. Complex. Starting at 9-10 a.m. come out and enjoy exercising in the park for free with a Parks and Recreation team member.
  6. Saturday, June 13: Selfie in a Park day. Take your selfie with family members or by yourself and send it to our social media outlets.  We will pick a winner for best picture and most creative picture.  Have fun, enjoy the outdoors and remember to take a picture.

SUBJECT: Kingsport Police Attempting to Identify “Person of Interest” in Motorcycle Theft Investigation

GENERAL NARRATIVE
On May 21, 2020, shortly after midnight, a black 2010 Triumph Motorcycle ($4,000 value) was reported stolen from the parking lot of Allandale Falls Apartments, located at 1000 University Boulevard in Kingsport. This incident is currently under investigation by the K.P.D. Criminal Investigations Division.

On May 30, 2020, the owner of the motorcycle/victim of the theft reported that he had spotted his stolen motorcycle at the Roadrunner Market/BP Gas Station and Convenience Store, located at 1312 South John B. Dennis Highway. He advised that the Triumph emblems had apparently been removed and replaced with several Harley Davidson and Skoal decals.

A review of store surveillance video revealed footage of the motorcycle that the victim identified as his own, as well as a white male “person of interest” who was riding it. Photos are included with this release.

Anyone who can provide the identity of this “person of interest,” may know where the stolen motorcycle may currently be found, or may have any additional information to assist with this investigation is asked to contact Detectives in the K.P.D. OPEN CALL for Art and Craft Vendors for Christmas Connection 2020!

Calling all artists, artisans, creatives, and craftspeople of all trades! Applications are being taken for those wishing to exhibit in this 3-day event, taking place on November 13th to 15th at the Kingsport Civic Auditorium.

“The Christmas Connection – Artistic Creations Fair” is sponsored by the City of Kingsport Office of Cultural Arts and is celebrating its 41st year of artistic creations in 2020!  A very well established cultural event in Kingsport, the event hosts the region’s best craftspeople, artisans, artists, and creatives.  People from our region and beyond look forward to The Christmas Connection year after year.

Application deadline is July 1. There is no cost to apply. Christmas Connection is by invitation only.  All applications are reviewed by a selection committee, taking various factors into consideration in order to create a high quality, attractive show having a good mix of artistic and crafting creations.

This year’s Christmas Connection will take place the second weekend in November, due to elections being held the first week at the Kingsport Civic Auditorium.

Kingsport is launching a new Customer Information System (CIS) at the end of April. The current system will enter maintenance mode, and services – such as account changes and taking payments – will be temporarily unavailable after 5 p.m. on April 23 through 8 a.m. on April 27.

Note – payment due dates that fall within this downtime have been changed to April 28.

Report Non-Emergency

To report a non-emergency, please use the new ConnectKingsport app.


ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.

You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!
