SUBJECT: Super 8 Motel Shooting Suspect Wanted for Attempted Second Degree Murder
DATE: November 13, 2018

GENERAL NARRATIVE
On November 11, 2018 at approximately 1:45 AM, Kingsport Police Patrol Officers and Detectives were dispatched to the Super 8 Motel, located at 700 Lynn Garden Drive in Kingsport, to investigate a shooting incident. Their resultant findings were as follows:

A family was traveling through Kingsport and stopped to stay at the Super 8 Motel for the night. The husband and wife heard a disturbance outside of their room and stepped out to investigate. They observed a group of individuals in a breezeway and what they described as a black male suspect beating a female victim.

When the husband attempted to intervene, a second black male suspect produced a handgun. As the husband retreated, the suspect fired multiple shots, striking him no less than three times in the back. The husband fell and crawled back into his motel room, and his wife called 911.

Sullivan County EMS responded and transported him to an area hospital for emergency medical treatment. The subsequent diagnosis by hospital personnel was that fortunately, none of the gunshot wounds appeared life-threatening. He was ultimately treated and released.

After extensive investigation by the K.P.D. Criminal Investigations Division, the suspect who fired the shots was positively identified as Mark A. Harold. Detectives have since obtained a warrant for his arrest, charging him with 1) Attempted Second Degree Murder, 2) Aggravated Assault, and 3) Felony Reckless Endangerment (2 counts).

As of the time of issuance of this news release, Mr. Harold remains wanted and at large. Based on information obtained during the investigation, he should be considered armed and dangerous. Anyone who knows his current whereabouts is asked to promptly call the Kingsport Police Department at 423-246-9111.

SUBJECT: Kingsport Police Investigating Fatal Colonial Heights Crash
DATE: November 10, 2018

GENERAL NARRATIVE
On November 10, 2018 at approximately 3:30 PM, Kingsport Police Department Patrol Officers responded to a motor vehicle collision in the Colonial Heights area of Kingsport. Due to the seriousness of the crash and the injuries sustained, the K.P.D. Traffic Unit was summoned to the scene. Their subsequent investigation revealed the following:

A blue 2003 Chevrolet Silverado full-size pickup, driven by Tyler B. Cross, was southbound on Fort Henry Drive approaching the intersection with Green Hills Drive. Meanwhile, a black 1998 Chevrolet Silverado full-size pickup, driven by Rita L. Cline and occupied by one passenger, George W. Cline, was northbound on Fort Henry Drive attempting a left turn onto Green Hills Drive.

The black 1998 pickup pulled into the path of the blue 2003 pickup resulting in an angular collision between the two vehicles. The black 1998 pickup rolled over and left the roadway before coming to a rest upside down.

Mr. Cross was not injured in the crash; however, both Mr. and Mrs. Cline were transported to an area medical facility by Sullivan County EMS. Mrs. Cline was evaluated for possible injuries, but has since been treated and released. Mr. Cline’s injuries were much more severe. He succumbed to his injuries and died after arrival at the hospital.

This crash remains under investigation by the K.P.D. Traffic Unit with possible charges pending. As such, no additional information is available for release at this time.

“Planetary Visions” Return to Bays Mountain Planetarium

Bays Mountain Park and Planetarium brings a new alternative feature to the dome-screen starting Saturday, November 3. “Planetary Visions” will run through December 31.

Revisit this beloved program the planetarium first showed a few years ago on Saturdays and Sundays at 2 p.m. through the end of the year. “Planetary Visions” is a fantastic, interactive program that is best described as an adventurous tour of the Solar System. With its whimsical, flying robot main character, Toggle, and the interactivity of the operator with the show and the audience, this is a treat for all who attend.

This program was produced by Bays Mountain Productions and highlights the incredible talents of the exhibits and planetarium staff. The program includes a live tour of the current night sky from the planetarium operator, who can answer any questions guests might have about what they see in the stars. The show runs about 40 minutes. All planetarium show tickets are $5.

The ongoing main feature at the planetarium, “Sunstruck,” plays Tuesday through Friday at 4 p.m. and Saturdays and Sundays at 1 and 4 p.m. In this show, discover how the sun came to support life, how it threatens life as we know it and how its energy will one day fade away. This show also includes a night sky tour, and runs 40 minutes.

Bays Mountain also offers evening observing sessions through the end of November, called StarWatch. This free outdoor program allows the public to enjoy the splendor of the night sky at the park’s observatories. Visit the park Saturday evenings in November at 6 p.m. to gaze the moon’s craters and witness the celestial cycle of star birth and death. If the weather is uncooperative, an alternative activity will be held in the planetarium.

Regarding their grant, they state: “The Aftermath K9 Grant was founded to showcase, support, and reward the unique contributions made by law enforcement and their K9 units across the country. Indirectly, the K9 Grant raises safety awareness and community kinship throughout the neighborhoods that Aftermath and our law enforcement partners proudly serve.”

This year, the Aftermath K9 Grant will award a total of $16,500 in grants that can be used to further established K9 units or to create brand new ones. Communities nationwide will determine the top eight award recipients through popular vote.

SUBJECT: Suspect Charged in August 2018 Child Death Investigation
DATE: November 1, 2018

GENERAL NARRATIVE
On August 5, 2018 at approximately 10:15 AM, Kingsport Police Patrol Officers were dispatched to a residence in the Colonial Heights area of Kingsport in reference to a deceased 4 year old girl. Based on factors discovered during the preliminary investigation, Detectives from the K.P.D. Criminal Investigations Division initially classified and investigated the incident as a suspicious death.

The girl’s body was sent to the E.T.S.U. Quillen College of Medicine for a forensic autopsy by the Medical Examiner. Based upon the results of that autopsy and further evidence uncovered by Detectives, the case was later reclassified as a homicide. This incident has been under constant investigation by the K.P.D. Criminal Investigations Division since the date it occurred.

Early in the investigation, Cody R. Webb was determined to be a person of interest in the girl’s death. In late August 2018, he was indicted by a Sullivan County Grand Jury for the criminal offense of Tampering with Evidence directly related to this investigation. Shortly thereafter, he was arrested on that charge and the additional charge of Violation of Probation. He has remained in law enforcement custody in the Sullivan County Jail in Blountville since August 24, 2018.

Over the course of the investigation, Detectives were able to establish probable cause to determine that Mr. Webb was the man responsible for the girl’s death. On October 31, 2018 Detectives presented the facts of the case to a Sullivan County Grand Jury, which returned a true bill, indicting Mr. Webb for 1) First Degree Murder, 2) Aggravated Child Abuse, and 3) Aggravated Child Neglect. He was served with the associated Criminal Court Capias this morning while already in custody.

As of the time of this release, Mr. Webb remains housed in the Sullivan County Jail in lieu of a $250,000 bond. Due to the extremely sensitive nature of this still open and active investigation, as well as the minor age of the decedent, absolutely no additional information can or will be released at this time.

Report Non-Emergency

To report a non-emergency, please use the new ConnectKingsport app.


ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.

You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!
