SUBJECT:		Kingsport Police Detective to be Presented with Mark Vance Memorial Domestic Violence Award

GENERAL NARRATIVE
On Friday, October 13, 2017 at 10:00 AM, Kingsport Police Department Detective Will Mullins will be presented with the Mark Vance Memorial Domestic Violence Award. This presentation will take place at the new Sullivan County Family Justice Center, located at 313 Foothills Drive in Blountville, and will be made cooperatively by the Office of the 2nd Judicial District Attorney General and the Frontline Domestic Violence Organization. Detective Mullins began his law enforcement career at the Mount Carmel Police Department in 1998 and later joined the Church Hill Police Department in 2005. He was sworn in at the Kingsport Police Department in February 2011. He has had the distinct opportunity to serve as both a Patrol Officer and a Detective at all three of these law enforcement agencies. He was transferred to the K.P.D. Criminal Investigations Division in April 2015 and currently specializes in family oriented crimes, such as domestic violence and child abuse and neglect, and excels at working with special victims connected to these types of incidents. Detective Mullins is receiving this award as a result of his consistent and professional dedication to excellence in investigating domestic violence related crimes. This award was created in memory of Bristol Tennessee Police Officer Mark Vance, who was tragically killed while responding to a domestic violence incident on November 27, 2004.
