Kingsport: First TN City Approved for Easier Stormwater Construction Permit Program
The Qualifying Local Program (QLP), Kingsport MS4, is a progressive step in making construction projects easier for Kingsport developers, engineers, architects and contractors. Through this program, permits for construction being performed on at least one acre or more can be reviewed and approved by the city.
“This program will greatly speed up the permit process,” said Steve Robbins, public works storm water manager. “Instead of individuals waiting close to 60 days, we can review and approve in less than two weeks. Our fee will also be substantially less than the state.”
After the three-month provisional period, site owners or operators of construction activities within the City of Kingsport will be required to submit paperwork and any fees to the city only, eliminating the wait time to submit information to the state.
In order for Kingsport to achieve QLP status, it had to be demonstrated that the Construction Stormwater Program met or exceeded the provisions of the state’s Construction General Permit.
The QLP Program is yet another example of Kingsport’s proactive approach to increasing its efficiencies. By become more efficient, the public works department is able to provide better customer service to our city’s development community.
