| DATE: | September 30, 2016 | ||
| CASE #: | 16-018434 | ||
| GENERAL NARRATIVE | |||
| On August 28, 2016 at approximately 3:15 PM, two black male con artists swindled a cashier at Wal-Mart, located at 2500 West Stone Drive in Kingsport. While making a purchase, one of the suspects deceptively used a disputed change scheme to trick the cashier into giving him $900 in change that he was not due. The other suspect stood watch and deliberately distracted the clerk to assist his partner with the ruse. The duo left the scene in a white full-size conversion van.
Photos of the suspects and their vehicle taken from surveillance video footage have been included in this release. Anyone who recognizes them is asked to contact Detectives in the K.P.D. Criminal Investigations Division at 423-229-9429 or call Kingsport Central Dispatch at 423-246-9111. Alternatively, if an individual who is able to supply information related to this or any other case wishes not to be identified, tips can be submitted anonymously via online “Citizen Feedback” forms available at the following link: http://police.KingsportTN.gov/Citizen_Feedback Detectives are looking into the distinct possibility that these suspects may be the same individuals, or at least in some way connected to the individuals, who committed a virtually identical offense at the other Kingsport Wal-Mart location in March of this year. | NEWS RELEASE | |||
| SUBJECT: | Kingsport Police Conduct Home Visits and Compliance Checks on Registered Sex Offenders and Charge Several Violators | ||
| DATE: | September 29, 2016 | ||
| GENERAL NARRATIVE | |||
| Detectives of the K.P.D. Criminal Investigation Division recently conducted home visits and compliance checks on all Registered Sex Offenders under the direct supervision of the Kingsport Police Department. As a result of those visits, one sex offender has been arrested and four additional sex offenders have been charged for Violations of the Sex Offender Registry.
Samuel K. Dennison, a registered violent sex offender, is required to report quarterly to the Kingsport Police Department. Mr. Dennison has not reported since March 2016, missing his June reporting requirement and placing him in violation of the quarterly reporting requirement of the Sex Offender Registry. He was subsequently arrested and confined in the Kingsport City Jail. Joen Kyle Serena, Anthony Goodman, Paul Zamorano, and Shawn Michael Hayes were all found to have moved from their last known address without promptly notifying their local law enforcement agency as required by law. Active warrants have been obtained for their arrest with their current whereabouts unknown. The following information is public record and was obtained from the Tennessee Sex Offender Registry: Mr. Dennison is classified as a VIOLENT sex offender based upon 1998 convictions for Possession of Child Pornography and Sexual Battery by an Authority Figure. Mr. Serena is classified as a VIOLENT sex offender based upon 2007 convictions for Attempted Sexual Abuse and Incest. Mr. Goodman is classified as a sex offender based upon 2006 and 2007 convictions for Aggravated Statutory Rape. Mr. Zamorano is classified as a sex offender based upon a 2003 conviction for Statutory Rape. The following information is public record and was obtained from the South Carolina Sex Offender Registry: Mr. Hayes is classified as a VIOLENT sex offender based upon a 1992 conviction for Criminal Sexual Conduct. Anyone who knows where any of the four wanted sex offenders can be located is asked to contact Detectives in the K.P.D. Criminal Investigations Division at 423-229-9429 or call Kingsport Central Dispatch at 423-246-9111. Alternatively, if an individual who is able to supply information related to these sex offenders or any other case wishes not to be identified, tips can be submitted anonymously via online “Citizen Feedback” forms available at the following link: http://police.KingsportTN.gov/Citizen_Feedback All convicted sex offenders must register on an annual basis with the law enforcement agency having jurisdiction where they reside. Additionally, violent sex offenders must report on a quarterly basis, and homeless sex offenders must report on a monthly basis. Failure to register or update records is a Class E Felony. Sex offenders who intend to initially establish or change residency within a particular jurisdiction have 48 hours to notify the appropriate law enforcement agency. No sex offender may reside within 1,000 feet of a school, child care facility, park, playground, recreation center, or athletic field; however, there is a “grandfather clause” that excludes only non-violent offenders if they already lived near one of these child-oriented facilities prior to conviction. Pursuant to Tennessee Code Annotated (T.C.A.) 40-39-217 and Kingsport City Ordinance 6454, the Kingsport Police Department is in the process of establishing a Sex Offender Community Notification System that will supplement the existing state registries. A list of all convicted sex offenders currently under the direct supervision of the Kingsport Police Department has been included in this release. There are typically additional sex offenders residing in the City of Kingsport who are monitored by the Tennessee Department of Corrections Office of Probation and Parole as a condition of their release. There are also additional sex offenders living outside the city limits, but still in close proximity to Kingsport, who are monitored by other law enforcement agencies. For a comprehensive listing, to include photographs and detailed information, regarding all sex offenders in the region, please visit the Tennessee and Virginia Sex Offender Registries at the following links: |

Bays Mountain Park is always a great draw for visitors seeking the crisp, cool air of fall and the vibrant colors of the season. The peak time to view the fall colors is this week and next.
To give residents even more opportunity to view the specular leave colors, extra barge rides will be added to the weekend of October 15-16 to allow visitors additional opportunity to enjoy the colors around the lake. Rides will be at 1:00, 2:00, 3:00 and 5:00 p.m. Cost is $5.00 per person.
Below is an excerpt from an article on ‘Autumn in the Southern Appalachians’ by retired Bays Mountain Park Director Tom Bowman:
Leaf chemistry is happening all year round. Certain chemicals show through as different pigments depending on the species. Brilliant yellows, and oranges in varying degrees are dominant in hickories, ash, maples, birch, and sassafras.
Other pigments are produced late in the summer leaf. These pigments show up as reds, purples, and varying combinations. They show up in the leaves of trees such as sweet gum, oaks, maples, sourwood, dogwood, and persimmons.
It is easy to see how differing pigment levels and combinations, in the 110 tree species of Bays Mountain along, can produce the vast panorama of fall coloration we enjoy in our area.
So get out and enjoy the great leaf colors before they’re gone – it only happens once a year!
For more information on Bays Mountain, please visit baysmountain.com or call 423-224-2589.
