Cinema Under the Stars Returns to Bays Mountain Park & Planetarium

Cinema Under the Stars is back this fall with two nights of family fun!

Visit the Bays Mountain Amphitheater for an outdoor movie, surrounded by natural beauty and the sounds of the park’s resident animals. Bring a blanket—and your friends and family too—and enjoy this movie night at the park!

Gates open an hour before the movie begins. Tickets are $5 each for ages 6 and above, and are available for purchase at the link. Ages 5 and under are free. The amphitheater is bleacher seating, so you won’t need to bring your own chair, but stadium seats are allowed. Please no food and drinks. Concessions will be available for purchase.

All proceeds will go to benefit Bays Mountain Park. Cinema Under the Stars is sponsored by Knoxville TVA Credit Union. Keep an eye out for info on our October double feature very soon!

TDOT will be making necessary repairs to the Industry Drive bridge over Reedy Creek over the next several hours.  Traffic will down to one lane with flagmen at this time. We anticipate the work to go on into the evening. Please use caution as you drive through this area.

Call for Projects – FY2020-2023 Transportation Improvement Program

The Kingsport Metropolitan Transportation Planning Organization (MTPO) is in the process of developing a new Transportation Improvement Program (TIP) for fiscal years 2020-2023. The TIP is a four-year financially constrained priority list of projects within the MTPO planning area funded with federal, state, and local dollars. This is the opportunity to submit potential projects to be funded with Federal Surface Transportation Block Grant (STBG) funds. Most projects require a 20 percent local match and shall be sponsored by a governmental entity that can demonstrate a financial commitment to the project. Completed applications must be received by the MTPO no later than April 5, 2019.  To be eligible for funding, projects must be included in the 2040 Long Range Transportation Plan. Chapter 7 of the plan includes project recommendations and can be found on the MTPO’s website by following this link: https://www.kingsporttn.gov/city-services/kmtpo/plans-and-documents/long-range-plan/.

Back-To-School Movie Night at Kingsport Aquatic Center

You are invited to Back-To-School Movie Night at the Kingsport Aquatic Center! This year’s showing will feature the 1993 throwback movie, The Sandlot.

This year marks the 25th anniversary of this fan favorite! The movie is open to the public, and tickets will be $3/person and can be purchased at the KAC outdoor gate. Kingsport Aquatic Center and YMCA members get in free. The movie will be shown at the outdoor water park and the concession stand and outdoor pools will be open! Gates open at 7:30 p.m. and the movie will start around 8:30 p.m.

Back-to-school hours start Monday, August 6th. The indoor hours will remain the same, but the outdoor water park hours will be altered. The KAC’s half price admission will be offered Monday – Friday after 4:00 p.m. For the month of August, the KAC will also be hosting Thirsty Thursdays, where guests can get half-price 20oz drinks from the Oasis concession stand.

Back-to-school hours:

  • Monday – Friday: 4:00 p.m.  – 8:00 p.m.
  • Saturday: 10:30 a.m.  – 6:00 p.m.
  • Sunday: 12:00 p.m.  – 6:00 p.m.

NOTICE IS HEREBY GIVEN to all citizens of the Kingsport Tennessee-Virginia area and the public at large, there will be a Public Meeting of the Kingsport Metropolitan Transportation Planning Organization (MTPO) Executive Board on Thursday, May 3, 2018 at 1:00 P.M. (EST) in the City Hall Council Room, 225 West Center Street, in (downtown) Kingsport, Tennessee. Copies of the agenda and supporting documentation can be found in the MTPO office in the Improvement Building, City Hall, and Kingsport Public Library in addition to the following website: https://www.kingsporttn.gov/city-services/kmtpo. The primary items for this meeting include election of a Vice Chair, amendments to the FY17-21 Transportation Improvement Program (TIP), discussion/adoption of Performance Measure Memorandums of Understanding as established by TDOT and VDOT, and adjustments to the Unified Planning Work Program (UPWP). A public hearing will also be held in order to receive comments and questions on these or other items pertaining to the Kingsport Metropolitan Transportation Planning Organization. Congratulations to Chief Scott Boyd

Chief Scott Boyd

Scott Boyd has officially been named as Kingsport’s next Fire Chief, replacing Craig Dye who retired late last year after 34 years of service. Boyd has nearly 30 years of service himself – almost half that time as Assistant Chief – serving in a key leadership role during one of the most expansive growth periods in the department’s history.

During Boyd’s tenure as Assistant Fire Chief, he was instrumental in the growth of the fire department. For example, below are a few achievements:

Kingsport has grown from 6 to 8 fire stations with a 27% increase in employees during the past 10 years alone. Kingsport reached an historic agreement with Sullivan County by investing $1.9 million in the city’s portion of a countywide radio system to insure that varying departments can seamlessly communicate with each other. Kingsport built a state-of-the-art fire training ground and became the regional training center in partnership with Eastman and recently added an assistant training officer position. A Fire Capital Facilities Plan was adopted by the Board of Mayor and Aldermen with plans to invest $2.65 million in the next 5 years. A second ladder truck was added at a cost of $1.2 million – a long awaited need identified by accrediting authorities.

Most notably, Boyd has served as Accreditation Manager since 2005. The Kingsport Fire Department was one of the first 40 Fire Departments in the world to obtain the Commission on Fire Accreditation International designation in 2001 and has been reaccredited four times since.

Boyd was chosen from a pool of 7 internal candidates who participated in an extensive interview and assessment center made up of internal management and external fire and human resources professionals from throughout East Tennessee. Questions were based on input from selected former fire chiefs, 9-1-1 board members, legal, budget, management, and all members of the fire department.

“The Kingsport Fire Department has a long and successful tradition of excellence and I felt it important to choose from the pool of employees who got us here,” said Jeff Fleming, City Manager.

“Scott Boyd is a man of the highest integrity,” said retired Fire Chief Conner Caldwell. “His track record speaks for itself. I have known him since the beginning and it’s gratifying to see him rise through the ranks and assume the role of Chief. Well-deserved.”

“We have a long and successful relationship with Chief Boyd and the Kingsport Fire Department,” said Brian Ramsey, Eastman Fire Chief.

“Scott Boyd is someone you want on your team. He’s been a great partner in city-county cooperation and emergency response planning,” said Jim Bean, Director of Sullivan County Emergency Management Agency.

“I’m elated. This has been a lifelong dream of mine. Of course, my promotion creates a cascade of openings that will need to be filled so I’m eager to get started,” Boyd said.

“We need to improve communications within the department. With 8 stations and 24-hour shifts, it’s difficult to effectively keep everyone informed. We have tremendous talent and I’d like to better tap into that potential, asking employees to participate in updating our standard operating procedures, strategic plan, and training programs.

Boyd has been married for 28 years to the former Laura Woodard and they are the parents of 2 sons. He’s a Kingsport native, Eagle Scout, graduate of Leadership Kingsport, and graduate of the Executive Fire Officer Program of the National Fire Academy. He has served on numerous professional and community boards including Eastman’s Community Advisory Panel, National Incident Management System, The Rotary Club of Kingsport Downtown, United Way, a director of the Tennessee Mutual Aid System, Tennessee Tactical Rescue Task Force, and Sullivan County Hazard Mitigation Plan Committee. He is treasurer of the Northeast Tennessee Fire Chief’s Association, and a member of the Tennessee, Southeast, and International Association of Fire Chiefs.

“Hopefully there’s another young firefighter out there who will rise through the ranks like I’ve been blessed to do. I want to show them there’s a true career path and growth potential here,” Boyd added.

Boyd will officially take over as Fire Chief effective immediately.

Report Non-Emergency

To report a non-emergency, please use the new ConnectKingsport app.


ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.

You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!
