SUBJECT:		Suspect Sought in Counterfeit Check Scheme

GENERAL NARRATIVE
On September 8, 2017 at approximately 10:00 AM, a white male suspect cashed a counterfeit check in the amount of $1,869.07 at a branch of Bank of Tennessee, located at 301 East Center Street in Kingsport. Fifteen minutes later, the same individual cashed a second check in the amount of $1,873.49 at another Kingsport branch of Bank of Tennessee, located at 1708 North Eastman Road. The two counterfeit checks were sequentially numbered and from the same account. The actual account holder is a local Kingsport restaurant. The original legitimate checks bearing those same two sequential check numbers were still in the possession of the restaurant owner and were still completely blank and unendorsed. Both counterfeit checks were written payable to a James C. Gillespie using a home address of the Knoxville Salvation Army. It is currently still being investigated as to whether that name is real or fictitious. Detectives have received reliable information that homeless people are being picked up in the Knoxville area and then transported to various financial institutions where they then agree to cash checks for unknown suspects. Detectives are looking into the possibility that this case may be one such scheme. The suspect in this case was recorded by bank surveillance cameras during the incident. GENERAL NARRATIVE
Kingsport Police Detectives are attempting to identify a suspected couple in at least two cases involving the fraudulent use of multiple cloned debit cards. One of these incidents occurred on September 17, 2017 at approximately 8:00 PM at Walmart, located at 3200 Fort Henry Drive in Kingsport. The suspected couple (white male adult and white female adult) arrived together in a compact black sport utility vehicle. There was a bicycle mounted on a rack affixed to the rear of the vehicle. The couple exited the vehicle and entered the store together. Once inside, the couple mysteriously split up and later suspiciously exited the store separately. While inside the store, the male suspect can be seen on video attempting to use several different credit/debit cards at a self-checkout lane. He was able to make at least one fraudulent purchase for over $200 using what has been determined to be a cloned debit card. Another incident involving this same couple occurred the following day, September 18, 2017, at another Kingsport Walmart store, located at 2500 West Stone Drive. In this second incident, the exact same couple arrived at the store in two separate vehicles. The male suspect was in the aforementioned compact black SUV with bike rack, while the female suspect was in a full-size white sport utility vehicle. The couple exited their separate vehicles but met in the parking lot and entered the store together. While inside the store, they made a fraudulent purchase of $150 using what has been determined to be a completely different cloned debit card. In each of these incidents, the original authentic card was still in the possession of the respective victim. Both victims reportedly found additional fraudulent charges on their cards that were made outside of K.P.D. jurisdiction that are being investigated by other law enforcement agencies. Photos of these suspects, taken from surveillance video footage, entering together and leaving separately, have been included in this release. In the wee hours of September 18, 2017 a white male suspect burglarized Advanced Homecare, located at 105 Jack White Drive in Kingsport. Over $40,000 in medical equipment was reportedly stolen during the burglary. The suspect was captured on surveillance video during the crime, and a photo taken from that footage has been include in this release. On August 29, 2017 a black male suspect made a fraudulent debit card transaction for a purchase of nearly $200 at the Roadrunner Market, located at 1312 South John B. Dennis Highway in Kingsport. At the time of the transaction, the actual original card was still in the possession of the victim, so this is evidently another case involving the cloning of a debit card. The suspect was captured on video inside the store during the transaction, as well as while leaving the store and getting into a black sport utility vehicle. Photos, taken from that footage, of both the suspect and the vehicle have been included in this release. Two clips from that video have also been made available for viewing on the K.P.D.
