SUBJECT: Local Entrepreneur Donates Unique Dog Training Aid to K.P.D. K-9 Unit

GENERAL NARRATIVE
The Kingsport Police Department was recently contacted by a local entrepreneur and small business owner with a very generous offer. Russ Hubbard, President and Founder of Per Vivo Labs, offered to donate a unique dog training aid that he had recently developed to the K.P.D. K-9 Unit.

The training aid in question goes by the trade name Odor Trace and is known as a Mixed Odor Delivery Device, or MODD for short. The MODD was initially designed to mix the various odors of modern homemade improvised explosives for bomb detection K-9 training purposes, without actually mixing the chemical components themselves.

Keeping the chemical components physically separate and combining only the odors makes for a much safer training aid that is much less volatile and therefore much less prone to tragedy that could occur from an unintended detonation of an explosive training aid. The MODD is expected to sell in the neighborhood of $500.

As a United States Military veteran, Hubbard knows quite well the results of such an accident. He served in the U.S. Army from 2005-2012. In 2010, he was fortunately able to walk away relatively unscathed when a truck in which he was riding hit a roadside I.E.D. (Improvised Explosive Device). However, shortly after he left the military, the unit to which he was previously assigned lost some individuals after an explosive K-9 training aid unexpectedly detonated.

This is not the first product that Hubbard has developed that has direct ties to his former military service. Another of his products that goes by the trade name Polar Skin, was developed for the treatment of heat stroke and was initially designed for soldiers working in the extreme temperatures of the Middle East. Since its initial success with the military, Polar Skin has also found favor with civilian firefighters, smoke jumpers, law enforcement personnel, and athletes.

Hubbard is a graduate of Dobyns-Bennett High School and West Virginia University. Per Vivo Labs is located at 2042 Brookside Lane in Kingsport. Their current customer list includes the United States Department of Defense, other federal, state, and local government agencies, some private entities, and a few foreign governments.

Highlighting Heroes: David Mason Makes City Projects a Reality

David Mason – Construction Projects Manager

From beginning to end, David is proud to have a hand in every major project the city has completed over the past 10 years.

David’s job is extraordinary because he works on projects within the city, all the way from conception until completion. He does his best to get involved on city projects at the start. He coordinates and directs the architects, engineers, and contractors into successfully representing the city that he is proud to call home. According to David, no two projects are ever alike, which keeps things interesting.

“I’ve had the privilege of working on numerous projects in the city, and each one is different,” said David. “I love how different each project is, and how you learn something new from the experience and the people involved in each one.”

Kingsport has seen a lot of major projects in recent years, from the construction of parks and the Aquatic Center, to the renovating and replacing of old buildings. One thing is for sure, David’s passion for the work he does has helped keep the projects going. David works as the Construction Projects Manager for the city, overseeing and facilitating new improvement projects all over the area. Despite not growing up in the area, the significance of his projects brings new and existing families closer together within the city, especially Centennial Park.

“It’s been fascinating and rewarding to see the city go through her centennial and come together to celebrate its history,” said David. “It’s wonderful to see that everyone cares so much about the community that they’re from, or that they are a part of now.”

Centennial Park has many important and significant architectural details that David helped plan and organize. The overall circular layout of the park mimics the theme of the original master plan for the City of Kingsport, making it a reflection of the entire city. In addition, the circular path around the park is made up of 44 granite bands inside the concrete, all which hold facts or historical events from the city throughout its 100 years. All of the small details like these that David works to incorporate into his projects showcase his passion and love for the City of Kingsport.

“Watching the unveiling of the Centennial Park was very special for me. Seeing the kids run through the fountain for the first time and seeing the joy on their faces really made it all worth it. That’s what I do this for, moments like those.”

No matter the project, large or small, David is a major reason that it becomes a success. He works hard on Kingsport’s projects to make sure they help bring the community closer together through growth and development. Whether you’ve seen this hero at work or not, David’s fingerprints are most certainly on any new project the city has produced in the past decade.

On July 4, 2017 at approximately 12:00 Noon, a white male suspect stole a cell phone that had been temporarily placed on the counter while the owner filled her beverage at Taco Bell, located at 1221 North Eastman Road in Kingsport. Kingsport Police Detectives have been able to obtain surveillance video that captured the incident.

Forward-facing and side-profile photographs of the suspect taken from that footage have been included in this release. A short clip of the actual footage has also been made available for viewing on the K.P.D. YouTube channel via the link below:

The Kingsport Police Department is proudly observing Child Passenger Safety Week this week, September 17 through 23, 2017. K.P.D. is also teaming up with our public safety partners at the Kingsport Fire Department for a Child Passenger Safety Seat Checkpoint on Wednesday, September 20, 2017 from 10:00 AM until 2:00 PM.

This event will take place at the K.F.D. Fire Station #2, located at 1804 Crescent Drive in Kingsport. Child Passenger Seat Technicians from the Kingsport Police and Fire Departments will be present and available to inspect seats and instruct caregivers in their proper use. Parents, guardians, and other childcare providers are strongly encouraged to stop by.

It’s Child Passenger Safety Week

This Child Passenger Safety Week the Kingsport Fire Department reminds parents and caregivers that using the correct car seat or booster seat can be a lifesaver: make sure your child is always buckled in an age- and size-appropriate car seat or booster seat. The Kingsport Fire Department will host a Child Passenger Seat Checkpoint Wednesday, September 20th, from 10-2pm at KFD Fire Station #2 near the corner of Center Street and Ft Henry Drive. Child Passenger Seat Technicians from Kingsport Fire and Police Departments will be on hand to check seats and instruct caregivers of proper use.

Car Seat Types

Learn about the four types of car seats, while keeping in mind the following tips from the National Highway Traffic Safety Administration (NHTSA):

· As children grow, how they sit in your car will change. Make sure you use a car seat that fits your child’s current size and age.

· Not all car seats fit in all vehicles. Make sure the car seat is the right fit for your vehicle(PDF, 1.77 MB). Test the car seat you plan to buy to make sure it fits well in your vehicle.

· Buy a car seat that can be installed and used correctly every time.

Rear-Facing Car Seat

The best seat for your young child to use. It has a harness and, in a crash, cradles and moves with your child to reduce the stress to the child’s fragile neck and spinal cord.

Types

· Infant Car Seat (Rear-Facing only): Designed for newborns and small babies, the infant-only car seat is a small, portable seat that can only be used rear-facing. Babies usually outgrow their infant car seats by 8 or 9 months. When that happens, we recommend that parents purchase a convertible or all-in-one car seat and use it rear-facing.

· Convertible Seat: As a child grows, this seat can change from a rear-facing seat to a forward-facing seat with a harness and tether. Because it can be used with children of various sizes, it allows for children to stay in the rear-facing position longer.

· All-in-One Seat: This seat can change from a rear-facing seat to a forward-facing seat (with a harness and tether) and to a booster seat as a child grows. Because it can be used with children of various sizes, it allows for children to stay in the rear-facing position longer.

This is the FINAL NOTICE and the FINAL WEEK that applications are being accepted for the position of Police Officer with the Kingsport Police Department. The deadline to apply is this coming Sunday, September 24, 2017.

As previously released:

The City of Kingsport Human Resources Department is currently accepting applications for the position of Police Officer. The Kingsport Police Department is hoping to hire several new officers out of this application process to fill existing and upcoming vacancies. Applications will be accepted beginning August 26, 2017 until no later than September 24, 2017.

Individuals who are interested in a career in law enforcement are encouraged to apply. All applicants must either already be at least 21 years of age or be turning 21 by no later than April 24, 2017 (six months after the test date). Applicants are asked to only submit their application once, as weeding out duplicate applications hampers efficiency. All applications must be submitted online using the following link:

Following the September 24th deadline, all applicants will receive a confirmation email, as well as a letter by traditional mail, containing further instructions regarding the upcoming police applicant testing procedures. All applicants will undergo a series of assessments, beginning with a written examination on the morning of October 24, 2017. The written examination will be administered at the Civic Auditorium, located at 1550 Fort Henry Drive in Kingsport.

While not a requirement, applicants are strongly encouraged to invest in the International Public Management Association for Human Resources (IPMA-HR) “Entry-Level Police” study guide or “Police Study Guide Bundle” to assist them in preparing for this examination. These study guides are currently priced very reasonably at $20 and $30 respectively and are available for purchase at the following link:

Applicants who successfully pass the written examination will advance forward to a physical agility evaluation the same afternoon. The physical agility evaluation will consist of a timed one-mile run and a timed roughly one-quarter-mile obstacle course designed to measure fitness, strength, agility, and endurance as related to the duties of a Police Officer.

Applicants are also strongly encouraged to participate in a voluntary practice session for the physical agility evaluation. This session will take place on October 10, 2017 at 1:00 PM (two weeks prior to the actual test date) at Domtar Park, located at 1414 Riverport Road in Kingsport. Individuals must have an application on file and sign a waiver in order to be eligible to participate in this practice session.

A series of interviews will follow the written examination and physical agility evaluation, beginning with an interview panel and ultimately an interview with the Chief of Police, to further vet the top performing candidates and determine the final selections.

The current starting salary for Police Officer Trainee is $15.76 per hour or $32,791 annually. Applicants who are already certified law enforcement officers may be eligible for a salary adjustment to compensate for prior experience if certain criteria are met. Academy training and all essential equipment including uniforms, firearms, body armor, and duty gear are provided by the department. K.P.D. also issues take-home police cruisers to officers meeting specific residency requirements.

City of Kingsport employee benefits include direct payroll deposit; paid vacation, holiday, and sick leave; employee life insurance; optional supplemental and dependent life insurance; long-term disability; health insurance; optional dental insurance; flexible spending accounts; ICMA RC 401 retirement; and optional ICMA RC 457 retirement.

Today’s libraries are about more than Books

They are creative educational spaces for learners from birth to high school and beyond. September is Library Card Sign-up Month, a time when the Kingsport Public Library joins with the American Library Association and public libraries nationwide to make sure that every student has the most import school supply of all – a free library card.

Librarians provide important resources to families whose children are at the earliest stages of development, by teaching parents and caregivers the components of early literacy that help children develop the basic tools for school readiness. As of 2010, libraries in the United States offered more than 2.3 million children’s programs, which account for nearly two thirds of all library programming.

Older students can access high-speed Internet, digital tools and the opportunity to work with trained professionals on how to use them. Librarians provide guided training in digital media and grow digital literacy skills. Libraries also provide equity of access to digital tools and media, which has become increasingly important in high-poverty areas where students are less likely to have a computer or internet access in the home.

Libraries are also a training ground for students of all ages to expand their knowledge and explore creative pursuits. The development of makerspaces is just one way libraries are seeking to meet this demand, ranging from low-tech, hands-on engineering opportunities for children and teens using toys and kits to the incorporation of high-tech tools like 3D printers.

Resources at the Kingsport Public Library are available to anyone who has a library card. Students can turn to the library for materials, programs and knowledgeable library staff that support academic achievement.

“Our library provides access and programs for students of all ages,” says Kingsport Library Director Helen Whittaker. “For preschool age children we offer early literacy and story times to encourage school readiness, for older children and teens we supplement education with hands-on science, technology, engineering, arts and math (STEAM) programs, and for nontraditional students we offer GED resources. We even have thousands of e-book downloads. There’s really something for everyone, and it’s all free with a library card.”

Walk A Few Steps in a Police Officer’s Shoes

The Kingsport Police Department is pleased to announce that applications are now being accepted for an upcoming class of the highly acclaimed Citizens Police Academy.  K.P.D.’s Citizens Academy is open to individuals who are at least 18 years of age, who either reside or work within the city limits of Kingsport.

The Academy is scheduled to begin on Wednesday, October 11, 2017 at 6:00 PM. Classes will meet twice each week on Wednesday and Thursday evenings for four consecutive weeks at 6:00 PM, with the final class being held on Thursday, November 2, 2017. Each class will run approximately 2 to 3 hours in duration.

The Citizens Police Academy is not designed to prepare citizens to become actual police officers; however, it will give citizens a chance to walk a few steps in an officer’s shoes to experience what it might be like to serve as a police officer and to better understand why officers do what they do. Citizens Academy classes include an interesting mix of classroom presentations, demonstrations, and hands on activities.
