| GENERAL NARRATIVE | |||
| As of September 27, 2017 five (5) Registered Sex Offenders under the supervision of the Kingsport Police Department are currently wanted and at large. James Felker, Johnathan Messer, Miles Mullins, Shawn Hayes, and Steven Blakley are all wanted for various Violations of the Sex Offender Registry. Mr. Blakley is also wanted for multiple additional charges unrelated to the Sex Offender Registry.
As a condition of the Sex Offender Registry, all convicted sexual offenders meeting certain criteria must register with their local law enforcement agency and report back periodically. They must promptly notify the law enforcement agency regarding any changes in their residency or employment status. There are also specific residency restrictions regarding proximity to children. Photographs and other details for each wanted offender can be found below. K.P.D. is asking for anyone who may see one of these individuals or know a possible location where any of them can be found to please contact the K.P.D.
